전기용품안전관리법의 전자파 관련 기술기준개정

  • 국립기술품질원은 최근 전기용품안전관리법에 의한 전기용품기술기준의 내용 중 전자파장해와 관련된 시험기준 및 측정방법을 대폭 개정하였다. 이 개정은 국립기술품질원 고시 제 1997-140호(1997. 7. 9.)에 의해 이루어졌는데 개정내용의 주요골자는 기존 전자파장해 분야의 기준 및 측정방법을 전면적으로 수정, 보완하고 전자파내성분야의 기준 및 측정방법을 신규로 추가 삽입한 것으로 판단된다. 주지하다시피 전자파장해와 관련해서 우리나라의 국가규격은 전파법에 의한 기술규격과 전기용품 안전관리법에 의한 기술규격으로 양분화되어 있다. 전파법에 의한 기술규격은 작년에 정보통신부 고시 제1996-78, -79, -80, -81호(1996. 10. 9.)에 의해 종전의 전자파장해검정규칙에 따른 시험방법을 CISPR에 의한 모든 대상기기에 대해 전자파장해 및 전자파내성 관련 기술기준 및 시험방법을 대폭 개정한바 있으며, 본 전기용품안전관리법에 의한 기술기준 개정은 전자파장해 및 내성에 관련 내용을 최근의 국제기술동향에 부응하도록 망라하여 정리한 것이라는 관점에서는 전파법에 의한 개정내용과 유사한 것으로 여겨지나, 다만 그 대상기기가 전기 용품으로 한정된 것이 다른 것으로 사료된다. 종전의 전기용품안전관리법에 의한 전자파장해 기술규격은 국제규격인 CISPR의 권고사항을 따르되, 국내 산업계의 의견을 반영하여 측정주파수 범위, 기술기준, 측정방법 등의 내용에 있어서 다소의 수정을 가하였으며, 정보기술기기에 대해서는 미국의 FCC기술기준을 위주로 하여 제정된 것이었다. 금번 기술기준 개정은 전자파장해 분야에 있어서 이와 같은 종전의 기술기준을 최초의 CISPR 기술동향을 최대한 여과없이 반영시키도록 수정하였으며, 전자파내성 분야에 대해서는 전체적으로 IEC 1000-4-Series의 내용을 기본으로 하였으나, 여기에 추가적으로 디지털 무선전화기에 대한 방사내성 시험항목을 ENV55024의 내용을 위주로 하여 신규로 작성한 것으로 볼 수 있다. 따라서 기술기준의 개정사항은 주로 전자파장해 분야로 국한되어 있으며, 전자파내성 분야는 신규 제정한 것으로서 본고에서는 종전의 기술기준에서 전자파장해분야의 변경사항과 신규로 제정된 전자파내성 측정방법과 시험기준을 소개하는 거승로 하겠다.

  • COVID-19, which has spread around the world, is also affecting local economic industries such as the domestic tourism industry and the service industry. In particular, the quality of life is threatened as safety prevention rules related to infectious diseases such as social distancing have been regularized. The purpose of this study is to analyze the impact on safety quarantine on users of the summer festival at Songho Beach in Haenam, a summer resort. In addition, it protrudes through big data surveys, demographic analysis, and technology analysis on the management of users who have changed in the COVID-19 era. It is expected to be a reference material by utilizing practical data on users in the future. In addition, this study is significant that it has been reviewed for safety and satisfaction for tourists using the summer beach festival through quarantine management using ICT technology in the COVID-19 situation, and needs to be used as good guidelines and examples for this study in the future.

  • Recently, AI, big data, and IoT technologies are being used in various solutions such as fire detection and gas or dangerous substance detection for safety accident prevention. According to the status of occupational accidents published by the Ministry of Employment and Labor in 2021, the accident rate, the number of injured, and the number of deaths have increased compared to 2020. In this paper, referring to the dataset construction guidelines provided by the National Intelligence Service Agency(NIA), the dataset is directly collected from the field and learned with YOLOv4 to propose a collision risk object detection system through object detection. The accuracy of the dangerous situation rule violation was 88% indoors and 92% outdoors. Through this system, it is thought that it will be possible to analyze safety accidents that occur in industrial sites in advance and use them to intelligent platforms research.

