  • 해상통신은 인명 안전을 위한 중요 통신으로 국제적으로 보호되어 왔다. 뿐 만 아니라 지구 전역을 커버하기 위해 전송 특성이 좋은 LF/MF/HF대역의 통신시스템 및 위성 시스템이 이용되고 있다. 최근에는 통신 기술의 발달로 육상이동통신 기술을 해상 및 항공에 확대하려는 시도가 꾸준히 진행되고 있다. 통신 기술의 급속한 발전으로 해상 및 항공 통신망은 기존 음성 위주의 통신망에서 멀티미디어를 처리할 수 있는 디지틀망으로의 전환이 시급히 필요하게 되었다. 대부분의 아날로그 시스템은 디지틀 시스템으로 전환되고 있으며 데이터를 이용해서 보다 정확한 정보를 제공해서 해상 안전을 높이고 있으며 기존 개별 장비를 시스템화하여 주파수를 효율적으로 활용하고 사용을 편리하게 할 수 있도록 하고 있다. DSC, AIS 등 이미 많은 디지틀 장비들이 국제 해상 통신에 이용되고 있으며 해상 통신 시스템을 종합화해서 해상안전을 제고하기 위해 IMO를 중심으로 주진 중에 있다. 그러나 연근해 해상 통신 시스템은 SOLAS조약에서 제외되어 있으므로 나라마다 다양하게 개발되고 있다. 특히 연근해에서 중요한 MF/HF/VHF대역 시스템을 각 국이 경쟁하면서 현대화를 추진하고 있으며 ITU-R을 통해서 표준화를 주도하려고 노력하고 있다. 본 고에서는 연근해 핵심 통신망을 구성할 HF/VHF대역 시스템에 대한 기술을 분석하고 기술하였다.

Significance Analysis of Major Accident Factors of Remote Control Tower Crane Using AHP Technique (AHP기법을 이용한 무인타워크레인 주요 사고 요인 중요도 분석)

  • It becomes easy to acquire operating qualification of remote control tower crane and illegal retrofits is increased, remote control tower crane models are increasingly being used in smaller construction sites. However, as the problems caused by tower crane operators who have shortages of operating experience grow, safety accidents is increasing and worker is exposed to risk of accident. In this study, the cause of the accident was derived by analyzing the cause of the remote control tower crane accident. And then, the significance of accident causes was analyzed by AHP technique. The result of this study is that tower crane operators and construction workers do not comply with work rules.

A Study on the Introduction of Maritime Security System(ISPS Code) (해상보안체제(ISPS Code)의 도입 방향에 관한 연구)

  • This paper is intended as an investigation of introduction of Maritime Security System. In the last few years, several articles have been devoted to the study of ISPS Code(International Code for the Security of Ships and of Port Facilities). The Diplomatic Conference on Maritime Security held in London in December 2002 adopted new provisions in the International Convention for the Safety of Life at Sea, 1974 and this ISPS Code to enhance maritime security. These new requirements form the international framework through which ships and port facilities can co-operate to detect and deter acts which threaten security in the maritime transport sector. Accordingly, the purpose of this paper is to suggest an introduction, if Maritime Security System and understanding of ISPS Code.

Proposed Revision of Standard on Articles for Forklift Trucks in Manufacturing Industries (제조업에서 지게차에 대한 안전보건 기준에 관한 규칙 개정 방안)

  • A forklift truck, commonly used for transporting heavy materials in manufacturing industries, etc., is a useful machine. However accidents occur frequently during the operation of the machine. In order to prevent accidents it is necessary to examine the current safety regulations on a forklift truck. Because the regulations have not revised for a long time, they do not reflect the rapidly changing environment of industries. Proposed revision of standard on articles for forklift trucks was presented after analysing the causes of occurred injuries, comparing domestic standards with international standards and examining the survey results. We analyzed the safety regulation articles and the injuries according to the type of work conducted with forklift. The major differences in safety regulations between Korea and the major foreign countries were investigated. The opinions of field workers on the safety regulations were surveyed using e-mail or interview. As a result, it was found that preventing workers from contacting with the forklift is very important. To prevent accident due to movement of a stopped forklift, actions are necessary to prevent slip of a forklift. Also supervision is required to make workers fasten safety belt and to prohibit workers from using a forklift for undesignated purpose.

