한국 저속 소형 연안어선의 저항성능 (Resistance Performance of Korean Small Coastal Fishing Boat in Low-Speed Range)

  • Korean small coastal fishing boats have the different kind of fisheries and customs against Japanese fishing boats. Those bring some influences on the principal parameters of hull form. In same displacement, Korean small coastal fishing boat has generally shorter length, draft and wider breadth than Japanese fishing boat. Furthermore, even though the parameters of each hull form are similar, it is known that the resistance performance of Korean small coastal fishing boat is worse than that of Japanese fishing boat. In this study, the representative hull forms of Korean and Japanese small coastal fishing boats are selected and compared to evaluate the resistance performance of Korean fishing boat in low-speed range. The hull form of the Korean fishing boat is modified as comparison with that of the Japanese fishing boat to confirm the partial characteristic differences between the hull forms and the resistance performances. The representative partial characteristics of hull form are the gradient of chine line, keel shape and stern length. The resistance performances of the modified hull forms are evaluated by INHAWAVE which is one of CFD program and model tests in towing tank. The results of the present study will be used to improve the resistance performance and to develop the practical hull form of Korean small coastal fishing boats as principal data in the preliminary hull form design of fishing boats.

  • The study on the improvement of resistance performance is very important for coastal fishing boats in Korea, because the prices of fuel oil are gradually risen and the demand of high-speed fishing boats is increased lately. This study is concerned with the improvement of the resistance performance for Korean high-speed small coastal fishing boats. A semi-planing hull form of Korean small coastal fishing boat is selected in the role of initial hull. From the modification of the hull form parameters and the local characteristics of the hull form, the improvement of the resistance performance is achieved. The resistance performances of the initial and the modified hull forms are estimated by using a numerical simulation method. Also, ship model tests are carried out in ship model basin.

  • Korean fishing boats have had appropriate hull forms for the safety, stability and convenience of fishing ability. However, Korean fishermen are recently concerned about the resistance performance and speed of Korean fishing boats, because the prices of fuel oil are gradually risen, also the exhausting of fish resources and the demand of high speed fishing boats are increased. Therefore, the necessity of the study on the improvement of resistance performance for Korean small coastal fishing boats is gradually increased. This study compares the hull form characteristics of Korean fishing boats with those of Japanese fishing boats, and the hull form of a representative Korean fishing boat is modified. From the modification of the hull form parameters for the Korean fishing boat, the improvement of resistance performances is evaluated. Moreover, the increase of resistance performances is also achieved from the modification of local characteristics for the hull form of the Korean fishing boat. A computational method and ship model tests in towing tank are used for the conformations of the improvement of resistance performance.

조난자의 구조를 위한 구명조끼 장착 다중대역 안테나 설계 (Design of Life-jacket Integrated Multiband Antenna for Rescuing Distressed People)

  • 본 논문에서는 어선원 및 일반인들이 해상에서 조난을 당하였을 경우 구조를 위해 조난신호 및 위치정보를 송신할 수 있으면서, 팽창식 구명조끼에 장착이 가능한 유연한 다중대역 안테나를 제안한다. 이 안테나는 VHF-DSC 대역(156MHz), COSPAS-SARSAT 대역(406MHz) 및 GPS대역(1,575MHz) 에서 동작하는 3중대역 안테나이다. GPS대역은 사각형 슬롯 링(square slot-ring) 형태의 평판 구조로 구현하였고, COSPAS-SARSAT 대역과 VHF-DSC 대역은 모노폴 구조로 구현을 하였다. 또한 기판은 구명조끼 장착을 위한 유연성 확보를 위해 0.2mm 두께를 가지는 FR4-epoxy 기판을 사용하였다. 제작된 안테나는 최종적으로 사람이 구명조끼를 장착한 상태에서 VHF-DSC, COSPAS-SARSAT, GPS 대역에서 각각 -8.8dB, -20.4dB, -10.7dB의 반사손실 특성을 나타내었다.

소형 선박의 충돌 회피 시스템 검증에 관한 연구 (A Study on the Validation of the Collision Avoidance System for Small-size Vessels)

  • 중앙해양안전심판원(2019)에서 발표한 최근 5년의 해양사고통계자료에 따르면 충돌사고의 대부분은 20톤 미만의 어선에서 발생하고 있으며 전방 부주의, 경계 소홀 등의 운항과실로 인한 사고가 주요 원인으로 나타나고 있다. 이러한 사고 방지를 위해 운항자를 대상으로 훈련 및 교육을 강화하고 있지만 충돌사고는 빈번히 발생되고 있으며 충돌 사고를 줄이기 위한 기술적인 방안 또한 지속적으로 개발중에 있다. 본 연구에서는 고속 활주형 소형 선박에 WAVE 통신 기술을 적용하여 선박 간 거리, 속도, 방위에 기반한 조우 상황을 고려하여 충돌 회피 동작이 가능한 제어 알고리즘을 개발하였으며, WAVE 통신-제어기를 결합하여 충돌 회피 시스템을 구축하였다. 그리고 충돌 회피 동작의 검증을 위해 두 소형 선박간의 정면, 추월, 교차의 3가지의 조우 시나리오에 대해서 시뮬레이션을 수행하고 실선 시험을 통해서 충돌 회피 알고리즘을 검증하였다.

