The purpose of this study was to develop safety competences, a set of behavioral indicators of each competence and measuring methods of behavioral indicators for preventing human error of nuclear power plants(NPPs). The safety competences and behavioral indicators were derived from the five steps consisted of derivation of preliminary competence items through literature review, content analysis, interview(FGI, BEI), examination of content validity and decision making of final indicators. The results showed that 13 core safety competences and 35 behavior indicators were derived finally. In addition, the methods of measuring safety competences or behavioral indicators such as Behaviorally Anchored Rating Scale (BARS), Behavior Observation Scale (BOS) were developed and suggested.

본 연구는 재난대응훈련시 훈련의 결과를 객관적으로 평가할 수 있는 지표를 개발하는 것이 목적이다. '재난대응 안전한국훈련'은 전 국민이 참여하는 훈련으로 재난대응 행동요령 숙지는 물론, 안전문화 확산에 기여토록 추진하고 범국가적 재난대응체제 확립을 위한 발생가능한 모든 재난유형을 대비한 국가종합훈련이다. 재난대응훈련 평가지표 개발에는 재난대응 안전한국훈련의 평가분야별 평가지표 분석 및 적용, 최종점수 100점 만점을 기준으로 평가결과 3등급(A, B, C) 부여, 중앙평가위원회에서 기관별 평가결과 및 협력도를 종합적으로 검토, 우수기관 선정 및 포상 추진, 미흡기관(C등급 하위 10%) 역량교육 및 재훈련, 기관별 미적용 평가지표는 해당 배점을 제외하는 것 등으로 지표 개발을 고려한다. 재난대응훈련 평가지표 개선을 위하여 개발된 표준훈련절차와 평가지표를 바탕으로 테스트베드를 통한 문제점을 도출한 후 운용 및 적용성을 보완하여 시스템 운영을 하도록 한다.

Purpose: This study was to investigate the relationships among patient safety culture, safety competence and safety nursing activity among nurses in anesthetic and recovery rooms, and to identify the factors contributing to safety nursing activity. Methods: A descriptive correlational study was conducted. Participants were 156 nurses from 13 hospitals. Data were collected from February 11 to March 15th, 2019, and analyzed using descriptive statistics, t-test, Mann-Whitney U test, one-way ANOVA, Pearson's correlation and multiple regression analysis with SPSS statistics 24.0 Program. Results: Safety nursing activity was significantly different in relation to nurses' level of education, position at work, clinical career, clinical career at anesthetic and recovery rooms, and work experience in patient safety. Safety nursing activity demonstrated a significant positive correlation with patient safety culture and patient safety competence. Factors contributing to safety nursing activity were patient safety knowledge, skill and attitude, clinical career, clinical career at anesthetic and recovery rooms, and the patient safety improvement system which explained 57.0% of total variance of safety nursing activity. Conclusion: To improve safety nursing activities at anesthetic and recovery rooms, it is necessary to develop patient safety programs with enhanced knowledge, skill and attitude to take patient safety as a top priority.

Purpose: This descriptive research study attempted to determine how general hospital nurses' awareness of the importance of patient safety management and patient safety competency affected patient safety management activities. Methods: From September 13 to 26, 2022, a survey was administered to 230 ward nurses who provided direct care to patients at five non-accredited general hospitals being evaluated for accreditation located in metropolitan cities. The collected data were analyzed with descriptive statistics, the t-test, one-way analysis, the Scheffé test, Pearson correlation coefficients, and hierarchical regression using SPSS for Windows version 26.0. Results: In total, 221 (96.1%) respondents were female. The average age was 32.2 years, and the average clinical experience was 3.5 years; 196 participants (85.2%) were general nurses. Patient safety competency (β = .44, p < .001), awareness of the importance of safety management (β = .31, p < .001), and medication error experience (β = -.15, p = .002) all had statistically significant associations with patient safety management activities. The explanatory power of these variables for patient safety management activities was 50.7%. Conclusion: This study confirmed that patient safety competency, awareness of the importance of patient safety management, and experience with medication errors significantly influenced patient safety management activities.