  • According to Korean nuclear code requires Periodic Safety Review(PSR) every 10 years should be perform for operating reactor, and selects the eleven PSR safety factors. Among them the review objective of the environmental impact is to determine whether the operator has an adequate programme for surveillance of the environmental impact of the nuclear power plant based on current safety standards. In this paper, the environmental impact in PSR of Wolsong Unit 1 was reflected current safety standards as of the evaluation date. As a result, all items generally satisfied the standards, and the staff also verified that the population dose due to the operation of Wolsong Unit 1 was controlled safely as of the evaluation date.

  • 상수도 관망은 대표적인 사회기반시설로 수원으로부터 수용가에게 수질적으로 안전한 물을 안정하게 공급하는 것을 목표로 한다. 초기의 상수도 관망의 최적 설계는 비용만을 고려함으로써 미래의 불확실한 상황에 대한 대처가 매우 취약하고, 사용자의 다양한 요구를 충족시키지 못하였다. 또한, 유량과 안정적인 수질 공급을 고려하는 설계는 몇몇 비선형적 요소를 포함하고 있으며, 특히 사용자의 수요 패턴에 따른 잔류 염소 농도가 설계 기준에 부합하지 못하는 문제가 되는 경우 사용자의 심미적, 심리적 불편을 초래할 수 있다. 이는, 수질의 안전성과 직결되는 문제이다. 따라서 본 연구에서는 상수도 관망의 설계에 대하여 수질과 수리학적 특성을 고려한 상수도 관망 다목적 최적 설계를 수행하였다. 상수도 관망은 수질적인 측면을 고려하기 위해 수원에서 수용가까지 용수를 공급하는 과정에서 병원성 미생물을 소독하기 위하여 염소를 주입한다. 또한, 유리 잔류 염소의 평상시 기준을 (1.0-4.0mg/L) 유지하도록 규정하였다 (수도법 시행규칙 제22조의2). 하지만 사용자의 사용패턴, 체류 시간에 따라 잔류염소량이 달라진다. 따라서, 본 연구에서는 상수도 관망의 설계 비용과 염소 주입량을 동시에 설계 인자로서 고려하기 위해 Multi-objective Harmony Search를 적용하고, 그 결과를 분석하였다. 이러한 상수도 관망의 수질 인자와 설계 비용을 고려한 최적 설계안은 경제적 측면 뿐만 아니라 사용자의 수질 측면의 안전성을 충족하는 방안을 제시할 수 있다.

Ordering of Alloy 690 Steam Generator Tubings in a Nuclear Power Plant (원자력발전소 증기발생기 Alloy 690 전열관 재료의 규칙화 반응)

  • Considering the case in the United States where most nuclear power plants with an initial design life of 40 years continue to operate until 60 or 80 years after undergoing material soundness evaluation, it is time to plan a more robust long-term operation strategy for nuclear power plants in Korea. There are some reports that SRO/LRO might be formed when Alloy 690 is heat treated for 10,000 hours to 100,000 hours at 360 to 450 ℃. The possibility of LRO formation in Alloy 690 steam generator tubings of Kori nuclear power plant unit 1 (Kori-1) was investigated using existing research papers. The mechanism in which SRO/LRO occurred was also surveyed. Alloy 690 was found to be more likely to cause ordering than Alloy 600 in terms of alloy composition. The ordering could be evaluated through changes in material properties. However, it is difficult to evaluate it from a microstructural point of view. The likelihood of LRO in Alloy 690 of the Kori-1 plant operated at 320 ℃ for 19 years seemed to be low in terms of time and exposure temperature.

