예금보험(預金保險)과 은행규제(銀行規制)의 필요성(必要性)

  • 자율화와 경쟁여건의 조성을 통해 금융효율성제고(金融效率性提高)를 추구할 때 금융제도의 안전성과 예금자 보호를 위 한 제도적 장치로서 예금보험제도(預金保險制度)에 대한 고려가 병행되어야 한다. 그러나 은행의 위험에 대한 예금보험제공자와 은행사이에 정보(情報)의 비대칭성(非對稱性)이 존재하기 때문에 공정한 변동보험료제도의 실시가 불가능할 때에는 도덕적 위험문제를 피하기 어렵다는 부작용이 발생한다. 예금보험제도의 유용성을 인정하고 동제도의 목적을 충실히 수행하기 위해서는 도덕적(道德的) 위험(危險)의 억제가 중요하며 그 수단으로 은행규제(銀行規制)가 경제적 타당성을 갖게 된다. 기본적인 규제의 형태로는 적정자본금(適正資本金) 규정(規定), 업무영역(業務領域)의 제한(制限), 탄력적(彈力的)인 수신금리규제(受信金利規制)가 되어야 한다. 현재의 자율화 과정을 고려할 때 규제의 효율성면에서는 위험분담사고에 기초하는 적정자본금 규정이 주된 규제수단이 되어야 할 것으로 고려된다.

A Study on the Organizational Changes in Technical Service of Korean University Libraries (국내 대학도서관 정리부서 현황과 조직 변화에 대한 인식 연구)

  • This study investigated organizational changes in technical services of university libraries and analysed librarians' perception on the changes of technical service department by the survey to 32 technical service librarians. It also identified several factors that have changed work environment of technical departments such as the shared cataloging and outsourcing, and electronic resources in various formats and creation of metadata for these resources. Most librarians agreed that university libraries have to foster technical librarians' professioanal development to cope with emerging changes of technical services. They also recognized that the integration of traditional cataloging and metadata management is an important issue of orgranizational changes. Contrary to librarians' perception, technical service librarians were not fully awared of the procedure of metadata related works in other departments. Furthermore metadata creation and management were also conducted in several departments of libraries without proper control.

  • In this study, the structure and management of social group with each town, leadership with self-action and network with external organizations will be the main topic. Especially, the condition which make a communication with external organizations for localization is examined as an example of Mori village. As rice productivity has more serious problems than 1990s, many farming systems changed from rice productions to different kinds, like grapes. Particularly, this market and field started with the exchange system between local farms and cities because of the complex structure of grape circulation and increasing import for extra income. Extra income of farming is started to increase because of exchange program between local towns and cities. But, those works are concentrated on one or two leaders. It could be a burden for them. So. we need to change this into new system which the work is not concentrated to few leaders but distribute to everyone.

A Study on the Roles of Local Disaster Response Organizations (지역 재난현장 대응조직의 역할에 관한 연구)

  • The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

  • 많은 ISP업체와 서버 관리자들은 자신의 시스템 향상을 위하여 많을 비용을 쏟아 붇고 있지만 그 결과는 비관적이다. 지금까지는 하드웨어적인 성능만을 고려하였으나, 최근에는 리눅스를 탑재하여 낮은 가격과 높은 가용성을 가지면서, 증가하는 네트워크 요청에 효과적으로 대응하기 위한 해결책으로 여러 대의 호스트로 구성되는 클러스터링 기술이 각광을 받고 있다. 또한 클러스터는 저렴한 호스트들로 구성되므로 구축 비용이 절감되는것 뿐만 아니라, 일부 호스트가 고장 나더라도 다른 호스트는 네트워크 작업 분담을 재설정하여 정상적으로 동작함으로 가용성이 항상 유지될 수 있다는 것을 보여준다. 최근 군에서도 정보화 과학화의 열풍에 힘입어 그 어느때보다도 업무의 전산화, 정보화에 박차를 가하고 있는 실정이다. 이로 인한 군업무에 적용되는 중대형 서버의 증가와 1인 1PC정책에 의한 클라이언트의 증가, 네트웍 인프라 구축에 심혈을 기울이고 있다. 그러나 사용자의 요구만큼 군환 경하에서의 정보화 업무를 감당하는 서버의 역량은 제한이 있다. 군업무의 특수성에 비추어 볼때에도 사회의 금융업무와 마찬가지로 중단없는 서비스의 수행과 서버의 안정화는 군전산의 가장 중요한 요소중의 하나임에 불구하고 아직까지도 현실성은 많이 미비한 상태이다. 본 연구는 이와 같은 문제를 해결하기 위하여 NAS와 SAN개념(네트웍기반)을 도입하여 군 서버 구축 새로운 패러다임을 제공하여 업무의 통폐합과 함께 서버의 통폐합의 전초단계인 무정지 클러스터링 서버의 구축방안을 제시하여 군정보화, 과학화의 초석을 다지는 계기로 삼고자 한다.위상변화에 대한 적응성을 높일 수 있도록 한다. A Study on Comparison of National Park Management Systems in Korea and Japan (한.일 국립공원 관리체계 비교)