본 논문은 간호대학생의 환자안전관리 수행자신감에 영향을 미치는 요인을 파악함으로써 간호대학생의 환자안전관리역량 증진 융합교육프로그램을 개발하는데 필요한 근거를 마련하고자 수행하였다. 본 연구는 간호학과 4학년 재학생 228명을 대상으로 하였다. 간호대학생의 환자안전관리 수행자신감에 영향을 미치는 요인을 규명하기 위해 다중회귀분석을 실시하였다. 간호대학생이 임상에서 경험한 환자안전 사고는 낙상(50.0%), 주사바늘 찔림(18.5%), 환자확인 오류(12.0%), 주사투약 오류(7.5%), 경구투약 오류(4.3%)순이었다. 간호대학생의 환자안전관리 수행자신감의 유의한 영향요인은 환자안전관리 태도(t=6.09, p<.001), 임상의사결정능력(t=3.97, p<.001) 및 성별(t=2.56, p=.011)로 나타났다. 이와 같은 연구결과를 근거로 간호대학생의 환자안전관리 수행자신감을 증진시키기 위해서는 환자안전관리 태도, 임상의사결정능력 및 성별을 고려한 융합교육 프로그램을 개발할 것을 제안한다.

우리나라는 현재 통합 재난안전 관리체계를 구축하고 있으나 구축과정에서의 시행착오와 재난관리의 미비점들로 인해 여전히 국내 재난안전관리에 대한 우려가 되고 있는 실정이다. 이에 본 연구는 최근 재난 및 안전관리에 있어서 함께 논의되고 있는 지속가능성과 레질리언스 개념을 고려하여 현재의 국가 통합 재난안전 관리체계를 개선하기 위한 정책적 방향을 고찰하고자 한다. 이를 위해 지속가능성 및 레질리언스를 제고하기 위한 원칙들, 즉 다양성과 가외성, 상호연결성, 완속 변수/요소 제어, 시스템적 접근, 학습 및 피드백, 적극적 참여 등을 바탕으로 국내 통합 재난안전관리의 개선방향을 검토 및 논의하였다. 이는 국가 통합재난안전관리 역량 및 체계를 강화하고 지역사회의 지속가능성과 레질리언스를 제고하기 위한 전략 및 정책, R&D를 수립하는데 기여할 수 있을 것으로 판단된다.

국가산업단지 내 위험물시설을 대상으로 위험물설비안전, 소방시설안전, 건축안전, 공간안전 분야에서 위험물시설의 안전관리 실태 조사 및 문제점 분석을 실시하였다. 대부분 법적 준수사항의 불이행 및 유지관리 상 화재 취약요인들이 지적되었다. 결과적으로 지적된 문제점 건수는 총 466건으로 이 중에서 위험물설비분야의 문제점이 가장 많이 지적되었다. 또한 위험물시설 중 제조소 및 일반취급소의 문제점 지적 건수가 상대적으로 가장 높은 것으로 분석되었다. 따라서 연구결과를 기반으로 안전진단제도의 융합적 도입 방향성 및 정밀안전진단의 제도적 도입 방안을 제시함에 따라 향후 국가산업단지의 안전관리역량의 강화에 기여할 것이다.

최근 IMF 사태에 따라 에너지 수입에 대한 국민들의 관심이 커지고 있고, 에너지절약을 통한 에너지부문 국제수지 개선이 주요한 과제로 되고 있다. 본 논문에서는 먼저 SWOT분석에 의하여 에너지정책 환경을 분석하였고, 에너지정책 목표를 달성하기 위한 에너지정책 과제로서 자원외교역량의 강화 등 9개 과제를 제시하였으며, 이에 대응하는 원자력의 특성과 역할을 분석하였다. 마지막으로 경제성 재고, 안전성 향상 등을 포함한 원자력개발방향을 제시하였다.

본 연구는 최근 국제적으로 VTS를 통한 해상안전관리와 해운활동 활성화의 중요성이 더욱 부각됨에 따라 이를 위하여 어떻게 하면 VTS가 항만이용자에게 가장 효율적으로 서비스를 제공할 수 있는가를 살펴본 것이다. 그 중에서도 관제사의 역량강화를 위한 여러 방법을 제시하였으며 이는 우리 관제사가 항상 염두해 두어야 할 사항이다. 이를 요약하면 관제사의 실무운항특성이해, 법규이행 감독, 효율적 교신 노력, 항만지리에 정통, 항만이용자간 신뢰구축, 정보종합 판단능력 배양, 국제동향 파악 등이다.