A Study on the Ship`s Collision Avoiding Action Analyzed from a Viewpoint of Ship Kinematics (선체운동학적으로 본 충돌회피동작에 관한 연구)

  • The rule 15, 16 and 17 of International Regulations for Preventing collisions at Sea direct actions to avoid collision when two power-driven vessels are crossing. But these rules do not present the safety minimum approaching distances outside which a give- way vessel deeps out of the way of a stand-on vessel. In this paper, the author analyzed the ship's collision avoiding actions from a viewpoint of ship kinematics as the method to calculate this distance. The author worked out mathematic formulas for calculating the safety minimum approaching distances outside which the give-way vessel takes the actions to avoid collisions in accordance with the cross angles of the crossing vessels' courses. Figuring out actually the values of maneuvering indices of the M. S. Koan Ack San (GT: 224tons), the training ship of the National Fisheries University of Busan and the M. S. Golden Clover (GT: 101, 235tons) of the Eastern Shipping Co., Ltd. through their Z test, the author applied these values to the calculating formulas and calculated the safety minimum approaching distances. The results of calculations are as follows; 1. The greatest distance is to be kept by the give-way vessel to avoid collision when the cross angle of courses is 90$^{\circ}$ or near it. In such case the safety minimum approaching distance of a small vessel must be more than 5 times of her own length and that of a large vessel more than 11 times of her own length. 2. Collision danger is greater when crossing angle is obtuse than in an acute angle, therefore greater distance is to be kept by the give-way vessel to avoid collision in the case of the obtuse angle. 3. The actions to be taken to avoid collisions by the give-way vessel in Rule 16 and by the stand-on vessel in Rule 17(a)(ii) of International Regulations for Preventing Collisions at Sea, must be done outside the above safety minimum approaching distance. When inevitably such actions are to be taken within the safety minimum approaching distance, they should be accompanied with engine motions.

Case Analysis and Proposal for the Effective Application of "Ordinary Practice of Seaman" as Seafarers' Responsibility for Marine Accidents (선원의 사고책임으로 상무(常務)의 유효한 적용을 위한 재결 사례 분석 및 제안)

  • The term "ordinary practice of seaman" is applied to hold the responsibility of those involved in marine accidents. However, there is a concern that the responsibilities of seamen may become unclear as the ordinary practices of the seamen are imposed. In addition, the responsibility for improvement is diluted by mentioning the ordinary practice of seaman when the navigation rules stipulated in the COLREGs is clearly violated. The maritime safety investigation and tribunal system thoroughly analyzes the causes of marine accidents to prevent the recurrence of similar accidents. As one cause that does not contribute to the prevention of the recurrence of similar accidents, it would be appropriate to exclude the term "ordinary practice of seaman" as far as possible. Accordingly, I reviewed the reason for the existence of the maritime safety investigation system and ways to improve the application of the term "ordinary practice of seaman," which is recognized as a customary and an unconventional navigation rule, by examining the theories on the ordinary practice of seaman and analyzing cases of court judgments and decisions in the Korea Maritime Safety Tribunal. I also proposed a modern interpretation on the responsibility for proper and purposeful application. In addition, from the viewpoint of preventing the recurrence of maritime accidents, it is suggested that the nounized term in Korea be replaced with the descriptive term.

A Study for Safety Management on Road Transportation of Dangerous Goods (도로운송 위험물의 안전관리에 관한 개선 연구)

  • With remarkable development of industry and technology, various chemical articles are developed to improve the quality of human life, yet some of chemicals are hazardous to human and the environment. However, safety control of chemical articles such as transportation, storage, and handling is emerging as a major issue lately. The road transportation needs well-organized safety management system, especially it has high probability of accidents. In this research, we point out problems in current state and related regulation of transportation of dangerous goods to compare the regulation in UN-RTDG. In addition, we suggest the enhancement law, the plan for standardization of classification in road transportation of dangerous goods and harmonization of labeling in transportation of dangerous goods to contribute to human health and environment protection.
