Prediction on Mooring Tension & Motion Response Characteristics of a Floating Dock in Regular Waves (규칙파 중 플로팅 도크의 운동응답특성 및 계류장력 추정)

  • The paper was investigated on the mooring forces(or tension) and motion response characteristics for a 8-point mooring floating dock in regular waves using a commercial code(AQWA). To achieve the aim of the research, a numerical simulation was adapted on an inner port environment condition, which the water depth is 10 meters, significant wave amplitude(1.05 m). wave period(3.85 sec), wind speed(20.21 m/s), wind and current direction ($90^{\circ}$), incident waves(${\chi}=180^{\circ}$, $135^{\circ}$ and $90^{\circ}$). The dimension of the numerical model is length(140 m), breadth(32 m), depth(14.6 m). The maximum length of a mooring line is 120m. We can expected that roll and pitch motions appeared in beam seas better than head sea. the mooring forces also indicated higher in bean seas than in head seas including wind forces.

  • In this paper, We analyze and present improvements to problems in software quality through Static Analysis for Open Source, which is widely used as the Flight Controller software for small unmanned aerial vehicle drones. MISRA coding rules, which are widely applied based on software quality, have been selected. Static analysis tools were used by LDRA tools certified international tools used in all industries, including automobiles, railways, nuclear power and healthcare, as well as aviation. We have identified some safety-threatening problems across the quality of the software, such as structure of open source modules, analysis of usage data, compliance with coding rules, and quality indicators (complexity and testability), and have presented improvements.

  • This study aims to develop rules for the Determination of Drought Stages at the Local Level based on the drought cases in Gwangju and Jeollanam-do in 2022-2023. Among the eight drought indicators provided, six indicators (Agricultural drought stage (for paddy), Residential & industrial drought stage, SPI-12, Relative agricultural water storage, Residential water consumption change (for domestic use), Residential water consumption change (for non-domestic use) were confirmed to have statistical correlations with the perceptions of local government officials and experts. Additionally, this drought indicator was applied to a decision tree algorithm to develop rules for determining the severity of drought. Although it presented results similar to those of the existing method presented in previous studies, it showed a significant comparative advantage in explaining the temporal and spatial patterns of drought in the Gwangju and Jeollanam-do.

  • 원전에서 발생하는 중 저준위방사성폐기물(이하, "방폐물"이라 함)을 처분시설로 운반하는 것은 원전과 처분시설이 임해지역에 위치하고 있으므로 육상운반보다는 선박을 이용하는 해상운반이 효율적이다. 해상운반은 무엇보다 다량운반이 가능하며 이로 인하여 운반회수가 줄고, 인구밀집지역을 지나지 않아도 되기 때문에 방폐물의 운반에 대한 위험도가 상대적으로 적어 안전성 확보에 유리하다. 방폐물의 해상운반은 운반 도중 방사성물질의 위험으로부터 인간과 환경을 보호하기 위하여 국제원자력기구(IAEA)의 안전운반규정, 국제해사기구(IMO)의 국제해상위험물규칙, 국내 원자력법 등 국내외의 엄격한 기술기준에 따라 안전성이 철저하게 보장되어야만 한다. 한국수력원자력(주)(이하, "한수원"이라 함)는 원전(월성원전 제외)에서 처분시설까지 방폐물을 안전하고 효율적으로 운반하기 위하여 전용운송선박, 운반용기, 전용운반차량 및 원전 물량장 등으로 이루어지는 해상운반시스템을 구축하여 운영할 것이다.

  • 본 규정은 대한 기계학회가 공업진흥청의 의뢰를 받아 1977년도에 작성한 "압력배관 기술기준(I)" 의 부속서중의 하나로서 본 규정에서 기술수준이라고 하는것은 압력배관 기술기준(I)을 지칭하는 것이다. 분량관계로 본회에는 그의 일부로서 적용범위 및 정의와 하중에 관한 부분을 실었다. 압력배관 기술기준은 동력배관계통의 설계, 제작, 재료, 설치 및 시험에 대한 규정을 포함하고 있 다. 오랜경험에서 이들 규정은 안전밸브설비에 대해서도 합리적으로 적용할 수 있음을 보여 주었 다. 그러나 안전밸브설비의 설계가 압력배관 기술기준의 규칙을 충분하게 적용할 수 없는 경우도 있을 수 있다. 따라서 본 부록은 안전밸브설비에 기술기준의 규정을 적용하는 방법을 명백히 하 고, 또 예를 들기 위하여 준비되었으며, 설계자에서 설계지침과 별도의 설계방법을 제공한다. 다 만, 본 부록은 강제성의 규정은 아니다.의 규정은 아니다.

  • 본 논문은 2008년 12월 5일 경기도 이천시 소재의 물류창고 화재사고에 대한 화재원인 및 화재확대요인을 검토하고, 재발방지를 위한 대책을 제시하였다. 본 화재원인 검토결과 용접작업 실화에 의한 화재로 벽체패널인 샌드위치패널과 문틀형 강을 접합하던 중 용접작업시 발생하는 불티 또는 고열에 의해 벽체패널 내부의 스티로폼 및 우레탄폼에 착화된 것으로 추정된다. 화재확대요인은 화재에 취약한 스티로폼 및 우레탄폼 재질의 샌드위치패널 사용과 소방설비의 인위적 기능해제로 판단된다. 이번 사고와 같은 재난을 예방하기 위해서는 급격한 연소확대 특성을 갖는 스티로폼 및 우레탄폼 재질의 샌드위치패널 사용금지, 소방설비의 기능해제에 대한 감시와 처벌강화와 안전관리체계 및 안전규칙 준수여부 관리 강화가 필요하다.

