국내 최초 공동주택 지역냉방 공급으로 주거문화의 질이 향상될 전망이다. 안산도시개발(주)는 지난 7월 안산시 사동에 위치한 푸른마을 3단지에서 지역냉방시설 준공식을 갖고, "국내 최초로 공동주택 지역냉방을 공급했다" 고 밝혔다. 안산도시개발은 이번 준공에 따라 안산지역에 지역난방 뿐만 아니라 공동주택에도 지역냉방을 공급하는 전국 최초의 공동주택 지역냉방을 도입하게 돼 주거문화의 질을 향상시키는 기반을 마련했다.

경기도 안산시 사동 푸른마을 3단지 주민들은 남들이 쓰는 에어컨 비용의 3분의 1만 내고도 원하는 시간에 에어컨을 사용하고 쾌적함까지 맛보고 있다. 바로 지역냉장시스템 덕분이다. 이 시스템은 공동주택으로서는 전국 최초로 시범설치된 것으로 하절기 소각열 등 버려지는 열을 이용해 에너지비용을 절감하면서도 프레온가스를 사용하지 않아 친환경적이다. 이 사업은 지난 2001년부터 안산지역에 지역난방을 공급하고 있는 안산도시개발(주)이 시행되고 있다.

90년대 이후 우리나라의 인구집중현상은 수도권에서 인근 소규모 도시까지 점차 확장된 택지개발 및 도로확장 정책을 생산하게 하였고 각종 부대 산업들의 발전을 이루게 되었다. 이러한 정책들은 수도권이라는 도시 집중현상을 가속화시키게 되었고 서울, 인천 및 부천 등에 국한되었던 집중 현상이 조금씩 확장되어 안산, 평택, 시흥 등 소규모 도시와의 경계가 모호할 정도로 가까워지고 있는 실정이다. 이러한 실정에서 국내에서는 유통마진을 최소화하여 소비자에게 저가의 상품을 제공하고자 하는 유통할인점들이 90년대 후반 이후 급격하게 증가하여 들어서기 시작하였다. ㆍ수도권 철도는 우리나라의 경제성장과 함께 증가하는 교통처리 대책으로 1974년 8월 15일 서울지하철 1호선과 함께 경인선 서울∼인천간, 경부선 서울∼수원간, 경원선 용산∼청량리∼성북간을 복선 전철화 하여 도시철도로 전환, 이에 따라 수도권 위성도시의 발전과 인구 폭증으로 안산, 산본, 평촌, 분당, 일산 등 신도시를 개발하고 교통난 해소를 위해 서울지하철은 1호선에서 9호선가지 건설중이며, 수도권 철도는 경부선 영등포∼천안간 2복선전철과 안산선, 분당선, 일산선, 경의선, 경원선, 중앙선, 경춘선, 용산선, 신공항선 등 복선전철화와 경부고속철도 등 수송능력 증강을 위해 건설하고 있다. Recently, Korea is facing a trend of a fast-paced change towards a multi-cultural society, accompanied by the consequential increase in population and many changes in the peripheral environment. Particularly, the influx of multi-cultural families in Ansan City is increasing every year, but their housing environment remains in poor conditions. Actually, the research on housing policy for multi-cultural families and their housing satisfaction is restrictive. It is therefore necessary to research on how to overcome this problem, and what realistic policy alternatives are required. The purpose of this study is to present some policy alternatives to improve the housing satisfaction of the Korean-Chinese residing in Ansan City. To this end, this study conducted empirical analysis with a focus on Korea-Chinese multi-cultural families living in Ansan City through a questionnaire. As the analysis method, this study conducted frequency analysis, descriptive statistical analysis, cross analysis, and regression analysis, and used the statistical package-SPSS 20.0 as an analysis tool. As a result of the research, first, it was found that their awareness of the government housing policy is insufficient; second, they had a lot more hardships in housing due to the problem of the rising house prices caused by urban development & regeneration; third, in terms of housing tenure type, there was a higher proportion of a lease on a deposit basis and monthly rent than owner-occupied housing. Hence, this study drew the conclusion that the Korean-Chinese multi-cultural family's housing environment needs to be improved and policy support is required for Korean-Chinese. In addition, this study gives great significance in providing these research results as basic materials which make it possible to inquire into mutually reciprocal practice plan and strategic alternatives for a multi-cultural families from now on.
