The objectives of this study is to develop evaluation indicators for the quantitative evaluation of construction safety culture level in order to prevent accidents by evaluating the level of safety culture and each safety culture elements of the construction site and to present the areas that should be focused on improvements. In this study, it was presented assessment indicators of the construction safety culture by analyzing previous studies for safety culture, by categorizing items as an important element of safety culture hierarchically and by reflecting the opinion of the construction site professional personnels using AHP analysis methodology. The assessment indicators of the construction safety culture were structured the details of the leadership, systems, and personal characteristics and derived weighted value by the pairwise comparison to quantify the detail assessment indicators in order to assess the construction safety culture level. This study presents a safety culture assessment indicators for the construction site to suggest directions for improving the construction site safety culture and prevent the accidents of the construction site by derived via a safety culture assessment of construction site.

사람이 많이 모이는 공연문화에서의 안전은 만약에 있을 일에 대해 먼저 생각하고 대처하는 마음에서 안전은 시작된다. 문화와 예술은 사람의 풍요로운 삶을 위한 것, 이러한 문화와 예술에 안전을 망각한다면 우리에게 가져다주는 것은 상처뿐이다. 따라서 문화와 예술에도 안전은 있어야 한다. 문화가 꿈이 되고, 살기 좋은 도시, 서울을 만들어 가면서 항상 안전과 함께하는 예술인, 서울문화재단 유인촌 대표를 만났다. 늘 편안하고 따듯한 이웃집 형님같은 유인촌 대표는 안전에 대해서는 단호하다. 안전에 대한 확고한 신념을 갖고 있는 예술인이며, 연인이고, 안전인인 유인촌 대표의 안전세계로 들어가 보자.

안전문화가 우리 산업현장에 정착되고, 조직구성원에게 내재화될 때 비로소 안전한 환경에서 근무할 수 있다. 아울러 올해 「중대재해처벌법」이 시행되면서 조직은 더욱 안전문화에 관심을 두게 되었고, 안전문화 측정의 필요성을 인지하게 되었다. 안전문화 수준을 진단하는 것은 조직구성원의 안전에 대한 인식과 태도의 수준을 알 수 있고, 조직의 문제점과 개선이 요구되는 사항을 확인할 수 있어 작업환경개선의 출발점이라 할 수 있다. 본 연구의 목적은 국내 연구·개발된 안전문화 진단도구를 고찰하여 연구 동향을 파악한 후 안전문화 관련 연구의 방향을 제시하고자 한다. 또한, 향후 BCMS 분야에 적합한 진단도구 개발에 관한 기초자료로 활용되기를 기대한다.

본 연구에서는 건설현장 관계자들을 대상으로 위험인식이 작업환경과 안전문화에 미치는 영향관계를 확인하였다. 또한, 안전관리활동과 공사기간이 안전문화에 미치는 영향을 분석하였다. 주요 결과는 다음과 같다. 첫째, 위험인식은 작업환경에 영향을 미치는 것으로 나타났으며, 둘째, 작업환경은 안전문화에 영향을 미치지 않았다. 셋째, 안전관리 활동은 안전문화에 영향을 미치지 않았으며, 넷째, 공사기간은 안전문화에 영향을 미치는 것으로 분석되었다. 또한, 안전관리 활동과 위험인식 간의 상관관계는 r=.61로, 위험인식과 공사기간은 r=.71로 안전관리 활동과 공사기간의 상관관계는 r=.59로 관계의 강도를 확인하였다.

Safety culture degradation signs in nuclear power plants with complex and diverse systems can lead to their equipments performance deterioration. If these signs are neglected, they become potential causes of accidents. Therefore, it is necessary to monitor safety culture in the point of view of organization and management as well as to evaluate safety performance of nuclear power plants. Therefore, This paper suggested a methodology to evaluate safety culture weakness contributing the accidents' root causes in the case accidents occur at nuclear power plants. After reviewing methodologies using at domestic and international industry, the methodology suitable for domestic nuclear power plants was determined.

본 연구에서는 인간의 의사소통이 갖고 있는 복잡한 과정을 고려하여 재난 시 위험의 소통방식에서 나타나는 오류들을 분석하고, 안전문화를 정착시키기 위한 방법 중 가장 효과적인 방법의 하나로 "위험소통"을 그 대안으로 제시하고자 하였다. 또한 안전문화를 개인의 과제가 아닌 조직 내에서의 협동과제로 인식하고, 조직 내 소통을 통한 신뢰가 안전문화에 미치는 영향력에 집중하였다. 본 연구의 제안을 통해 위험소통에 대한 새로운 원칙들을 제시함으로써 조직 내 안전문화의 새로운 방향을 도모하고자 한다.

Purpose: This study intends to suggest alternatives for improving the level of safety culture by measuring/analyzing safety culture targeting employees of national core-based highway operating organizations. Method: Using the 'Safety Awareness Level Diagnosis Tool' of the Korea Occupational Safety and Health Agency, 16 sub-factor measurement tools reflecting 4 safety culture areas and 4 safety culture activities were evaluated for a total of 144 items. were surveyed/analyzed by online questionnaire. Result: As for the results by safety culture area, "safe operation" was the highest, and "safe communication" was the lowest. As for the results of each safety culture activity, "safe execution (D)", which evaluates whether the plan was implemented, was high. The lowest level of safety culture is "Safety Improvement (A)" Conclusion: When establishing a company's safety and health management measures, the most important aspect of management is the level of safety culture. The ultimate goal is to improve the level of safety culture. In this study, it was possible to confirm the safety culture level of the national core-based expressway operating institution. In the future, we intend to conduct a study on how safety culture affects business continuity management system (BCMS).

조직의 안전문화가 사고의 원인이 될 수 있다는 것이 알려지면서 안전문화의 개선과 정착의 중요성이 강조되고 있다. 우리나라는 항공법 제49조에 지정전문교육기관은 자체 안전관리시스템을 운영하도록 규정하고 있으며 관련 규정에는 조직의 안전문화를 조사하여 상태를 파악하고 발견된 문제점을 개선할 것을 권고하고 있다. 본 논문에서는 교통안전공단에서 개발한 축약형 CASS Scale을 사용하여 조종사양성 교육기관의 안전문화지수를 측정하였다. 측정결과 안전문화 평균치는 3.711로 나타났으며 하위지표의 측정결과는 직원 권한위임에 대한 평균값이 3.980으로 가장 높게 나타났고, 상벌체계에 대한 평균값이 3.309로 가장 낮게 나타났다. 서비스제공자는 이러한 측정 결과에 근거하여, 취약부분에 대한 개입전략을 수립, 적용함으로써 조직문화 향상에 도움을 줄 것으로 사료된다.

본 연구는 중대재해처벌법 시행 이후 1년 8개월이 지난 현재까지 사업장의 안전 문제에 대한 사회적 인식 부족을 확인하였다. 2023년 사업장 위험성 평가 지침 개정에도 불구하고, 안전 문화 인식과 참여율 저조가 주요 원인으로 확인되었다. 이를 해결하기 위한 방안으로, 안전 리더십의 강조와 개개인의 셀프 리더십을 통한 자기효능감 향상 방법을 제시하였다. 사업장의 안전 문화 확산을 위한 캠페인의 중요성 또한 강조하였으며, 이를 기반으로 한 안전 문화 확산 전략의 재정립이 요구된다는 결론을 도출하였다.
