Recently, as the mandatory policy of zero energy building is promoted, policies / systems for transition to Zero Energy School are being promoted, but there is no method to systematically analyze and verify the results of energy saving activities for school buildings. For the study of energy performance verification methodology, the current status of related standards was referred to, and the case study of other methodologies was conducted to examine the tools that can analyze the performance in the field. In addition, this study analyzed the current status and characteristics of energy management through domestic school visits. In this paper, we presented various energy saving projects such as air conditioning and heating facilities, lighting, insulation, change operation behavior, and improve operation methods in new and existing school buildings, and M & V methods for verifying energy savings before and after implementation of energy conservation projects.

Domestic buildings account for 25% of national greenhouse gas emissions and 20% of energy consumption, so energy efficiency improvement of buildings is recognized as the main target of national energy demand management. To improve the energy efficiency of the building, policies are implemented by preparing "zero-energy building national roadmaps" and enhancing the efficiency of national energy demand management through early activation as a result of expansion of the mandatory zero-energy building. Also, there is a growing need to verify the performance of energy savings after the construction is completed. Therefore, methods for evaluating energy performance of buildings should be suggested. This paper aims to develop and present methods for verifying energy performance of Zero Energy School, which can be applied internationally, by visiting domestic schools on-site at the same time as international standards and guidance analysis.

ESCO industry should guarantee the energy saving performance in response to changes of regulations ESCO. In this point, the application of the M&V is important task on energy saving performance. Therefore, we need to examine the contents of practice for the M&V in developed countries. Between energy user and ESCO, it is important to provide and measure the energy saving performance by guarantee of energy savings performance contracts. After 2013 ESCO business began focusing on guaranteed savings contracts. For this reason, we need to take M&V cases recommended from IPMVP and applied in United States and Japan. Therefore, we should be ready about M&V application for the real conditions of ESCO.

에너지절약 성과배분 계약의 핵심적인 요소인 에너지절감량의 예측 및 측정방안에 대하여 일반적인 ESCO사업현장에서 빈번히 사용되는 고효율 조명기기교체, 고효율 전동기교체, 고효율 보일러교체, 냉동기 성적계수 개선 및 인버터제어 설치의 예제를 2회에 걸쳐 제시한다. 제시된 에너지절감량 측정 및 검증방안은 일반적으로 사용되는 방안이므로 현장특성이 고려되지는 않았지만 ESCO사업을 진행함에 있어서 에너지사용자와 ESCO가 최소한 공감해야 하는 에너지절감량에 대한 이해를 높이고자 작성되었다.

에너지 기술 R&D사업은 그 성과에도 불구하고 수요에 기반한 기획 측면이나 사업화에 있어 성과가 저조한 것으로 평가받아 왔으며, 특히 사업화 추진에 있어 시급한 과제로 '기술 수용성'(Acceptance) 향상이라는 지적이 제기되곤 하였다. 이에 산업통상자원부는 사용자가 R&D 기획, 개발, 검증 과정에 참여하여 사업의 이해도를 높이고 수용성을 제고하는 '에너지기술 수용성 제고 및 사업화 촉진사업'을 2016년부터 추진하고 있다. 그런데, 사회문제해결형 R&D라 부를 수 있는 본 사업은 산업통상자원부의 기존 에너지기술 R&D와는 성격이 다른 새로운 R&D의 모습을 갖는다고 할 수 있으며 그에 따라 그 시행과정에서 사용자, 이해당사자들이 참여하는 등 연구자들은 예전과는 다른 여러 가지 새로운 방법론의 수행을 요구 받고 있다. 본 연구에서는 해당 사업의 기획 및 실행에 참여한 경험을 토대로 성과멘토링, 성과공유 워크숍, 성과지표의 개발, 운영관리방안 등을 통해 '에너지기술 수용성 제고 및 사업화 촉진사업'의 특성 및 향후 개선방안을 논의하고 사회문제해결형 R&D사업에의 발전방안을 제안하고자 한다.

최근 그린IT가 주목받고 있다. 환경을 생각하는 IT기술이 전세계적인 추세로 자리잡고 있는 것이다. ESCO사업도 IT기술과의 접목을 통해 또 다른 시장 가능성을 맞이하고 있다. 올해 정보통신산업진흥원은 그린IT기술과 ESCO사업 연계를 통한 시너지 창출을 위해 IT기반 ESCO시범사업과 시범사업 성과검증방법론 개발 및 가이드라인을 개발하는 등 IT를 활용한 에너지절약사업의 활성화에 적극 뛰어들었다. 정보통신산업진흥원 IT융합팀 신재식 단장을 만나 IT와 ESCO사업의 만남에 대해 그리고 그 성과에 대해 들어보았다.

신에너지 전원의 배전 계통과의 실제 연계 운전상에서 순간정전, 순간전압상승, 및 강하등의 전압가변 현상이 자주 발생하게 된다. 본 논문에서는 이러한 영향에 따른 문제점을 검증하여 사전에 대처할 수 있는 방안을 모색하고자 전력품질의 변화를 임의로 발생시키고 특정시간후에 다시 원상으로 회복시키는 전원의 전압가변 시험장치를 개발하였다. 개발한 시험장치는 개폐스위치, 바이패스 스위치, 가변 변압부, 전압·전류 검출부 직류전원공급기, 제어·구동부 , 표시·조작부 등의 구성을 가지고 있다. 개발한 시험장치의 정상적인 동작에 의한 기능을 확인하기 위하여 실제 배전 계통에 적용하여 순간정전, 순간전압상승 및 강하시험을 실시하며 전압·전류 파형을 측정·분석하여 시험장치의 신뢰성과 , 효용성을 검증하였다.

최근 ESCO성과보증방식의 정책적인 확산에 따라 에너지절감량 측정 및 검증(M&V)에 대한 중요성이 부각되고 있다. 에너지절감량을 구체적으로 산출하고 측정, 검증하는 과정인 M&V는 정확한 ESCO사업을 수행하기 위한 필수적인 과정이다. 협회는 2012년 2월 20일부터 25일까지 5박 6일간 대만 ESCO협회(TESA)와의 업무협력을 통해 대만의 M&V 전문교육기관에서 21명의 참석자와 함께 '2012 해외 ESCO M&V 교육' 과정을 마치고 돌아왔다. 현장 사진과 (주)에코시안 엄기현 팀장과 김용희 대리의 참관기를 통해 뜨거웠던 교육 현장을 소개한다.

In this study, we investigated the influence of smart factory's implementing energy management system on innovation resistance and work performance. We surveyed and analyzed 211 employees of system construction companies in the metropolitan area. In order to increase the introduction performance through diffusion of the energy management system, it is found that it is important to support the organizational-level management strategy to reduce the user's resistance to innovation. In conclusion, this study has implications for positively leading to the efficiency and management performance of the manufacturing process of the manufacturing enterprises, and it is necessary to follow - up studies considering the characteristics of the energy management system and the expansion of the research scope in the future.
