A Case Study on Performance Analysis of Antimicrobial Copper Film Attaching to Window for Responding to COVID-19 and Others (코로나19 등 대응을 위한 "유리창 부착용 항바이러스 동필름" 성능분석 사례연구)

  • In the era of the global coronal 19 pandemic, there is a risk of cross-infection in hospitals at the stage where treatments and vaccines are currently being developed and marketed, so individuals should enhance their acquired immunity and generalize their living systems by the performance of copper ions in the social environment. In order to prevent the spread of infection, the need for anti-bacterial film and its efficacy were analyzed through anti-viral performance tests based on research and development cases of worldwide and immemorial time. he Korea Construction Research Institute (KCL) has received anti-bacterial performance certification and anti-viral test scores from the "National Approval Performance Certification Agency." At the time, NCCP 43326 Human Corona virus (BetaCoV/Korea/KCDC03/2020), which was approved by the Centers for Disease Control and Prevention, was introduced to ensure that the activity rate of infected cells was satisfied in the anti-viral performance test. Anti-proliferation measures for the Corona 19 virus require a quality clinical trial study comparing the experimental group within the glass space where the antiviral copper film is constructed with the comparator of the same condition without copper film.

전기용품 기술기준 개정

  • 공진청은 최근 전기용품의 기술기준을 일부 개정했다. 이번에 개정된 전기용품의 기술기준은 우리나라가 국제전기인증위원회(IECEE)에 정회원으로 가입됨에 따라 국제간 상호인증을 대비해 기술기준에 국제안전규격을 반영하기 위해서이다. 개정내용을 보면 시험항목에 소형 단상 변압기류의 잡음세기, 충전식인 것을 충전성능시험, 기계적 강도시험, 전동기 내장제품의 시동특성 등을 추가했으며 시험기준에 있어서는 합성수지 성형품의 내열성능시험과 절연저항 시험기준을 강화했다. 또 전기적인 안정성과 무관한 시험항목은 국제규격에도 없기 때문에 삭제했는데, 형광등기구는 열률을, 전기스탠드는 차광$\cdot$조도시험 열률을, 휴대전등은 집광시험 등을 조정했다. 이밖에도 재료에 있어 폴리염화비페닐 사용을 금지시켰다. 품목별 개정세부 내용은 다음과 같다. 시험항목에 추가된 품목 및 기준이 상향조정된 기술기준은 기난 9월 15일부터 적용되고 있다.

  • A Flight test is an important process that must be performed to maintain airworthiness in the aircraft lifecycle, including aircraft development and certification. Flight test can be conducted for the purpose of demonstrating or verifying compliance with the applicable standard. Results of the flight test air accident analysis confirm that it is caused by a combination of various factors as well as aircraft. The International Civil Aviation Organization recommends the establishment and implementation of a safety management system to prevent aircraft accidents, but it does not reflect the specificity of the flight test. As such, advanced countries are providing separate criteria to assist stakeholder in conducting flight test safety management. This study investigates and analyzes relevant regulations of advanced countries, in accordance with the construction of a national flight performance test site in Korea, and proposes government-level guidelines to help stakeholders develop their flight test operation manuals. The guidelines discuss topics such as organizational composition, safety and risk management, flight operation, personnel management, and administrative issues.

  • 다목적 실용위성의 궤도전이 및 위성체 자세제어를 위한 추진시스템의 설계요소에는 구조적 안전성, 우주환경에서의 열제어를 위한 회로 및 구성하드웨어 설계, 연료계통 맥압강하를 위한 장치설계 및 추력기 배기가스 영향을 고려한 형상설계 등이 있으며, 설계검증을 위해 부분해석이 수행된다. 또한 발사환경과 우주 궤도환경에서의 추진시스템 성능평가를 위한 연제어계 기능시험, 압력인증시험, 청정도시험 및 내부/외부 누설시험이 수행된다. 본 논문에서는 추진시스템 설계 및 조립공정에 대해 기술하였고, 시험분석을 통해 시스템의 설계 및 조립공정상의 신뢰성을 검증 분석하였다.

  • 최고속도 350km/h의 한국형 고속철도시스템은 안전보장과 사고예방을 위해서는 시스템 위험분석에 근거한 안전검증과 성능확인이 요구된다. 본 논문에서는 고속철도 차량시스템 개발을 위한 시스템 개발요건과 위험도 분석에 근거한 안전성능요건을 근거로 하여, 차량시스템에 대한 일반 안전요건, 구조적 안전요건 및 핵심 장치별 안전요건으로 구성된 한국형 고속철도 차량시스템의 안전설계 요건분석 결과를 소개한다.