Term Distribution Index and Word2Vec Methods for Systematic Exploring and Understanding of the Rule on Occupational Safety and Health Standards (산업안전보건기준에 관한 규칙의 체계적 탐색과 이해를 위한 단어분포 지표와 Word2Vec 분석 방법)

  • The purpose of the rules on the Occupational Safety and Health Standards (hereafter safety and health rules) is to regulate the safety and health measures stipulated in the Occupational Safety and Health Act and the specific instructions necessary for their implementation. However, the safety and health rules are extensive and complexly connected, making navigation difficult for users. In order for users to readily access safety and health rules, this study analyzed the frequency, distribution, and significance of terms included in the overall rules. First, the term distribution index was created based on the frequency and distribution of words extracted through text mining. The term distribution index derives from whether a word appears only in a specific chapter or across all rules. This allows users to effectively explore terms to be followed in a specific working environment and terms to be complied with in the overall working environment. Next, the related words of the previously derived terms were visualized through t-SNE and the Word2Vec algorithm. This can help prioritize the things that need to be managed first, focusing on key terms without checking the overall rules. Moreover, this study can help users explore safety and health rules by allowing them to understand the distribution of words and visualize related terms.

  • The main goal of construction projects from the past has been enhancing efficiency by reducing cost and time. Compared to this, it is true that for a long time not much attention was paid to safety management. For this reason, safety management is much behind cost and time management but nevertheless, not much improvement has been made. The current safety management is only focused on managing after an occurrence based on knowledge like safety standards and rules. Even though safety accident is reducing in domestic construction projects, the extent of a accident is getting greater because construction projects are getting more complex and sophisticated. Moreover, the actual loss due to accident is increasing and the severeness of a hazard is getting worse. Therefore, to improve the current conditions of safety management, we propose a more effective safety management program. This program is a safety managing method using virtual reality. Property, entity, safety library is applied and finally, aims to continuously manage and prevent rather than deal with an accident/disaster after it happens.

Development Plan of Safety Management on Intelligent Robot (지능형 로봇에 대한 안전관리 발전방안)

  • The purpose of this study is to progress the development plan of safety management on the intelligent robot through safety analysis on the intelligent robot, major present condition of safety management on the intelligent robot, enforcement method of safety management on the intelligent robot. The following is the result of the study. First, we have to establish the provision or the special legislation to regulate the safety management of the intelligent robot substantially in the intelligent robot development and supply promotion law, the enforcement ordinance, the enforcement regulation. And, we should propel to establish the provision on the safety management of the intelligent robot in the laws related on ethics and safety. Second, we should establish the Robot Ethical Charter through the national and international agreement to give a guarantee against the safety management of the intelligent robot. Furthermore, we have to induces people's interest on the safety management of the intelligent robot through offering the public information of the Robot Ethical Charter for coexistence of human and robot and have to understand about rights of the intelligent robot. Third, the security industry and learned circles have to recognize the important effect that the intelligent robot gets in the security industry and try to grope the safety management and the application plan on the intelligent robot. Also, the security industry and learned circles should concern not only using and managing of the intelligent robot including the military robot, the security robot but also protecting human from the intelligent robot.

