As information processing technology develops with the trend of the times, the possibility of cyber threats to nuclear facilities is increasing. In the 2000s, there was a growing perception that cyberattacks on nuclear facilities were needed, and in fact, a cybersecurity regulatory system for nuclear power plants began to be established to prepare for cyberattacks. In Korea, in order to prepare for cyber threats, in 2013 and 2014, the Act on Protection and Radiation Disaster Prevention, Enforcement Decree, and Enforcement Rules of Nuclear Facilities, etc., and notices related to the Radioactive Disaster Prevention Act were revised. In 2015, domestic nuclear operators prepared information system security regulations for each facility in accordance with the revised laws and received approval from the Nuclear Safety Commission for implementation of information system security regulations divided into seven stages. In 2019, a special inspection for step-by-step implementation was completed, and since 2019, the cybersecurity system of operators has been continuously inspected through regular inspections. In this paper, we present some measures to build improved training to suit the steadily revised inspection of the nuclear facility cybersecurity system to counter cyber threats to the ever-evolving nuclear facilities.
The purposes of this study were to identify living behavioral patterns in of single or couple elderly households in residential environment, to find out ubiquitous home services for the elders, and finally to suggest the ubiquitous home services according to each household's type. For this study, literature review, field works for ubiquitous home services for the elders, and in-depth interview and observation by 74 elderly participants were conducted. The major findings of the study were as follows: single or spouse elderly households were classified into 8 types according to the combination of their household types, income level, and health status. Among 8 types, 2 types were excluded for final analysis due to small sample size. Living behavioral characteristics of 6 types were analyzed and the behavioral pattern of each type was drawn. Based on this behavioral pattern of each type, ubiquitous home services which meet the needs of each type were suggested. The implications and limitations of this study were also discussed and the suggestions for further studies were recommended.

Currently, in Korea, to obtain a jet type rating, you must receive training on a small business jet model. The reason is because of the law in the Aviation Safety Act Enforcement Rules 『Appendix 4』 that states, "You must receive at least 2 hours of flight training." In the end, it is acquiring type rating as a small business jet aircraft with relatively low operating costs. The qualifications acquired in this way are different from those for aircraft operated by airlines. However, if you have an initial jet type rating, you can acquire an airline aircraft qualification just by training on a simulator, so airlines want you to have at least a small-jet type rating. However, in the United States and Australia, there is a system in place to acquire initial jet type rating through simulator training without actual flight training.

Widespread popularity of wireless data communication devices, coupled with the availability of higher bandwidths, has led to an increased user demand for content-rich media such as images and videos. Since such content often tends to be private, sensitive, or paid for, there exists a requirement for securing such communication. However, solutions that rely only on traditional compute-intensive security mechanisms are unsuitable for resource-constrained wireless and embedded devices. In this paper, we propose a selective partial image encryption scheme for image data hiding , which enables highly efficient secure communication of image data to and from resource constrained wireless devices. The encryption scheme is invoked during the image compression process, with the encryption being performed between the quantizer and the entropy coder stages. Three data selection schemes are proposed: subband selection, data bit selection and random selection. We show that these schemes make secure communication of images feasible for constrained embed-ded devices. In addition we demonstrate how these schemes can be dynamically configured to trade-off the amount of ded devices. Experiments conducted on over 500 test images reveal that, by using our techniques, the fraction of data to be encrypted with our scheme varies between 0.0244% and 0.39% of the original image size. The peak signal to noise ratios (PSNR) of the encrypted image were observed to vary between about 9.5㏈ to 7.5㏈. In addition, visual test indicate that our schemes are capable of providing a high degree of data hiding with much lower computational costs.
This research analyzes and evaluates The Korean Security Industry Law(TKSIL) putting the regulation of the present government about the private security industry. It nowadays becomes the important axis of the police services offered in the aspect of 'the national life safety' in connection with 'the materialization of society which is safe from the crime'. TKSIL is one of the national administration strategies which Park Gun-hye government aims on supervision policy. After seeking out the core values of the private security industrial policy which sets up in order to approach the national life safety which Park Gun-hye government aims, we make some assessments of this revised security industry law systematically. Particularly all keynote of policy about the private security of the police tried to be confirmed and the desirable direction of policy tries to be presented as to the security industry law application and real operation. In the site of organized civil complaint, the revised security industry law was revised as the direction which intensifies the administrative regulation as to the partial regulation such as it established the reason of the introduction of the arrangement license system. And grounds for disqualification of security instructor and guard, and rules of punishment is intensified order to intercept previously illegal and violent act of the security company etc. However it has the feature that it accomplishes 'the law principle(principle of statute)' the substantial portion through the effort of them changing a lot the content for the form of the law when being the clauses of the fundamental human rights limit, although it has been prescribed in "the security industry law enforcement ordinance" or "the security industry law enforced regulation". The security industry law revised this time brought from the change of the sharp policy through the revision of 17 clauses or new establishment. It can divide into 4 categorizes. (1) strictness of punishment in the site of organized civil complaint (2) Intensification of throwing out for the violation person in the private security business market time-limitedly (3) Intensification of the legal guide supervision power of police (4) upstream of the capital, name tag attachment under compulsion and the limit about other equipment use etc. Essentially "the security industry law" cannot help regulating the national interference of the private security and regulation with this content. However as to this interference and regulation, the limit has to be possible within reasonable range. As the history proved, excessive regulation by the country is not only due to bring the distortion of the security system of nation but also provoke national social cost. It can't be disregards ever that it premises the harmony which appropriate as well as reasonable in the socio-economic dimension for drawing the best combination that all things which get the compulsory education, it limits the person providing the private security service to the corporation, or it limits to the certificate of qualification holder are the ultimate for 'the safety of the national life'.

