Analysis of Civil Defense Shelters and Measures (민방위 대피소의 실태분석 및 대책방안)

  • 1990년 이후 공산체계인 구소련과 동구권이 몰락하고 세계적으로 탈냉전의 변화와 우리의 민주정부 수립 후 햇빛정책 등에도 불구하고 북한은 적화통일을 포기하지 않고 작년 11월에 연평도에 포격을 가하여 민간인과, 군이 2명이 사망하는 사건이 발생 하였다. 또한 북한의 공격은 과거의 포탄공격뿐만 아니라 미사일이나 화생방과 같은 생화학물질 탑재 가능한 공격이 예상된다. 이에 대비 정부에서는 고정시설의 화생방 방호는 일단유사시에 국민의 생명과 재산을 보호하는데 필수요소로서 집단보호개념에 도입하고 있으며, 현재 각 중요 대피시설 및 지자체의 기존 대피시설을 개인방호, 탐지, 제독, 운용절차를 포함한 실태파악 및 재래식 탄을 포함한 통합적인 조치를 마련하고 있다. 작년 2010년 11월 연평도에서의 북한 포격이후 우리는 서해5도나 접경지역 주민과 그리고 근접거리의 서울시민들이 안전하게 포격으로부터 피난 할 수 있는 민방위대피소에 대한 문제점이 대두되고 대책방안을 요구하고 있다. 소방방재청 기준에 따르면 직격(直擊) 핵폭탄을 제외한 화생방, 재래식 무기 공격에 견딜 수 있는 시설은 '1등급 대피시설'인데 서울에는 한 곳도 없다. 고층건물의 지하 2층 이하나 지하철, 터널 같은 2등급 대피시설도 폭격은 견딜 수 있지만 화생방 공격에는 취약하다. 지하상가 등 건축물의 지하층, 지하차도나 보도는 그보다 더 취약한 3등급이며 단독 주택의 지하층처럼 방호 효과가 떨어지는 곳이 4등급이다. 2등급으로 분류된 대피소의 경우 분류만 되어 있을 뿐 장기간 대피시 시민들이 사용 할 수 있는 거주공간이 아닌 임시 대피로서의 역할만 하고 있다. 본 연구에서는 민방위 기본법에 따라 지하에 $3.3m^2$ 당 4명 이상이 대피할 수 있는 규모의 공간을 갖추기만 하면 대피시설로 볼 수 있는 현 문제점과 1등급에서 4등급으로 나뉘어져있는 민방위 대피소와 대피소가 있지만 피난공간으로서의 역할과 구조적으로 안전한가에 대한 국내외 실태 분석을 통하여 분석한 결과 우리는 서해5도 대피시설의 반 이상이 무용지물이고 접경지 또한 피난시에 피난장으로서의 대피소가 난방이나, 구급품과 식구 시설 등이 구비가 되어 있지 않고 대피시설로 지정한곳이 간판이나 안내시설이 없다. 외국의 경우 스위스는 연방정부의 관리책임으로 전쟁이나 핵 확산에 따른 화생방 업무 전담팀을 두고 있으며, 방독면은 개인 방호물자로서 전국민 100% 보유하고, 각가정이나 건축, 시설물의 경우 화생방 표준 대피시설 설치관련 규정 마련 시행하고 있다. 대피시설은 화생방 방호가 가능한 지휘부용 대피시설과 일반 주민대피용 시설을 구분하여 설치운영하고 있으며, 전국에 650만개를 설치하고 있다. 결론은 대피시설이 북한 공경시 피난시설로의 활용방안을 모색 등급구분에 따른 현실적용 수정과 기존 대피소 보강과 재선별이 필요하고, 신축시 설계 표준설계안 그리고 기존의 대피소에 대한 보수, 보강방법 가이드라인과 장기간 거주에 대한 설비구축 등과 국민 대홍보등을 제안하였다.

