Purpose: This study intended to investigate how health and safety organization, management, activities and safety culture of healthcare industries are different from other industries (food, lodging, gas, and electricity industries). Method: Data were analyzed using '2005 The National Survey for Occupational Safety and Health Tendency'. Results: For health and safety training, both new training and regular training time of healthcare sector was lower than comparison sectors. For health and safety manager assigning form, there were many case in healthcare sector to assign a safety manager as a deputy and a health manager as an additional job, there were some differences from comparison sectors. It was found that establishment of countermeasures by cause investigation and analysis execution for occupational accidents in the healthcare sector was lower than comparison sectors. For health and safety activities and safety culture awareness, they were estimated in healthcare sector to be lower than comparison sectors. Conclusion: Healthcare sector had relatively lower health and safety activities and safety culture awareness compared with comparison sectors. So, it is required business owner's concerns and efforts to assign exclusively responsible health and safety manager and to activate health and safety training and occupational accident prevention.

화재 등 재난으로부터의 어린이 안전관리를 기존의 담당기관과 관계자들에게만 맡겨놓고 있을 수는 없다. 국민 각자가 일상 속에서 안전에 대한 의식과 지식, 그리고 정보를 습득하고 유사시에 대응할 수 있도록 안전관리를 체질화하고 생활화해야 한다. 이를 위해 민과 관이 함께 해야 할 활동이 교육 홍보의 차원에서 무엇이 있는지 구체적이고 면밀히 조사연구 하길 바라며 그에 따른 후속 프로그램의 개발 또한 중요하다. 안전문화의 형성을 위한 제대로 된 교육시스템 마련이 중요하다. 관련 교과과정에 안전교육을 의무화하고 집체교육이 가능한 장소에서의 소방.재난 관련 체험 위주의 프로그램을 마련해야 한다. 특히 안전 불감증의 문제는 우리나라만의 문제가 아니다. 다만 '지속성' 과 '계속성' 에 차이가 있을 뿐이다. 우리나라도 '전 생애적 안전관련 프로그램' 을 마련하여 어릴 때부터 조기에 체험할 수 있도록 프로그램을 구성해야 할 것이다. 이와 관련한 관점에서 어린이 안전관련 부처별 업무현황과 추진상황 등을 분석하고 미국 등 선진외국의 어린이 안전사고 방지를 위한 안전교육제도 및 시스템 등의 소개를 통하여 앞으로 민.관 차원에서 현실적인 문제점을 개선할 수 있는 방안을 제시하고자 한다.

The reason of source for a tragic death by the occurrence of an event is $\ulcorner$unobservant of safety rule,$\lrcorner$ $\ulcorner$negligence of staff,$\lrcorner$ $\ulcorner$deficiency of responsibility$\lrcorner$ and $\ulcorner$deficiency of safety value$\lrcorner$ and for certain reason that is insufficiency of space for safety education also think little of a people, unobservant of safety rule, selfishness and so on. It makes new and specific plan that is simulation room before I compare the inside and outside of the country for a nation the reform of consciousness. Next, go ahead with a plan for about safety-simulation room. The Government can support to plan if it make a proposal to center of Government. It should be make a people of safety system, and it build the safety-simulation room $1{\sim}2$ in the city or county. And, the city cannot build the big safety-simulation room the reason are size of building and money. Accordingly, it will be make a system and installation for different type of safety-simulation room for about calamity, disaster and different type of accident in Korea. It must be build the building of space that should be make a space of knowledge and information by many books and media, develop of education program from life-safety.

오륜은 지난 1989년 설립 이래 지금까지 지속 성장을 거듭하고 있는 대표적인 강소(强小)기업이다. 이 전남 여수의 작은 기업이 어떻게 200여 명의 사원을 거느린 탄탄한 중견기업으로 성장할 수 있었을까. 이에 대한 해답은 '경영자의 높은 안전의식'에서 찾을 수 있다. 오륜의 창업자이자 현 경영자인 이기동 대표는 국내 주요 화학회사에서 근무를 하며 IFP공정 등 화학전문과정을 수료한 화학공정전문가로, 설립 초기부터 안전을 경영의 핵심가치로 내세웠다. 기업의 지속 성장을 위해서는 반드시 안전이 뒷받침 돼야한다는 것이 그의 철학이었다. 이런 이대표의 굳은 신념에 따라 오륜은 체계적인 안전관리시스템을 구축하고, 이를 바탕으로 기술력을 향상시켜나갔다. 그리고 그 결과 삼성SDI 등 국내 굴지기업들의 협력사이자 삼성전자의 주력 제품에 부품을 공급하는 핵심 기업으로 거듭났다. 또한 이 대표는 올해 대한산업안전협회로부터 감사패를 수여 받는 등 안전문화 확산에 대한 높은 공로를 대내외에서 인정받았다. 안전경영의 표본으로 올라선 이기동 대표를 찾아 그의 경영방침과 안전철학에 대해 들어봤다.

