Social indicator survey can identify the state of society as a whole. When we create a policy, social indicator survey can reflect the public opinion of the region. Social indicator survey is an important measure of social change. Social indicator survey has been conducted in many municipalities (Seoul, Incheon, Busan, Ulsan, Gyeongsangnamdo, etc.). But, the result of social indicator survey analysis is mainly the basic statistical analysis. In this study, we propose a new data mining methodology for effective analysis. We propose a 3-step complex data mining in society indicator survey. 3-step complex data mining uses three data mining method (intervening association rule, clustering, decision tree).

현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

Through the Broadcasting Act, Republic of Korea regulates the broadcasting system to remain neutral regarding particular party or candidate. However, as MBC and JTBC reports the issue of President Park's impeachment in bisected way - conservative and progressive - the controversy aroused. This research paper comparatively analyzed each broadcasting company's evening news by focusing on quantity aspect, reporting tendency regarding trend of public opinion and mass rally and the news frame. Our research showed that both JTBC and MBC had partially reported; JTBC on pro-impeachment rally's side which was called candlelight rally, and MBC on anti-impeachment rally's side, called Korean National Flag rally. Regarding the way how they reported the impeachment, JTBC reported much more in depth than MBC, and MBC reported the process emotionally, standing for President Park.

This study explored what the phenomenon of 'Chinmokjil(Socializing Behavior)', which online community is seriously wary of, implies and actually affects the online community. Interviews were conducted for 13 people who had experienced Chinmokjil in online communities, and the results were analyzed by qualitative analysis. First, Chinmokjil is conceptualized as 'privatization or privately organizing of online community' Second, the actual phenomenons of Chinmokjil are sub-categorized as 8 categories Third, the ultimate negative impacts of Chinmokjil are sub-categorized as 3 categories. Based on the results, it can be explained that the unique norms of communities in online are different from those in offline.

It was the 18th presidential election TV debate Twitter participation of SNS. Began to diverge as the era of social media, combined with SNS through in the mass media, media web 2.0. Search tweets, retweets, while the formation of policy issues, the agenda of Twitter users to listen to the statements of the candidates using the Internet or a smartphone. The highest number of tweets immediately issue statements were made. Content during the progressive tweets core keywords you do not often discussed, followed by the negative information increases the number of tweets has become a policy issue. Top retweets was to evaluate the process of debate, regardless of the issue. Tweeter complements the TV so Twitter has made public opinion. Smart phones and SNS Twitter, combined with the TV and the participation and direct democracy, voters vote one instrument was realized. Should forward approval ratings, real-time Twitter subtitles on the TV screen in TV debate Twitter influence in the election will be greatly expanded.

The Seosan-Daesan Port is closest to the major ports of China; hence, it is recognized as the ideal port for trade with China. Well-developed industrial infrastructure in its hinterland, including petrochemical, automotive, and electronic component complexes and recent developments of port facilities that aim to strengthen its function as a commercial port clearly highlight the necessity to develop it as a comprehensive port by building a marine industrial cluster. In this study, prerequisites for marine industrial cluster development in Seosan-Daesan Port are identified; they include the following. First, the conditions to be met for being designated a marine industrial cluster should be amended; Second, the central government should delegate authority to local governments to ensure the development of marine industries; Third, changes related to marine industrial cluster development in the governance structure of local governments (Seosan City and Chungnam Province) are required; and Last, a consultative body should be established to facilitate discussions on developing a marine industrial cluster in Seosan-Daesan Port and build public consensus.

As online social networks are used as a critical medium for modern people's information sharing and relationship, their users are increasing rapidly every year. This not only increases usage but also surpasses the existing media in terms of information credibility. Therefore, emerging marketing strategies are deliberately attacking social networks. As a result, public opinion, which should be formed naturally, is artificially formed by online attacks, and many people trust it. Therefore, many studies have been conducted to detect agents attacking online social networks. In this paper, we analyze the trends of researches attempting to detect such online social network attackers, focusing on researches using social network graph characteristics. While the existing content-based techniques may represent classification errors due to privacy infringement and changes in attack strategies, the graph-based method proposes a more robust detection method using attacker patterns.

The main purpose of this study is to search for variables that influence the perception of news of YouTube current affairs and political channel users. Existing studies have focused on providing normative criticism by examining the public opinion influence of YouTube channels, which play a role similar to the media, in terms of political polarization, fake news, and confirmation bias. However, this study attempts to examine the changes and meanings of users' perception of news with the advent of YouTube. To this end, an online survey was conducted for users with experience in using YouTube's current affairs and political channels. As a result of the study, it was found that the news perception of YouTube current affairs and political channel users was mixed with the perception of news from the perspective of professional journalism and the perception of newly added news in the digital environment. Based on these results, the researcher examined the implications of the professional news media's response direction to the platform environment.

As the information society gradually advances, various opinions overflow and their complexity increases. As the results, it was made more difficult to derive important issues and properly respond to those problems. Accordingly, it is necessary to get a handle on emerging problems in education in addition to existing discourses and issues. This study aimed at examining the issues of education by analyzing the petitions posted under 'parenting and education' category on National Petition board. In order to offer objective and detailed results, we employed the topic modeling based LDA algorithm, which is an effective method to extract topics in multiple documents. Nine topics were derived as the result of the analysis and the relationship among those topics was visualized. The values of this study exist in that the derived topics represent important issues that reflect the public opinions.
