Improvement of the Priority Index for Choice between Repair and Reinforcement Methods of Dam and River Facilities (댐·하천 시설물 보수·보강공법 선정을 위한 우선순위지수 산정식 개선방안 연구)

  • 국내 기반시설의 대부분은 1970년대 경제성장기에 건설되어 사용연수가 30년 이상 경과하였고 급격한 고령화가 진행 중이다. 1990년대 성수대교와 삼풍백화점의 붕괴는 시설물 유지관리의 중요성에 대한 전국민적 관심을 집중시켰고, 이에 정부는 1995년 「시설물의 안전관리에 관한 특별법」 제정을 시작으로 현재까지 다양한 정책 및 기준을 수립해왔다. 일반적으로 안전점검 및 정밀안전진단 등을 수행하여 시설물의 안전등급을 평가하고 결함에 대한 보수·보강을 실시하여 시설물을 유지·관리하고 있다. 그러나 유지관리 예산은 한정적이기 때문에 모든 결함에 대한 보수·보강 사업을 실시할 수 없는 실정이다. 이에 보수·보강 조치의 우선순위를 선정하는 것이 필요하며, 관련 법령 세부지침에는 부재의 중요도, 결함의 심각성, 경제성을 고려한 우선순위지수(PI, Priority Index)를 제시하고 있다. 이 식은 전문가의 주관적인 판단에 의해 영향도를 50~100%범위 안에서 조정할 수 있으며, 일부 특정 부재는 동일한 가중치가 설정되어 있다. 또한 결정적으로 보수보강을 통한 효과를 효율적으로 고려하지 못하고, 대부분 경제성에 의해 우선순위가 결정되는 한계점이 발생한다. 따라서, 본 연구에서는 몇 가지 사례분석을 통해 현재 우선순위지수에 대한 문제점을 고찰하고 이를 개선할 수 있는 우선순위 산정식(PI)을 제시하였다. 과거 유지관리 시행 초기에는 보수보강 사례가 부족하였지만 현재는 수십년간의 축적된 자료를 바탕으로 제시된 산정식을 충분히 활용할 수 있을 것으로 판단된다. 향후 보수보강 효과를 정량화하는 방법에 대한 추가적인 연구가 수행된다면 더욱 경제적인 측면에서 우선순위를 산정할 수 있을 것이며 노후화된 기반시설 유지관리방안에 효과적으로 사용될 것으로 기대된다.

  • Sleep is an essential factor for living a healthy life, but most modern people complain of poor sleep. For these people, as the need for a means to simply evaluate and manage the quality of sleep increases, devices that can check the sleep state at home without monitoring by an examiner are being developed. The smart sleep mask, which is the subject of this usability test, provides bio-signal monitoring while sleeping so that you can conveniently measure and manage your sleep state for yourself. The purpose of this study is to evaluate the usability and safety of the smart sleep mask, to find and prevent potential factors related to errors in use that may occur, and to develop the comfort and safety of this product. As a result of the formative evaluation of the sleep mask prototype, it was reported that it was difficult to turn on the power and check the results, and that the sleep mask was not comfortable to wear. Different opinions were presented on the size and weight of the sleeping mask by people in different age groups.

  • Typhoons are usually influencing at least 3 or 4 times per year in Korean peninsula and they accompanied with strong winds and heavy rains and then brought tremendous loss of properties and lives. Especially typhoon "MAEMI" resulted in a lot of marine accidents of vessels such as sinking, stranding, collision etc. at anchoring or on berthing in pier. If the typhoon comes up to expected area influencing the incidents, the vessel tries to escape from the route of typhoon or anchor in sheltering anchorage. However, consideration of the anchoring or judgement of ship's safety against strong winds is decided only by the experience of operators without detail evaluation of the safety. Therefore, this paper evaluated the safety of T.S. HANBADA by comparing the external forces with the holding powers. Furthermore, based on this evaluation, the anchoring manual was produced for the maximum endurable wind velocity, the general precautions and the actions taken on the ship with steps.