숙련 외국인 어선원 확보를 위한 제도 개선 방안 : 연근해 어업을 중심으로 (Policy Suggestions to Retain Skilled Migrant Fishermen in Korea : Focus on Offshore Fishing )

  • With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

어선원 기초안전교육제도 개선방안에 관한 연구 (A study on the improvement of the basic safety education system for fishing seafarers)

  • This study attempted to solve the problem that the current safety education contents of Korean fishing vessels are not consistent with the STCW-F Convention and do not properly reflect the actual operating environment of the fishing vessels. Despite the reinforced duty of safety education for fishing vessels after the Ferry Sewol accident, the problem has been pointed out that the effectiveness is still low due to merchant-oriented education contents and uniform education methods. Therefore, this study compared and analyzed laws related to safety education for fishing vessels and the STCW-F Convention, and derived improvement measures by collecting voices from the field through a survey of fishing vessels. As a result of the study, it was confirmed that the current fishing vessel safety education does not take into account the reality of fishing such as fishing vessel type, navigation distance, and ship output, and that the core curriculum required by STCW-F Convention is omitted. In addition, it was found that education content on major accident types that frequently occur along the coast was also insufficient. In order to improve this, this study proposes to re-establish the target of safety education for fishing vessels based on STCW-F Convention related to fishing vessels, and to prepare a segmented education system by reorganizing the training contents to suit reality. In addition, the need to clearly distinguish the education of merchant and fishing vessels through the revision of the Seafarers Act and the Ship Employees Act was suggested, and to establish a safety education system for fishing vessels that meets STCW-F Convention and domestic conditions.

소형어선의 선외추락 경보장치 개발 방안 연구 (Developmental Plan of Man-Overboard Alert Devices of Small Fishing Vessels: A Study)

  • 국내 연안의 소형어선에서 선외추락 등의 사고 시 대처 방법은 VHF-DSC 무선설비의 경보신호 버튼 조작에 의한 조난 경보 송신과 선박패스 장치(V-Pass)의 경보버튼 작동 또는 비콘 분리에 의한 경보신호 송신 방법이 병행 운용되고 있다. 그러나, 1~2인 승무 소형어선에서 선외추락 시 승조원이 이들 설비를 직접 조작하여 경보신호를 송신할 방법이 없으나, 외국에서는 VHF-DSC 및 AIS, Bluetooth 등의 기술을 사용한 선외추락 경보장치(MOB)를 이용하여 경보신호를 모선과 타선에 직접 송신하여 대처하고 있다. 외국에서 운용 중인 MOB 장치의 성능 및 기술 분석을 위해 근 장거리 전파환경을 측정한 결과, MOB 장치가 수면 표면에 있을 경우 최대 1해리 이내에서 경보 신호의 수신이 가능함을 확인하였다. 국내 여건에 맞는 MOB 장치는 VHF 통신거리 내의 무선국으로 경보신호를 보내야 하나, 허위의 경보신호를 줄이기 위해서는 선박에 탑재된 VHF-DSC 무선설비와 원격으로 연동되어 운용하는 형태가 가장 적합한 것으로 판단된다. MOB 장치와 VHF-DSC 장치를 연결하기 위한 여러 가지 기술을 검토한 결과, 장치의 소형화 등의 장점이 있는 Bluetooth 방식이 적합하다. MOB 장치에서 비상신호 송신 시, 전용 수신기에서 수신하여 VHF-DSC 무선설비의 외부입력단자를 통해 비상신호를 인지시켜 자체 경보 알람 발생으로 모선에서 인지할 수 있으며, 모선에서 대처하지 못한다면 VHF-DSC 무선설비에 의한 조난경보 신호를 모든 무선국으로 송신하는 방식을 이용하면 국내 연안의 소형어선 등에서 선외추락으로 인한 비상상황에 대처할 수 있을 것으로 판단된다.

설문분석을 통한 어선 비어선간 충돌사고에 관한 연구 (A Study on the Collision between Fishing Vessel and non Fishing Vessel using Questionnaire Analysis)

  • The postal or group questionnaire survey was conducted to inquire into the cause of collision between fishing vessel and non-fishing vessel targeting fishing vessel personnel(FVP), non-NFVP and a person involved in a marine accident. As a result, we could verify the root cause of collision, a negligence of lookout which noted overwork for FVP and careless for non-FVP. The cause of collision by inappropriate avoid action was poor communications for FVP and non-FVP. To reduce collision, we need to be trained to take a sharp lookout, a radio communication by VHF and the collision avoidance actions by early and substantial action to keep well clear. The results are expected to contribute for the reduction of collision and victims.

연근해어업 어선감척사업으로 인한 생산성 및 투자 효과에 관한 연구 (A Study on the Economic Values and Productivity Attained through a Reduction in Fishing Vessels Engaged in Coastal and Offshore Fisheries)

  • The purpose of this study is to estimate the economic value and productivity achieved through a reduction in fishing vessels engaged in coastal and offshore fisheries. We found that the value of increasing catch by types in offshore and coastal fisheries was about 17,338 billion won. To examine the economic value, a cost-benefit analysis was applied. This is based on the total cost of vessel reduction (4,576 billion won) assumed to be invested equally each year for five years. BCR and NPV with a discount rate (5.5%) were used to compare the profit of fishery activities in offshore and coastal areas. The model results showed that the NPV and BCR in offshore and coastal fisheries was 5,522 billion won and 2.340 respectively.