The Marine Safety Culture Index (MSCI) was developed in the year 2018 for objectively assessing the public safety culture levels and for incorporating it as data to spread knowledge regarding the marine safety culture. The method for calculating the safety culture index should include issues that may affect the safety culture and should consist of appropriate attributes for estimating the current status. In addition, continuous verification and supplementation are required for addressing social and economic changes. In this study, to determine whether the questionnaire designed by marine experts reflects the people's interests and needs, we analyzed 915 marine safety proposals. Text mining was employed for analyzing the unstructured data of the marine safety proposals, and network analysis and topic modeling were subsequently performed. Analysis of the marine safety proposals was centered on attributes such as education, public relations, safety rules, awareness, skilled workers, and systems. Eighteen questions were modified and supplemented for reflecting the marine safety proposals, and reliability of the revised questions was analyzed. Furthermore, compared to the previous year, the questionnaire's internal consistency was improved upon and was rated at a high value of 0.895. It is expected that by employing the derived marine safety culture index and incorporating the improved questionnaire that reflects the requirements of marine experts and the people, the improved questionnaire will contribute to the establishment of policies for spreading knowledge regarding the marine safety culture.

Many Construction companies are making great efforts to prevent accidents on their work sites. Safety is one of the greatest success factors on a construction project. Nowadays, many safety tools are being applied to construction sites. In addition, an emotional safety culture is an important factor for promoting a "safety first" mindset on construction sites. Therefore, this research aims to examine the effectiveness of the emotional safety system using PIR (Pyroelectric Infrared Ray) sensors to improve the safety mindset in the building construction site. The results of this research revealed that many construction site workers are satisfied with the emotional safety system using sensors. In addition, it was found that voice safety systems give a positive impulse to the workers. By applying this system to construction sites, construction companies can improve safety and work productivity.

Goverment and enterprises have been devoting a lot of dffort in order to prevent the loss of human and property due to a large, diversified fire, explosion, global warming and disasters caused by natural phenomena. But Enterprises came forward and running in the economy priority policy for profit-seeking until now in order to meet the macro purpose of quality improvement of national life and welfare promotion in company with National growth, as a result of lax risk management have had to endure the loss of precious lives and property. According to the '2007 Survey of public safety for the activation of the safety culture' of National Emergency Management Agency [NEMA], a insensitivity of safety in our society was surveyed 'a serious level'. In this study, surveyed need of 'step-by-step fire protection safety management system builds' in order to prevent fire safety accident and improvement of safety awareness level through a systematic management and real condition estimation of not only large business that can control risk management, but also small business that has a big risk to occur accident easily according to small budget and organization.

This study analyses the inter-relationships between Safety Cultural Elements by System Dynamics approach. Base Frame for Safety Culture, which is originated from IAEA, NRC and INPO's Safety Culture Documents, helps to elaborate the Causal Loop Diagram of Safety Culture in Nuclear Power Plant(NPP). Also, the simulation results show that ownership of employees is degraded continually and adherence of technical standards is violated because workloads of the employees cannot be minimized and stress and time pressure maintains a high level in NPP.

지난 7월 4일부터 7일까지 열렸던 국제안전보건전시회 기간에는 27개에 달하는 다양한 세미나가 함께 개최되어 산업안전의 중요성을 강조했다. 그 가운데 인쇄산업과도 관련성이 있고 흥미를 가질 수 있는 <근로환경 만족도에 영향을 미치는 요인에 관한 연구>를 요약, 게재한다. 근로자의 의식수준이 높아지고 일부 사업장에서 발생하고 있는 산업재해와 직업병이 사회적인 문제로 대두되면서 근로환경에 대한 관심이 증가하고 있다. 근로환경 개선은 생산성 증가를 통해 기업성과에 영향을 미치고 국민 대다수가 취업자인 현대사회에서 기본권을 보장하는 측면에서도 중요하다. 더욱이 저출산, 고령화 사회의 도래로 근로활동인구의 부족이 경제성장의 중요한 장애요인으로 작용할 것으로 예상되는 상황에서 업무상 질병 및 사고를 줄이는 것은 근로자복지 제고뿐만 아니라 예상되는 근로자 부족 문제를 완화하는데도 기여할 것이다.

최근 일련의 대형 해양사고로 인하여 해양안전에 대한 국민적 관심이 지속적으로 높아지면서 선사의 사회적 책임이 강조되는 시기이다. 해양수산 CEO 대상 해양안전리더 교육은 선박소유자 등 선사 경영층의 안전의식 내재화를 통한 업계의 안전문화 정착을 도모하기 위해 실시되고 있으며, 2015년부터 시작하여 현재까지 진행되고 있다. 본 연구에서는 교육 수료자를 대상으로 실시된 만족도 조사를 바탕으로 교육 프로그램 개선 및 진행 방식에 개선 방안을 제시하였다.