The Meaning of Extraordinary Circumstances under the Regulation No 261/2004 of the European Parliament and of the Council (EC 항공여객보상규칙상 특별한 사정의 의미와 판단기준 - 2008년 EU 사법재판소 C-549/07 (Friederike Wallentin-Hermann v Alitalia) 사건을 중심으로 -)

  • Regulation (EC) No 261/2004 of the European Parliament and of the Council of 11 February 2004 establishing common rules on compensation of assistance to passengers in the event of denied boarding and of cancellation or long delay of flights (Regulation No 261/2004) provides extra protection to air passengers in circumstances of denied boarding, cancellation and long-delay. The Regulation intends to provide a high level of protection to air passengers by imposing obligations on air carriers and, at the same time, offering extensive rights to air passengers. If denied boarding, cancellation and long-delay are caused by reasons other than extraordinary circumstances, passengers are entitled for compensation under Article 7 of Regulation No 261/2004. In Wallentin-Hermann v Alitalia-Linee Aeree Italiane SpA(Case C-549/07, [2008] ECR I-11061), the Court did, however, emphasize that this does not mean that it is never possible for technical problems to constitute extraordinary circumstances. It cited specific examples of where: an aircraft manufacturer or competent authority revealed that there was a hidden manufacturing defect on an aircraft which impacts on safety; or damage was caused to an aircraft as a result of an act of sabotage or terrorism. Such events are not inherent in the normal exercise of the activity of the air carrier concerned and is beyond the actual control of that carrier on account of its nature or origin. One further point arising out of the court's decision is worth mentioning. It is not just necessary to satisfy the extraordinary circumstances test for the airline to be excused from paying compensation. It must also show that the circumstances could not have been avoided even if all reasonable measures had been taken. It is clear from the language of the Court's decision that this is a tough test to meet: the airline will have to establish that, even if it had deployed all its resources in terms of staff or equipment and the financial means at its disposal, it would clearly not have been able - unless it had made intolerable sacrifices in the light of the capacities of its undertaking at the relevant time - to prevent the extraordinary circumstances with which it was confronted from leading to the cancellation of the flight.

  • 공간 데이타베이스 시스템을 통하여 공유되는 공간 데이타는 무결성이 적절하게 유지되지 않는 한 전체 응용 시스템의 행위를 예측할 수 없게 되므로 데이타의 무결성 확인 및 유지는 필수적이다. 특히 공공 GIS에 저장된 공간 데이타는 토지 이용도 평가, 도시 계획, 자원 관리, 시설물 관리, 안전 관리, 국방 등 국가 전체 및 지역의 중요한 정책 결정을 위한 다양한 응용 시스템들에 의해 이용되므로 적절한 공간 객체의 무결성 확인이 더욱 더 필요하다. 본 논문에서는 능동(active) DBMS의 능동 규칙(active rule) 기법을 이용하여 공간 객체의 무결성 확인을 지원하기 위한 규칙 관리 시스템을 제시한다. 능동 규칙을 이용한 공간 객체의 무결성 확인은 응용 프로그래머를 무결성 확인에 대한 부담으로부터 자유롭게 할 수 있다. 본 시스템은 특정 DBMS에 종속되지 않는 독립적인 외부 시스템으로 존재하며, 능동 규칙 관리기, 규칙 베이스, 그리고 활성규칙 생성기의 3 부분으로 구성된다. 사용자가 공간 데이타베이스 응용 프로그램을 통해 공간 객체를 조작하고자 할 때, 본 시스템은 데이타베이스 트랜잭션을 단위로 조작되는 모든 공간 객체의 무결성 확인을 위해 응용 프로그램에 삽입될 무결성 제약조건 규칙들을 효율적으로 관리하는 역할을 한다.Abstract It is necessary that the integrity of spatial data shared through the spatial database system is validated and appropriately maintained, otherwise the activity of whole application system is unpredictable. Specially, the integrity of spatial data stored in public GIS has to be validated, because those data are used by various applications which make a decision on an important policy of the region and/or whole nation such as evaluation of land use, city planning, resource management, facility management, risk management/safety supervision, national defense. In this paper, we propose rule management system to support validating the integrity of spatial object, using the technique of active rule technique from active DBMS. Validating data integrity using active rules allows database application programmer to be free from a burden on validation of the data integrity. This system is an independent, external system that is not subject to specific DBMS and consists of three parts, which are the active rule manager, the rule base, and the triggered rule generator. When an user tries to manipulate spatial objects through a spatial database application program, this system serves to efficiently manage integrity rules to be inserted into the application program to validate the integrity constraints of all the spatial objects manipulated by database transactions.

  • IPsec offers not odd Internet security service such as Internet secure communication and authentication but also the safe key exchange and anti-replay attack mechanism. Recently IPsec is implemented on the various operating systems. But there is no existing tool that checks the servers, which provide IPsec services, work properly and provide their network security services well. In this paper, we design and implement the rule based security evaluation system for IPsec engine. This system operated on Windows and UNX platform. We developed the system using Java and C language.

  • Phase I clinical trials are designed to identify an appropriate dose; the maximum tolerated dose, which assures safety of a new drug by evaluating the toxicity at each dose-level. The adjusted maximum tolerated dose estimation is presented by stopping rule in phase I clinical trial on this research. The suggested maximum tolerated dose estimation is compared to the standard method3 and NM method using a Monte Carlo simulation study.