  • The marine electronic system for safe navigation such as ECDIS has been contributing to increase the safety of navigation, decreasing the mariner's load of navigation. The ECDIS should be developed and approved by international standard of IMO for performance standard and IEC for type-approval method and required results. However, these standards have some ambiguities for us not to directly adopt them for real approval system, so we should analyze them for more clear meaning and prepare our own detail standard for type-approval system. The first thing to do for the goal of this research was to analyze the standard in detail and make ambiguity be cleared in our own standards, considering each test item in view of test methodology. For the result of analysis we could develop more evident and detail type-approval standard for each test item with test technology needed. Especially, we developed the colour differentiation test process of ECDIS monitor, which include the colour differentiation formula derived from CIE colour scheme. Several test items require sensor informations of navigation equipment compatible with IEC 61162. We also developed the signal simulator for general messages of IEC 61162 that must be provided. Additionally, the type-approval processes and standards for Back-up arrangement and RCDS mode were developed.

  • A national comprehensive aviation test center is being constructed for the purpose of flight tests for development and modification of aircraft or flight inspections for the development of navaids. Flight testing is a high-risk task, so strict risk management processes are required prior to operation. In addition, since the flight test center is subject to the airdrome regulations under the current law, the introduction of the safety management system will enhance safety as usual in ordinary airports. The establishment of a safety management system based on ICAO criteria is an optimal means of ensuring safe and effective operation of the test center and may mitigate the risks that may arise during flight testing. This paper focuses on risk assessment and mitigation required for safety management at the flight test center. We conducted risk assessments on the flight hazards identified in the previous study. Then the high risk group of hazards were selected and risk mitigation techniques such as avoidance, reduction, acceptance, and control were applied.

  • The flight test is last means of compliance to satisfy airworthiness standards and important to evaluate the performance and safety of the developed aircraft. The flight test technologies are obtained from great numbers of experiences and know-hows and protected. In addition, flight test should be conducted efficiently since its various test conditions and items. Therefore, it is requisite to secure efficient flight test methods. This paper discusses the flight test methods for take-off and landing performance and two kinds of techniques are proposed. By performing real flight tests, they are compared with each other and analyzed through the flight analysis.

  • As demand for best practices relative to flight test safety management operations and processes in the aviation industry grows, standards for such aspects of the industry in Korea should be examined. Therefore, in this paper, we conducted flight test operation processes and safety management program development studies based on documents related to flight tests of the Korean civil aviation KC-100, the military aircraft T-50, the FAA (Federal Aviation Administration), and CAAC (Civil Aviation Administration of China) for performance validation, test evaluation and safety certification for aircraft under development and remodeling. In addition, we introduced and analyzed best practices of the FTSC (Flight Test Safety Committee) applicable to aircraft flight test processes.

  • 세계 각 국에서는 선진국을 중심으로 기후변화와 치솟는 유가에 대응하기 위하여 다양한 에너지원의 확보를 위해 부단히 노력하고 있다. 특히, 신재생에너지원 중 에너지 지속성이 가장 우수한 연료전지의 경우 1kW급 건물용 연료전지시스템이 도시가스 인프라가 가장 우수한 한국 및 일본을 중심으로 상용화에 가장 근접해 있는 실정이다. 일본의 경우 가정용 연료전지시스템 '에너팜'의 일부 제품이 올해부터 200만엔대로 가격을 내려 보급되어질 예정이고, 아직은 경제성이 떨어지지만 연료전지 조기 상용화를 위해 시스템 가격저감을 통한 기술개발이 한창이다. 또한 700W급 고체산화물형 연료전지시스템을 세계에서 처음 시판 계획을 가지고 있다. 국내의 경우 2009년도부터 시작된 '그린홈 보급확대를 위한 건물용 연료전지 보조기기 가격저감 기술개발'연구를 통해 블로워, 밸브, 유량계 및 펌프 등의 보조기기의 단가를 낮추고자 기술개발에 박차를 가하고 있다. 이에 따른 연료전지 부품 가격저감 기술이 국내 건물용 연료전지 시장보급의 활력소가 되기를 기대한다. 본 연구에서는 건물용 연료전지의 보조기기인 블로워의 가격저감을 위한 연구의 일환으로 블로워의 안전성능 평가를 통한 보조기기의 가격저감 및 안전성을 확보하고자 한다. 1kW급 건물용 연료전지시스템의 여러 블로워 중 도시가스용 연료승압 블로워, 선택산화 공기 블로워, 버너 공기 블로워 및 캐소드 공기 블로워의 안전성능 평가를 수행하였고, 평가결과의 공유를 통하여 국내 블로워 제조사의 설계방향을 제시하고 연료전지시스템의 안전성을 확인하고자 한다. 특히, 내구성, 기밀, 가혹조건시험 및 소음, 진동, 습도, 온도와 같은 내주위환경시험 등의 평가결과 비교를 통하여, 연료전지 부품 인증기준을 재정립하여 연료전지 부품산업의 조기 활성화를 도모하고자 한다.
