Recently, it appears that the major change in open skies agreement established the bilateral agreement and sub-regional multi-lateral agreement system with U.S.A. as the central figure. Specifically sub-regional multi-lateral air transportation cooperation is based on the bilateral agreement systems among the like minded countries. To develop the air transportation industry, Each country tries to come true free air transportation in bloc and deregulation in terms of market approach and traffic right. The purpose of this study is to look into the background of sub-regional air transportation cooperation and to expect the economic impact of the open skies agreement. We selected the Singapore in Asia-Pacific region as the subject of investigation. Even though Singapore is a small country in Asia-Pacific region. They have global competition power which is airport field as well as to airlines and tourism industry. Under this condition, we analyzed the economic impact of the open skies policy through the Input/Output analysis.

중력파 관측은 2015년에 사상 최초로 검출에 성공한 이래, 불과 5년 만에 주 1 회 이상 안정적으로 검출되고 있으며 검출기들의 성능이 계속 향상됨에 따라 관측 범위와 빈도가 급격히 확대되는 추세에 있다. 이제 중력파는 전자기파 외에 우주를 보는 새로운 창으로서 확고한 지위를 구축하고 있으며 향후 무궁무진한 발전의 잠재력을 보여주고 있다. 이러한 가능성을 일찌감치 내다본 미국과 유럽의 선도 국가들은 현재 운영 중인 LIGO와 Virgo 검출기의 지속적인 업그레이드는 물론 Cosmic Explorer, Einstein Telescope 등 차세대 거대 검출기 개발을 병행해서 진행하고 있으며, 일본, 인도, 중국, 호주 등 후발주자들도 제각기 다양한 중력파 검출기 계획들을 추진하고 있다. 이에 한국천문연구원에서도 2019년부터 중력파 검출기술 연구를 시작하였으며, 특히 한국과학기술원 물리학과와 협력하여 차세대 핵심기술인 양자잡음 저감기술을 중점적으로 개발하고 있다. 이 발표에서는 본 연구팀의 최근 연구 진행상황을 요약하고 국제 중력파 검출기 공동개발 참여 현황을 소개한다.

In the situation that crime is diversified qualitatively and quantitatively, the mutual cooperation system between police and private security is very important to cope with the change of policing environment properly. The primary purpose of this study is to suggest the method to improve the policing service quality of police and advance sound security industry by analyzing the case of close mutual cooperation system between police and private security of USA, which can be called the best country in the field of private security. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. While reviewing the cases of USA, Korea shall refer to the fact that social safety activities of advanced countries display effects because of many factors such as various mutual cooperation programs between police and private security, efforts of local government, high quality of private security, reliance of citizen and general understanding of police, private security and citizen to solve crime problem. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen.

In the era of knowledge-based society and glocalization the new role and mission of universities is of increasing concern to us. Studies of the successful universities suggest that there are many ways for the future development of universities, for example high qualification, specialization, and internationalization of universities etc. In this context we can also focus particularly on the regionalization of universities in terms of the university as a regional builder. This paper aims to identify the interactions between universities and regions and to explain their's contributions to the regional developments. The result of analysis shows that the university-region interaction is a win-win strategy both for university and for region in the rapid changing social-economic, administrative and educational environments, and more systematic and stepwise approaches are required to ensure a mutually beneficial collaboration.

There are many studies which reveal most of the accidents are related to pilot errors. Looking at each phase of flight, the accidents which occurred at the segments of take-off and landing consist of 70%, cause these phases need precise cooperations between pilots and ATC specialists to make sure every instructions understood and instruments to be normal. Therefore, the accidents of these phases leave great regrets and the price was enormous to people and equipments. Until now, most of the studies investigate the accident itself and very few show the relationships between pilots and air traffic controllers. This study analyzes the inter-dependence, mutual trust, dependability and satisfaction between them who play an important parts in flight. Based upon the findings, the impacts of relationships between them to aviation safety could be explained. As for the results, the inter-dependence, mutual trust, dependability and satisfaction are relatively high but the standpoint is little bit different for each of them. These findings suggest that the improvements of relationships between them need more effort than that of the present to ensure the aviation safety and efficient flights.

Converging technologies have become a major issue in science policy. This paper describes the current state of scientific collaboration for convergent technologies among researchers in South Korea, by conducting Social Network Analysis (SNA) with the data set of 1,095 researchers who have involved in the development of the convergent technologies. It is found that the researchers in convergent technology are more productive than the researchers in other technology domains. However, the researchers in convergent technologies have small number of collaborators, compared with their productivity. Only a few researchers have a role of the hub in the collaboration networks, meaning that the structure network is closer to than the core than the peripheral. The scientific collaboration network of the convergent technology researchers shows that the members of the network are close to each other, but there is small number of cliques.

Overseas Urban Development is even risky although it is desirable for market-seeking developed countries and developing countries facing urbanization problems. Both sides do not know each other well so that they cannot trust each other to work on this risky projects. This study constructs a frame, which is enhancing trust between developed and developing countries. The first step is to start from small collaborations than a huge project. At the charismatic position, a enterprise from developed country proceeds its first work with its most advanced skills, cooperating with developing countries. By localization with executing projects smaller and easier than urban development project, like constructing facility or buildings, this enterprise can get closer to native elites and get to be supported from native people. And then, they can start huge urban development project. The study begins with trust theory, adding case studies contributing to constructing Cooperative Overseas Urban Development Frame. Five cases were studied and applied by the international urban development framework.