  • This study has been conducted as a basic research for developing efficient ways of managing Korean National Parks by finding differences via the comparison of present management systems of national parks in Korea and Japan. The survey was conducted through telephone interviews and direct interviews with staffs of related organizations as well as related literature study. In result, it is found that Japanese national parks have a numerical standard of minimum area, with less staff than Korea, and larger designated areas are being managed. Management organizations of both countries are divided as main and commission. In Korea, 6 staff in Natural Resources Division under Ministry of Environment are managing main organization, and in Japan, 53 staff of 3 divisions(National Park Division, Natural Environment Management Division, General Affairs Division) are taking charge of it. Moreover, General Affairs Division, dividing whole country into 11 blocks, manages 11 units of natural preservation offices, 12 branch offices, and 67 units of nature preservation management offices. In case of commission, Foundation of Natural Park Beautification & Management in Japan has a headquarter and 20 branch offices with 54 staff who are only doing site management, while in Korea, the National Parks Management Corporation has a headquarter and 25 offices with 748 staff carrying out main office jobs and site management side by side. From the differences in both countries, we could suggest efficient measures for our national park management as follows: \circled1 introduction of numerical value as criteria for national park designation, \circled2 review of use zone, \circled3 division of the national park management office into site office and regional office, with dividing works and re-posting staff, \circled4 enlargement of park management division in Department of Environment, \circled5 National Park authority becomes a national public servant

A Study on the Roles and Efficient Operations of Urban Regeneration Support Center as Intermediary Organization - Focused on the Chungcheongbuk-do - (중간지원조직으로서 도시재생지원센터의 역할과 운영 방안 - 충청북도 사례를 중심으로 -)

  • Recently, there has been considerable talk about urban regeneration support centers that are currently promoting urban regeneration projects. The reason is that the role and authority are unclear, and the experience of each local government center is not accumulated, resulting in many trial and error and side effects. This study analyzed the current state of operations of urban regeneration support centers in Chungcheongbuk-do to find desirable ways to operate them in the future. The main findings are as follows. First, the role and division between metropolitan and basic centers and field centers of urban regeneration support centers in Chungcheongbuk-do are unclear. Second, the limitations of the center's operation methods, operational autonomy, and independence are not secured. Third, as a participant in urban regeneration, it has relatively low authority and status compared to administration. Fourth, the lack of professional manpower related to urban regeneration and the instability of staff employment were derived as overall problems.

  • This study aims to devise reasonable future-oriented librarian training program development plan for satisfying on-site demands of librarians nationwide by examining and finding out the operation of managing the nation's only one librarian training program of National Library of Korea. Based on a survey targeting 2,044 people participating in training program, meeting of interested persons, doing self-operation rating, it tries to find problems of training programs, examine ways to improve them and suggests solutions such as reforming of exclusively designed organization for educating, training of lectures, increasing training budget, promoting cyber training and balancing the testing systems. In addition, as part of improving librarian training programs, it considers Sejong National Library(currently being constructed) to be responsible for sharing its work and management.

  • Simulator is composed of several devices that have a variety of forms and functions. These devices are connected to each other by a network intricately. For this reason, simulator development and maintenance process require a lot of time and money. In order to successfully develop the simulator, it is ideal that related professionals share the work and work together in parallel. However, development is carried out inefficiently, because task interdependence makes it difficult to work in parallel. In this paper, the developments of the simulator were classified into algorithm development and system development, and it was discussed how to lower the interdependence of these two tasks and support professionals. In particular, based on the requirements analysis of the domain experts responsible for the development of the algorithm, we designed the support tool for simulator development and proposed development process using this tool. We also introduced the concept of a DataSet in order to support algorithm development of domain experts and manage data flexibly. And we designed network architecture to enable flexible reconfiguration of simulator equipment. By using the tools to support the simulator development, domain experts are able to concentrate on algorithm development and it is expected to be effective collaboration. In addition, the development plan and management are expected to be easy because the development process is systematic and clearer.

A Study on the Mutual Cooperation of Private Security and Local Government (지방자치단체와 민간경비의 상호협력에 관한 연구)

  • The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.