A Study on the Systematic Improvement of Civil Aviation Safety (민간항공 안전의 체계적 개선에 관한 연구)

  • Korea's economic development plans instituted in the 1970's, affected by the growth centered policy and rapid industrialization, have prevailed without having aviation safety management system, along with the safety of the other various means of transportation, settled in its place, and subsequently, the aviation accidents occurred until the beginning of year 2000 have incurred an enormous social expense, not to say of a massive loss of human lives. Especially, with regard to the causal factors of accidents, most of recent accidents have been associated with human factor of airmen, thus, only if this can be detected in advance and prevented, the aircraft accident rate will be reduced by a large margin. Therefore, in order to develope improvement methods on the safety system of civil aviation, in this study, safety management system has been divided into three stages: an advance preventive system, a handling system at an accident's occurrence and a post accident handling system, and thereby improvement methods on aviation safety have been suggested for each stage. The threatening factors agatinst aviation safety have been found to be the absence of management standards and regulations, the indifference to or the lack of the law abiding apirit as major factors, and in order to improve on which, it is required that the settlement of the institutional safety management system should precede, and that the Government and the aviation industry should also make a continuous effort to identify the threatening factors against aviation safety, and to provide incentives for the law abiding spirit and the attitude of giving top priority to safety to spread among all the employees.

Current State and Improvement of Safety Regulations of Working Platform and Working Passage in Construction Sites (건설현장 작업발판 및 가설통로의 안전기준 현황 및 개선점)

  • The average number of deaths in the construction industry reaches 500 per year, and in particular, it is confirmed that the type of accidents and deaths caused by disasters such as work platforms has occupied more than 60% of the total. In this study, we presented a structured and combined solution for technology, management, education, and cost that can solve systematically, politically, and external environmental factors as well as direct influence factors. In addition, we examined the safety and safety standards of domestic and international safety, and discussed implications. First, direct impact factors, organizational impact factors, policy influence factors, and external environmental impact factors were examined and classified into technical, education, and institutional dimensions. Second, in relation to the installation of the work scaffold, the standards (OSHA 1926.452), UK (The Work at Height Regulations 2005 No.735, BS5975), Japan (Labor Safety and Sanitation Regulations) and Germany (DIN 4420_4, DIN EN12810). In the case of domestic safety standards, similar to the foreign safety standards, safety measures such as materials and specifications are applied. However, details related to the installation, assembly and structure of the work platform are somewhat different from those in the United States and the United Kingdom excluding Japan. Using the results of this study, it is possible to understand the cause of the accident of foot pedestrian accident more systematically and comprehensively, and safety managers and researchers are expected to help in the accident investigation.

An ergonomic evaluation of the computer car (컴퓨터차의 인간공학적 평가)

