The concept of HSA (Home Service Aggregator) is derived from performing the energy IT business efficiently as well as successfully launcing a new service based on BPL (Broadband over Power Line). The HSA business using a BPL can extend the field of energy industry and an give a chance to create a new demand by consumer-oriented services. This study focuses on the exact evaluation of HSA business using BPL, and reasonable trusty evaluation should be the first step to launch the HSA business. In this study, the categories of cost are comprised of equipment (mainly RSM and MGW) cost, instalation cost, and maintenance cost. AMR (Automatic Meter Reading), internet integration billing service, integration charging service, internet service, sorority service, and electricity safety are listed for benefit. In this study, the ROI of HSA business is 0.9594, which is less than 1. However, that value does not consider the electricity safety benefit which is classified as a social benefit. Therefore, the value can be above 1 if it includes social and private benefits.

아파트 안전의 핵심적인 요소인 발코니 확장의 합법화로 인해 화재발생시 위협요인이 증가하고 있다. 아파트 발코니는 화재 방지와 유사시 대피공간으로의 역할 뿐만 아니라 상층으로의 연소 확대를 지연시켜주는 매우 중요한 공간이다. 따라서 생활의 편의성과 미적 쾌적함만을 중시하기 보다는 안전한 주거공간의 확보와 이에 상응하는 안전시설의 설치에도 세심한 주의를 기울여야 할 때이다.

This research was conducted to investigate the economoic effects of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the economic effects. The survey technique using Benefit-Cost Anlysis was performed and the results showed that aviation safety technology development brought scientific technique effect, industrial and economic effect, and the rest effects. Also, the benefits from aviation safety technology development were much greater than the costs.

To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be carried out on a voluntary basis, at the request cf the member state to be audited. Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation of mandatory IMO instruments and carried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.

7만 과천시민의 편익과 복리증진을 위해 체육 문화시설 등을 관리 운영하고 있는 '과천시설관리공단'은 지방 공기업의 모범이자 표상(表象)으로 유명하다. 이곳이 전국적으로 주목을 받는 가장 큰 이유는 '시민과 임직원의 안전'을 경영방침의 최우선으로 내세우고, 빈틈없는 안전관리를 펼쳐 왔기 때문이다. 이런 안전경영의 중심에는 이성재 이사장이 있다. 이 이사장은 2006년 취임 당시부터 고객 및 직원의 행복과 안전을 먼저 생각하는 '서번트 리더십'을 강력히 추진해왔다. 그 결과 안전보건에 대한 높은 공적을 인정받아 올해 산업안전보건강조주간 기념식에서 영예의 대통령표창을 수상했다. 안전경영으로 행복도시 과천을 만들어가고 있는 이성재 이사장을 만나 그만의 신념 등을 들어봤다.

This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.