A Study on Improvement of Safety Management by Port Stevedoring Industry (항만하역업 안전관리 개선방안에 관한 연구)

  • Recently, the increase of international trade volume is leading to risk exposure and safety accidents in the port terminal industry. In addition, as Serious Disaster Punishment Act came into effect on January, 2021, various guidelines and laws to protect safety and life in port terminals are being enacted. However, despite these efforts, medium-to-large safety accidents in the port terminal industry have occurred. According to the Korea Occupational Safety and Health Agency, from 2016 to 2019, the number of casualties in the port handling industry increased by 4.2%. To build some effective follow-up management of port accidents and preparation of related safety laws/systems, a risk analysis in consideration of causes and damage of accidents should be conducted. Therefore, in this study, major risk factors and preventive measures were derived by conducting risk assessment based on 1,039 cases of port terminal accidents collected by the Korea Occupational Safety and Health Agency for five years. Priorities for preventive measures were then determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.

  • It has been very important to have an exact evaluation for risk factors in order to prevent MSDs(Musculoskeletal Disorders). However, most MSDs evaluation checklists have always been some problems of possibilities associated with subjective evaluation. Therefore, this study tried to conduct a sort of sensitivity analysis on three major evaluation checklists(OWAS, RULA, REBA). Specifically, major subjects in the study consisted of three parts as follows; comparison of the results between experienced and inexperienced subjects, analysis for the consistency of the results in terms of different evaluation times. The results of the study were summarized as follows; 1) There was statistically significant difference of the results by RULA and by REBA between experienced and inexperienced subjects. This might due to the fact that experienced subjects have had better ability to detect the bad working posture during evaluation. However, the results by OWAS did not give any significantly different results between experienced and inexperienced subjects., 2) All three checklists showed significantly different results in terms of different evaluation times. Further study on this subject would eventually provide a sophisticated evaluating guidelines for MSDs regarding determination of subject-specific evaluation, identification of repetitive number of evaluations for stable results for each checklist, determination of job-specific evaluation methods, and so on.

Influence of Lateral Ballast Resistance on the Buckling Fragility Curve of the Continuous Welded Rail Tracks (장대레일 궤도의 좌굴 취약도 곡선에 대한 도상횡저항력의 영향)

  • 기존 장대레일 궤도의 안정성 평가는 궤도 매개변수에 대하여 고정된 안전측의 값을 사용하는 결정론적인 해석에 의존해서 평가되어져 왔다. 그러나 실제현장의 궤도조건은 많은 영향인자들에 의해 그 특성이 불확실하게 변하고 있다. 따라서 온도하중에 의한 궤도 좌굴에 영향을 미치는 궤도 구성인자들의 불확실성 및 임의성을 보다 합리적으로 고려하기 위해서 확률론적 기법을 적용하는 것이 필수적이다. 본 연구에서는 기존 본 연구진에 의해 개발된 장대레일 궤도의 좌굴확률 평가시스템을 이용하여 좌굴 취약도 곡선을 나타내었으며, 궤도 좌굴에 영향을 미치는 주요변수 중 하나인 도상횡저항력에 대한 영향을 분석하였다. 좌굴확률 평가시스템에서는 장대레일 궤도의 좌굴확률을 산정하기 위하여 구조물의 안정과 파괴를 판단할 수 있는 기준을 한계상태방정식으로 표현하고, 이 한계상태방정식으로부터 확률론적 기법 중 하나인 AFOSM(Advanced First Order Second Moment) 방법을 이용하여 파괴확률의 간접적인 지표인 신뢰도지수(${\beta}$)를 통해 좌굴확률을 계산한다. 한계상태방정식에서 구조물의 강도(보유성능)에 해당하는 부분은 궤도의 허용좌굴온도이고, 하중(요구성능)에 해당하는 부분은 레일온도하중으로써 현재 레일온도와 중립온도의 차로 반영된다. 허용좌굴온도 산정에 고려되는 주요변수는 곡선반경(Radius), 도상횡저항력(Lateral Ballast Resista nce), 연직도상강성(Vertical Ballast Stiffness), 궤도 틀림량(Misalignment), 틀림길이(Half Wave Length), 열차운행속도(Velocity)이다. 각 확률변수들이 갖는 확률분포는 모두 정규분포로 가정하였다. 궤도의 기하학적 특성은 곡선반경 5,000m에 대해 고려하였으며, 열차는 KTX의 제원을 사용하여 정지된 상태에서 고려하였다. 틀림량과 틀림길이는 이에 대한 통계적 특성자료가 부족하여 확률변수로 고려하지 않고 결정론적 값으로 취급하였다. 레일온도의 통계적 특성치는 본 연구진에 의해 구축된 기후요소 및 레일온도 DB를 근거로 결정하였으며, 중립온도는 선로관리지침에 따라 $25{\pm}3^{\circ}C$를 기준으로 결정하였다. 또한 도상횡저항력은 실측 데이터를 참고로 하여 평균값에서 10%의 변동량을 갖는 것으로 보고 통계적 특성치를 결정하였다. 도상횡저항력이 좌굴확률에 미치는 영향을 매우 큰 것을 알 수 있었으며, 레일온도 $60^{\circ}C$일 때 도상횡저항력이 증가하면서 감소되는 좌굴확률이 도상저항력이 커질수록 그 감소량이 작아지는 것을 알 수 있었다.

