용접(절단) 작업용 제품의 제조 및 사용실태 현장조사 결과

  • 최근 조선소에서 선박 제작 중 용융된 쇳물에 용접(절단)작업용 LPG호스가 녹아 가스가 누출, 폭발한 사고 발생함에 따라 한국가스안전공사가 용접(절단)작업용 제품의 제조 및 사용실태 현장조사를 실시했다. 조사결과 대형 조선소 등에서는 유사사고를 방지하기 위해 여러 가지 안전대책을 자체적으로 마련.시행중이나 일부 작업환경에서는 부적정한 사례도 발견할 수 있었다. 또한 용접(절단)작업용 가스 기자재의 검사품(또는 KS품) 사용에 대한 강제규정이 없어 현장에서는 가격이 저렴한 제품을 선호하여 상대적으로 불안전요소가 많은 실정으로 나타났다.

  • 1993년 9월 문화체육부 문화재관리국에서 전국의 동굴관리 기관인 각 도·시·군의 문화공보실 앞으로 보낸 이른바 "동굴보전 관리지침"을 하달한 바 있다. 이 지침에 의하면 우리나라에서 관광동굴로 공개되고 있는 모든 동굴들은 반드시 1년에 1회 이상의 안전진단을 실시하여야 한다고 지적하고 있음을 보게된다. 그리고 동굴을 보호 관리하기 위한 모든 조처를 지시하고 있으며 동굴보호에 대한 교육은 최소한 1년에 2회 이상 실시하고, 보존관리 실태를 매월 1회 이상 점검한 점검 장부를 비치하도록 지시하고 있다. 그러나 이와 같은 실태가 잘 이행되지 않고 있음은 매우 유감된 일이라고 할 수 있다.(중략)

  • Purpose: By categorizing opinions by subject in the safety certification ecosystem, we want to identify weaknesses in system operation and suggest improvement plans so that the safety certification system can have quick resilience against future variability. Method: Through literature research and data analysis, similar domestic and foreign safety certifications and related cases, as well as the current status of international standards and national standards, etc. were confirmed, and a fact-finding survey was conducted for each stakeholder in the safety certification ecosystem, and problem types and improvement measures were established. Result: We conduct a fact-finding survey of the overall system, such as quality satisfaction with safety certification target products, obstacles in the development, manufacturing and use process, and safety certification-related improvements, targeting workplaces that manufacture, import or use safety certification target machines By discovering and categorizing problems and weaknesses in system operation, detailed implementation tasks were derived to establish improvement directions and improve operability. Conclusion: For the advancement and internationalization of the safety certification system, it is necessary to efficiently carry out the detailed promotion tasks derived from this study. In addition, in order to strengthen the resilience to the variability of the safety certification ecosystem, the operating system of a virtuous cycle structure by improving the mutual relationship between each subject construction is considered important.

  • The secondhand market in Korea has been showing steady growth. However, the number of fraud cases and the amount of damages from fraudulent activities in secondhand transactions are also increasing. As of 2021, the size of the secondhand market reached 24 trillion won, but the total amount of fraud-related damages reached 360.6 billion won. In order to prevent fraud between individuals, secondhand trading platforms have implemented a safety payment system. However, new types of fraud methods exploiting the safety payment system have emerged, undermining the security of secondhand transaction safety payments. In this study, we aim to utilize text mining to examine the current state of the safety payment system in secondhand transactions and propose improvement measures by analyzing the system through text mining and network analysis.

  • Construction sites cannot escape the impact of the COVID-19 situation, and various efforts has been made to prevent this, such as strengthening on-site quarantine and minimizing face-to-face contact between personnel. In particular, there have been many changes in the operation of safety and health education, such as reduction in the number of training, and an increase in accidents due to negligence in safety and health education. Therefore, this study tried to establish an educational direction suitable for the COVID-19 era by survey on the actual conditions of safety and health education in the field and it is hoped that research sutures will contribute to the reduction of accidents.

A Study on the Development of Facility Model for Safety Training Class in School (학교 내 안전체험교실의 시설모형 개발 연구)

  • The purpose of this study is to derive education programs for safety training class, create unit spaces and present components and methods of utilizing the spaces for the development of facilities models closely related to various policy, operation plan and facility construction projects promoted by related institutions such as the Ministry of Education, schools, architects and companies. This study is divided into five steps. First, we reviewed the literature related basic directions for safety education and facility plan, second, field survey included both field conditions such as spatial size and facility configuration and analysis of operating conditions like hours of operation and personnel. Base on literature review and field survey, it were used to analyze strengths and weaknesses of existing safety training classes, and five facility models was developed based on the Delphi method and expert participatory design. The result show that the facility models (drafts) of safety training class were developed as follows: (1)the facility model for traffic safety(pedestrian safety, vehicle safety, subway safety) (2)the facility model for first aid(emergency rescue, how to report) (3)the facility model for disaster safety(fire evacuation safety, life earthquake safety) (4)the facility model for elevator safety(elevator safety, escalator safety) (5)the facility model for drugs and violence safety (smoking drinking, sexual harassment safety, food safety) The safety training class can be composed by combining or separating each module according to affordable space size of each school.

A Research on the On-Site Inspection to Establish Safety Village in Rural Areas (재난안전마을 구축을 위한 농촌지역 실태조사 연구)

  • This study reviewed the occurrence and cases of disasters in the rural areas with an aim to establish safety village in rural areas. It also identified the occurrence of disasters and problems with on-site inspections of 6 villages which had suffered from disaster, and figured out people's awareness of and requirements for disaster and safety in rural areas by conducting surveys on the awareness of the residents. The research concluded as follows: First, it is required to come up with the measures to increase the interest of the rural residents in disaster and safety. Second, it is required to develop customized content to improve the residents' awareness of disaster prevention through continued education and trainings. Third, it is required to have legal/institutional grounds for continuous budget support and maintaining the continuity of business. Fourth, it is required to equally establish the structural and non-structural measures to make safety village.