According to Article 77 of the Ship Safety Act and Article 97(2) of the Enforcement Ordinance of the Ministry, the Recognized Organization (RO) personnel (ship surveyors) responsible for statutory survey shall have educational qualifications and experience in a specific field or obtain a license under the National Technical Qualifications Act. However, graduates from maritime high schools and those who completed the short-term course of the Ocean Polytec did not satisfy the qualification standards for the RO personnel since they did not graduate from the departments of maritime/fisheries or shipbuilding. Major shipping countries such as the United Kingdom, the United States, and Canada use the IACS (International Association of Classification Societies) regulations, and the Ship Safety Act in Japan has eliminated the qualification requirements for ship surveyors. In particular, under the IMO (International Maritime Organization) and IACS regulations, the RO personnel shall have as a minimum the following formal educational background: a degree or equivalent qualification from a tertiary institution recognized within a relevant field of engineering or physical science (minimum two years' program); or a relevant qualification from a marine or nautical institution and relevant sea-going experience as a certified ship officer; and competency in the English language commensurate with their future work. Considering that Article 17 of the Enforcement Decree on Public Officials Appointment Examinations prohibits educational restrictions and there are no educational restrictions on the qualifications of British and Japanese surveyors, if the maritime high school graduates have sufficient sea-going experience, education, and training, they could be recognized as meeting the qualification requirements. Moreover, those who completed the short-term course of the Ocean Polytec could also be recognized as meeting the qualification requirements because they are required to have at least a professional bachelor's degree (in the case of a third-class CoC (Certificate of Competancy)) and some sea-going experience after completion.
In the maritime universities, cadets of deck part should practice on board training using training ships of university or merchant vessels of company for 1 year according to STCW Convention. For training period, trainees are educated many education items as to positioning ability, chart work ability, vessel operation ability and cargo operation ability etc. Among many abilities, vessel avoiding ability which is demanded as a basic ability for deck officer can't be gained easily, because avoiding maneuver of ship controlled by cadets is not allowable regally and encounter situations occur randomly. This paper investigated CPA to the various encounter types with other vessels during the ocean going navigation of T.S Hannara. We analysis danger degree per each encounter type, and proposed a basic material of efficient training education about proper look-out and avoiding maneuver.

Liquefied gas carriers generally transport cargoes of flammable or toxic nature. Since these cargoes may cause an explosion, fire or human casualty, the accommodation spaces, service spaces and control stations of liquefied gas carriers should be so located as to avoid ingress of gas. For this reason, the paragraph 8.2.9 of IGC Code in IMO requires that the height of vent exits should be not less than B/3 or 6 m whichever is greater, above the weather deck and 6 m above the working area and the fore and aft gangway to prevent any concentration of cargo vapor or gas at such spaces. Besides as known, the LNG market has been growing continually, which has led to LNG carriers becoming larger in size. Under this trend, the height of a vent will have to be raised considerably since the height of a vent pipe is generally decided by a breadth of a corresponding vessel. Accordingly, we have initiated an examination to find an alternative method which can be used to determine the safe height of vent masts, instead of the current rule requirement. This paper describes the dispersion characteristics of boil-off gas spouted from a vent mast under cargo tank cool-down conditions in the membrane type LNG carriers.

This study aims to suggest a management system consisting of functional ingredients by establishing guidelines for the analysis of functional animal products in Korea. Further, the guidelines can be used for validity tests of functional animal products. In addition, we can standardize the management system for details, and frame new laws for functional animal products. We researched the current studies on the analysis and assessment of functional foods, and established standard methods of analysis. We devised new analysis and assessment techniques to determine the efficacy and safety of functional ingredients for the legislation and management of functional animal products. This study may contribute to not only the safety and quality of functional animal products but also to enhancing the nation's health and the national image as being health-oriented, through improvements in the productivity and quality of functional animal products.