Strength Assessment of 8m-class High-Speed Planing Leisure Boat (8m급 고속 활주선형 레저보트의 구조강도 평가)

  • Recently, research and development of high-value leisure vessels has been carried out in Korea to revitalize the marine leisure industry and tap into the global maritime leisure market. FRP composite materials, which have excellent physical properties and are available for the manufacture of light hulls, are used widely. One of the most important design technologies is to secure structural safety of leisure vessels made from FRP composite materials. In this study, the structural strength was assessed for the design of an 8-meter high-speed planing leisure boat made from FRP composite materials. The design loads to verify the structural safety were calculated according to the rules for the classification of high speed light craft (KR, 2015), and structural analysis was conducted using a finite element model composed of an isotropic shell element, which has equivalent bending rigidity with the FRP sandwich panel. The analysis results were compared with the results of the strength test for fabricated specimens, and all internal structural components are sufficiently satisfied with the structural strength.

Improvement Plan of Post Construction Evaluation: Focus on Construction Performance (건설공사 사후평가 개선방안: 사업수행성과 중심으로)

  • The size of the construction industry is increasing, and its impact on the entire national industry is also significant. However, construction cost increases, construction period delays, safety accidents, and quality problems occur during the construction process. This paper analyzed the construction cost, construction period, and change order performance for civil infrastructures for which post evaluation was performed. The analysis was conducted by dividing civil engineering facilities by type, construction nature, construction cost, contract nature, and delivery method. Planned and actual construction cost and period were compared during the planning, design, and construction process of civil engineering facilities. There is a possibility of input errors in project performance data, this paper proposes to the post-evaluation center should perform post-evaluation. Also, post-evaluation implementation guidelines for change orders should be revised. Additionally, further analysis of each facility was proposed through continuous data collection.

Experimental study on structural integrity assessment of utility tunnels using coupled pulse-impact echo method (결합된 초음파-충격 반향 기법 기반의 일반 지하구 구조체의 건전도 평가에 관한 실험적 연구)

  • The need for safety management has arisen due to the increasing number of years of operated underground structures, such as tunnels and utility tunnels, and accidents caused by those aging infrastructures. However, in the case of privately managed underground utility ducts, there is a lack of detailed guidelines for facility safety and maintenance, resulting in inadequate safety management. Furthermore, the absence of basic design information and the limited space for safety assessments make applying currently used non-destructive testing methods challenging. Therefore, this study suggests non-destructive inspection methods using ultrasonic and impact-echo techniques to assess the quality of underground structures. Thickness, presence of rebars, depth of rebars, and the presence and depth of internal defects are assessed to provide fundamental data for the safety assessment of box-type general underground structures. To validate the proposed methodology, different conditions of concrete specimens are designed and cured to simulate actual field conditions. Applying ultrasonic and impact signals and collecting data through multi-channel accelerometers determine the thickness of the simulated specimens, the depth of embedded rebar, and the extent of defects. The predicted results are well agreed upon compared with actual measurements. The proposed methodology is expected to contribute to developing safety diagnostic methods applicable to general underground structures in practical field conditions.
