건설업은 국내 산업 중 안전사고가 가장 많이 발생한다. 건설업의 재해는 막대한 재산손실과 인명피해로 인한 사회적 문제로 이어지기 때문에 더 각별한 주의를 기울여야 한다. 최근 이로 인해 건설업에서 발생하는 재해에 대한 경각심이 높아지고 있으며 정부 각 부처에서는 안전관리에 관한 규정을 강화하고 있다. 특히 산업안전보건공단에서는 이번 산업안전보건법 전부개정안에서 보호대상의 확대와 책임소재의 명확화에 중점을 두고 있다. 이에 따라 발주자 책임에 의한 안전관리를 중심으로 분석한 연구가 필요한 실정이다. 따라서 본 연구에서는 건설사업관리자의 사업수행능력평가를 산업안전보건법의 전부개정안을 고려하여 안전항목을 고려하여 건설사업관리자를 선정하는 방안을 제시하고자 한다.

연구목적: 건설현장 안전관리를 인적 역량 중심에서 첨단기술인 AIoT와 Mobile 기술을 활용한 시스템 중심의 관리체계로의 전환을 위한 건설현장 안전관리 활성화 방안을 마련하고자 한다. 연구방법: AIoT와 Mobile 기술을 활용한 건설현장 안전관리 모니터링 시스템이 건설현장의 유효성에 대하여 공동주택현장의 골조공종에 종사하고 있는 작업자를 대상으로 가상휀스, 화재감시, 안전모 미착용 인식 3개의 알고리즘을 적용하여 실험을 실시 하였다. 연구결과: 실험대상 근로자는 215명, 가상휀스 침입은 7.61명으로 불안전 행동 발생율은 실험대상 인원 대비 3.5%, 화재감지는 0.16건으로 실험대상 대비 불안전 행동 발생율이 0.07% 나타났으며, 안전모 미착용 인지는 월 평균 안전모 미착용은 8.79명으로 실험대상 대비 불안전 행동 발생율 4.05% 나타났다. 결론: AIoT와 Mobile 기술을 활용한 건설현장 안전관리 모니터링 시스템이 건설현장에 유효한 영향을 미치는 것으로 나타났다.

최근 정부는 산업재해, 사망만인율 절반감축을 목표로 산업안전보건법 전부개정, 중대재해처벌법 등의 시행을 통해 산업안전의 패러다임을 전환하려는 노력을 하고 있다. 특히 50인미만 또는 1억원 미만의 소규모 사업장은 안전보건관리 역량부족, 사업주의 의지부족 등으로 안전보건관리체계 구축에 어려움이 있으며 결과적으로 산업재해의 많은 부분을 차지하고 있다. 이에 본 연구에서는 정부의 정책 중의 하나인 소규모 사업장 안전보건기술지원사업의 전반적인 사업부분에 대하여 전문가 설문조사를 통해 문제점을 파악하고 개선대책을 제시하고자 하였다.

As one of the useful approaches to enhance safety managers' competencies, this study aims to suggest improvement plans in terms of education in school and on the job for safety managers. Educational needs at schools and job training institutes were surveyed with 321 safety managers in Daejon & Chongju Area. Correspondence with university professors at safety engineering departments via email was also conducted. Collected data were put into the R stochastic program in codified form and quantitatively analyzed through two-dimensional cross-tabulations and a chi-square test. With respect to school education, three academic subjects were examined. Job training was suggested to be conducted as 'training for trainers', which should be more flexible in terms of contents, method, and fees. Periodical investigation of educational needs for safety personnel who are consumers of safety education and training was also proposed.

Purpose: The purpose of this study was to identify the types of errors that occurred and were recovered in a simulated transfusion scenario by nursing students. Methods: Twenty-eight teams of a total of 89 nursing students participated in a transfusion simulation using a high fidelity simulator. Data were collected by observing rule based errors and built in errors recovered according to the framework of Eindhoven model. Reflective journaling was used to identify perceived safety-threatening errors and commitment to improvement. Data were analyzed using descriptive statistics. Results: All teams committed the rule based errors in the scenario. The most common errors occurred in the coordination category related to communication with physician. Most of students perceived the transfusion reaction as a safety-threatening error. Conclusion: The findings indicate that students lack patient safety competence. The simulation training to decrease errors and improve safe practice provides nursing students with an effective strategy to develop patient safety competence.

1994년 "유엔해양법협약"의 발효로 새로운 국제해양법제도가 확립되면서 세계 각국은 통일적인 해상집법체제를 구축함으로써 관할해역에 대한 종합적인 관리를 강화하고 있다. 그러나 중국은 아직 전통적인 분산형 산엽관리체제를 유지하고 있어 기존의 해상집법역량은 날로 확대되는 국가주권과 해양권익의 수호요구를 충족시키지 못하고 있다. 따라서 본 연구에서는 한 중 일 3국의 해상집법체제를 비교 고찰하고 중국해상집법체제의 주요 문제점을 분석한 후, 해경을 중심으로 한 통일적인 해상집법체제의 개선방안을 제시하였다.

최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

본 논문에서는 전기설계, 감리, 안전관리 분야의 교육과정 발전을 위해 NCS과정의 필요성과 현 실태에 대하여 다각도로 분석하고 차후 개선방안을 도출하였다. 그 내용으로 기업이 요구하는 핵심역량과 현 교육과정과의 괴리, NCS과정에 관한 사회적인 인식, NCS기반의 전기설계, 감리, 안전관리 분야의 교육발전 방안을 위한 추진과제를 제시한다.

While many of company try to increase customer satisfaction by empowerment, there are need to figure out which can increase employee's problem solving ability in company side. It is related to Innovative Activity that can create new idea to fix job process. In this study, researcher institute a factor that 'Manager's Job Competency' which can increase member's Innovative Activity. And try to figuring out it has what kind of effect on innovative activity and management performance through empirical method. For the empirical study, researcher get 119 samples from service industry, and result of study show us manager's job competency has positive effect on member's innovative activity and management performance. Base on this result, researcher provide a manageric implication and limitaions of study.

Almost of all impediments to enhancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errors and failure in compliance with the international convention standards for the operation of cessel. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing on these aspects, this paper reviews the effectiveness of existing countermasures adopted by IMO and intends to propose a new paradigm to improve the implementation capability of each nation by suggesting frameworks of maritime administration models.