  • 미래의 차의 선택사항이 될 여행정보시스템을 설치하여 그 성능의 인간공학적 조사를 수행하였다. 이 시스템을 실제로 GM자동차 Oldsmobile Toronado형 100대에 설치하여 사용자가 얼마나 쉽게, 빨리 그리고 안락하게 갈 수 있고, 어떻게 하면 좀 더 이것을 인간공학적으로 향상시킬수 있는 가를 연구하였다. 100대중 23대는 대학교에서 연구를 하고 나머지는 AAA회사의 회원권을 가진 지역사용자들에게 AAA회사와 AVIS회사를 통하여 대여를 하여 컴퓨터차(TravTek시스템)의 성능과 효율성을 시험하였다. 그 내용을 살펴보면, 차에 부착된 컴퓨터의 컬러화면으로 사용자에게 도로를 보여주고, 컴퓨터가 최단거리를 제시하여 운전자에게 컴퓨터음성과 화면으로 길을 안내한다. 그 파급효과로 도로 체증현상을 막고, 기름의 낭비도 절약하고, 밤에도 안전하게 운행할 수 있게 할 뿐만아니라 처음보는 거리라고 하더라도 컴퓨터가 안내하면서 목적지까지 무사히 도착할 수 있게 하여 준다. 이러한 시스템을 설치한 차를 타고 여행할 때, 여행자가 과연 얼마나 안락하게 여행할 수 있으며, 도로의 체증현상을 줄이고, 사고를 예방하며, 차의 설계와 목적이 인간공학적으로 합당한 가를 알아보고자 하는 연구이다. 인간공학적 평가 인자들은 (1) 운전자의 수행도, (2) 사용자 선호도, (3) 사용자 인식, (4) 운행정보등이다. 그리고 컴퓨터음성을 사용하였을 때와 사용하지 않았을 때의 두가지 경우와 (1) 움직이는 컴퓨터지도를 사용하였을 때 (2) 단순화한 도로안내를 사용하였을 때, (3) 컴퓨터 지도를 사용하지 않았을 경우(종이지도사용)에 관해 위의 4가지 인간공학적 인자들을 평가하고자 한다. 이 연구는 아직도 진행중이라 발표하고자 하는 논문역시 현재까지의 연구결과를 토대로 발표하는 것이므로 완전한 결론을 내릴 수는 없고, 진행과 정의내용과 토의사항과 잠정적인 결론을 제시하고자 한다. 의거한 작업순서 결정을 위해 우선 BB의 상한을 구하는 연구를 행했다. 이를 위해 우선 단일작업장에서 야기될 수 있는 모든 상황을 고려한 최적 작업순서 결정규칙을 연구했으며, 이의 증명을 위해 이 규칙에 의거했을 때의 보완작업량이 최소가 된다는 것을 밝혔다. 보완작업 계산의 효율성을 제고하기 위해 과부하(violation)개념을 도입하였으며, 작업유형이 증가된 상황에서도 과부하 개념이 보완작업량을 충분히 반영할 수 있음을 밝혔다. 본 연구에서 제시한 최적 작업순서 규칙에 의거했을 때 야기될 수 있는 여러가지 경우의 과부하를 모두 계산했다. 앞에서 개발된 단일작업량의 최적 작업순서 결정규칙을 이용하여 다작업장의 문제를 실험했다. 이 문제는 규모가 매우 크므로 Branch & Bound를 이용하였으며, 각 가지에서 과부하량이 최적인 경우만을 고려하는 휴리스틱을 택하여 실험자료를 이용하여 여러 회 반복실험을 행했다. 그리고 본 연구의 성과를 측정하기 위해 휴리스틱 기법시 소요되는 평균 CPU time 범위에서, 랜덤 작업순서에 따른 작업할당을 반복실험하여 이중 가장 좋은 해와 비교했다. 그러나 앞으로 다작업장 문제를 다룰 때, 각 작업장 작업순서들의 상관관계를 고려하여 보다 개선된 해를 구하기 위한 연구가 요구된다. 또한, 준비작업비용을 발생시키는 작업장의 작업순서결정에 대해서도 연구를 행하여, 보완작업비용과 준비비용을 고려한 GMMAL 작업순서문제를 해결하기 위한 연구가 수행되어야 할 것이다.로 이루어 져야 할 것이다.태를 보다 효율적으로 증진시킬 수 있는 대안이 마련되어져야 한다고 사료된다.$\ulcorner$순응$\lrcorner$의 범위를 벗어나지 않는다. 그렇기 때문에도 $\ulcorner$순응$\lrcorner$$\ulcorner$표현$\lrcorner$

A Study on Safety Education in Life Science Inquiry Activity for Students in Science High School, Middle and High Schools (과학고등학교 및 중등학교 학생들의 생명 과학 탐구활동 시 안전교육에 대한 연구)

  • The purpose of this study is to suggest safety education on life science inquiry activity, which subjects on the exploration and autonomous research to the relevant topics, mainly done by the science high school students. Investigation was made on subjects of research activity proposed from Life science and autonomous research from science high school students by examine thoroughly 2009 revised education curriculum. To prevent school laboratory accidents, education of basic safety regulations and general precautions should be repeatedly notified by clear statements and expression to each topic. Expressing the safety factors considering the themes of autonomous inquiry and activities presented in the course of education should be done, so that students should not experience laboratory accidents by reason of ignorance. From the beginning of organization to performing research, safety rules about disposing chemicals and tools wastes occurring during research should be noticed and expressed in precautions following waste disposal system should be adopted. It is necessary to level up the accessibility of information about the laboratory safety rules to confirm to the every student, and also ensure the takeover of the clean-up and use of utilities at the time of search end in order to prevent the incidence of laboratory accidents during the thorough stages of biological inquiry activities.