Radiation pressure noise of photon and photon shot noise are quantum noise limitation in interferometric gravita-tional wave detectors. Since relationship between the two noises is position and momentum of the Heisenberg uncertainty principle, quantum non-demolition (QND) technique is required to reduce the two noises at the same time. Frequency dependent squeezing using a filter cavity is one of realistic solutions for QND measurement and experimental results show that its cutting-edge performance is sufficient to apply to the current gravitational wave detectors. A 300m filter cavity is under construction at adv-LIGO. KAGRA (gravitational wave detector in Japan) has also started international collaboration to build a filter cavity. Recently we joined the filter cavity project for KAGRA. Current status of squeezing and filter cavity research at KASI and details of the KAGRA filter cavity project will be presented.

항공사의 외국인 소유는 이것으로 인하여 전체 항공운송 시스템이 변화될 수 있는 핵심적인 개념이다. 작금 항공운송산업을 둘러싼 환경은 급격하게 변화하고 있어서 많은 국가들이 항공사의 외국인 소유와 관련한 기존의 법제나 정책변경을 심각하게 고려하기 시작하였다. 항공기 및 항공사의 국적과 관련한 전통적인 개념은 양자사이에 '진정한' 또는 '효파적인' 관계가 있어야 한다는 것이다. 특별히 항공사의 '실질적인 및 효과적인 통제'조항은 양자 및 다자간 항공운송 협정에서 가장 핵심적인 역할을 해오고 있다. 그러나 변화의 바람이 거세게 일고 있다. 항공운송산업에서 이러한 변화는 미국에서 시작되고 미국의 국제항공관계에 적용되고 있는 규제완화에서 비롯되었다. 미국의 규제완화정책은 합병 및 흡수를 통한 항공사의 집중이라는 결과를 가져와서 항공운송 시장은 궁극적으로 소수의 거대 항공사에 의해 지배될 것이라는 우려를 낳고 있다. 이러한 새로운 추세에 대응하여 많은 국가틀이 다양한 형태의 지역협력체를 형성하고 있다. (예, EC, 아세안, 안데안 그룹, 야마스크로 선언 등) 또한 다수 국가들은 정치.경제적인 이웃에서 정부의 소유주식을 외국인 및 외국회사를 포함한 민간부문에 매각함으로써 사유.사영화를 추진하고 있다. 한편 제조업 분야에서 다국적기업 (IBM, 코카콜라 등)은 별 어력움이 없이 성립될 수 있다. GATT의 주관하에 열리고 있는 우루과이 협상에 참여하고 있는 국가들은 최혜국 대우, 내국인 대우, 시장접근 같은 상품교역의 개념및 원리를 항공운송서비스를 포함한 서비스교역에 적용하는데 기본적으로 합의하였다. 급격히 변화하는 환경에서 항공운송 산업만이 국가의 영공 주권, 항공사의 공익기업 개념, 상업적 이익의 균형교환 같은 자기류의 논리에 집착하여 언제까지나 홀로 고립될 수는 없을 것이다. 더구나 세계 항공운송 산업은 1980년 후반부터 큰 시련에 직면해 있다. 몇몇을 제외한 대부분의 항공사는 세계경제의 불황속에서 초과공급 및 운임전쟁으로 인한 엄청난 적자를 기록하고 있다. 모든점을 미루어볼 때 세계의 항공사들은 과거 어느 때보다도 외국인 투자를 필요로 하고 있으며 항공사가 속해 있는 정부는 외국인 소유에 관한 법제를 개정하고 나아가 전체 항공운송시스템을 개편하도록 압력을 받고 있다. 많은 국가에서 외국인 소유에 관한 법규의 개정은 현존 항공운송 시스템에 다각적인 영향을 가져올 것이다. 다시말하면 양자협상, 반독점및 경쟁볍규의 적용, 고용 및 카보타지등을 포함한 제반분야가 영향을 받을 것이다. 결국 외국인 소유에 관한 법제의 완화는 항공사의 세계화 또는 다국적화의 과정을 촉진시킬 것이고, 항공사간 다양한 형태의 제휴가 이러한 방향에서 계속될 것이다.

In this study, we identify the obstacles that occur through the relationship between I-U cooperation and look for factors that can overcome them in the 'university administration's efforts' and 'Trust between I-U'. In the study of existing I-U cooperation, the relationship between industry and university has accumulated experiences and various channels of bilateral cooperation by sustaining interactions and absorbing capacity of knowledge by path dependence. However, as cooperation increases, 'I-U cooperation barrier' are inevitable, which is explained by two perspectives: 'Difference in mutual recognition' and 'Institutional barriers'. In order to induce the achievement of effective I-U cooperation, it is necessary to overcome these obstacles stemming from mutual relations, and it will be possible to maintain the relationship of continuous I-U cooperation. The researchers conducted research on companies participating in the I-U cooperation technology development project of the 'Ministry of Small and Medium Venture Business', which is a representative I-U cooperation program in Korea. This project will be promoted in the 'Small & Medium Business I-U cooperation Center', an administration-dedicated organization of the university. The researchers measure 'University administration's efforts' and 'Trust between I-U'to overcome'I-U cooperation barrier' In order to clarify the data of the research sample, a questionnaire survey of organizational units was conducted for all companies participating in the 'I-U cooperation technology development projects' of the SMEs and Startups between 2011 and 2015, and the responses of 356 organizations were drawn. The results showed that the higher the level of 'University administration's efforts' and Trust between I-U', the lower 'Difference in mutual recognition' and 'Institutional barriers'. Particularly, it showed higher explanatory power to overcome 'Institutional barriers' among obstacles. Therefore, it should be accompanied by the interest, implementation and institutional support of I-U-R subjects to raise the level of these two factors that can overcome 'I-U cooperation barrier'.