Analysis of Culture Education in Childhood English (어린이 영어 문화교육에 관한 분석)

  • The purpose of this study is to guide efficient ways to teach cultural aspects in Korean elementary English education through analyzing many studies on elementary English culture education. In global era, English education must be performed based on understanding of other various cultures for authentic communication. However, Korean elementary students have difficulty to approach or to be exposed to the culture of English speaking countries. Elementary English culture education is neither well organized nor performed for some reasons. The reasons are as follows. Frist, English teachers are not confident with the culture and they consider themselves not having enough experiences and knowledge to teach. They were not taught cultural aspects and the cultural aspects were not emphasized. Second, there are not appropriate culture related teaching materials in the textbooks and teachers' guide books. Therefore, necessary cultural aspects should be selected by English education experts and provided in the textbooks and teachers' guide books. Those two books should be systematically connected. Elementary English teachers should have more opportunities to understand and experience other various cultures. Language is a part of culture and culture is a part of language. Acquiring the second language is acquiring its culture. The culture education for authentic communication is accomplished from managing cultural aspects in textbooks and cultivating English teachers with experience and understanding of target culture.

A Study on Safety Education in Life Science Inquiry Activity for Students in Science High School, Middle and High Schools (과학고등학교 및 중등학교 학생들의 생명 과학 탐구활동 시 안전교육에 대한 연구)

  • The purpose of this study is to suggest safety education on life science inquiry activity, which subjects on the exploration and autonomous research to the relevant topics, mainly done by the science high school students. Investigation was made on subjects of research activity proposed from Life science and autonomous research from science high school students by examine thoroughly 2009 revised education curriculum. To prevent school laboratory accidents, education of basic safety regulations and general precautions should be repeatedly notified by clear statements and expression to each topic. Expressing the safety factors considering the themes of autonomous inquiry and activities presented in the course of education should be done, so that students should not experience laboratory accidents by reason of ignorance. From the beginning of organization to performing research, safety rules about disposing chemicals and tools wastes occurring during research should be noticed and expressed in precautions following waste disposal system should be adopted. It is necessary to level up the accessibility of information about the laboratory safety rules to confirm to the every student, and also ensure the takeover of the clean-up and use of utilities at the time of search end in order to prevent the incidence of laboratory accidents during the thorough stages of biological inquiry activities.

Analysis on Reflection Characteristics of the Key Competencies Proposed by the OECD Education 2030 in the 2015 Revised Home Economics Curriculum (OECD Education 2030에서 제안된 핵심역량의 2015 개정 가정과 교육과정 반영 특성 분석)

  • The purpose of this study was to analyze the characteristics reflected in the 2015 revised home economics curriculum for the key competencies presented in the OECD education 2030 project. The results indicate that first, in general, about 46.5% of the competencies could be classified into the skill, attitude and value category; 17% into the learning concept framework category; 24.2% into the competency development cycle category; and 12.5% into the complex competency category. Overall, the competencies of the OECD learning framework are found to be reflected primarily in the achievement standards(59%), followed by characteristics(16.1%), teaching-learning and assessments orientation(9.4%), content system(8%), and goals(7.6%). Second, the key competencies were reflected in the middle school curriculum, more often in the descending order of action, problem-solving, communication, respect, creative thinking, conflict resolution, empathy, critical thinking, self-regulation, and student agency. In the high school curriculum, the competencies were reflected more often in the descending order of action, empathy, problem-solving, anticipation, global competence, self-regulation, student agency, literacy for sustainable development, reflection, and critical thinking. Third, the heat map shows that the competencies corresponding to the third and fourth levels are most frequently reflected in the curriculum. Therefore, it is advisable to develop effective plans to execute and support the reflection of key competencies in the curriculum. Through this study, home economics educators are expected to understand the inter-connectivity between the key competencies emphasized by the OECD learning framework and the competencies of home economics as a practical subject, and to scrutinize how to help individual students develop their overall competencies and be prepared for the future.

A Study on Estimating Route Travel Time Using Collected Data of Bus Information System (버스정보시스템(BIS) 수집자료를 이용한 경로통행시간 추정)

  • Recently the demands for traffic information tend to increase, and travel time might one of the most important traffic information. To effectively estimate exact travel time, highly reliable traffic data collection is required. BIS(Bus Information System) data would be useful for the estimation of the route travel time because BIS is collecting data for the bus travel time on the main road of the city on real-time basis. Traditionally use of BIS data has been limited to the realm of bus operating but it has not been used for a variety of traffic categories. Therefore, this study estimates a route travel time on road networks in urban areas on the basis of real-time data of BIS and then eventually constructs regression models. These models use an explanatory variable that corresponds to bus travel time excluding service time at the bus stop. The results show that the coefficient of determination for the constructed regression model is more than 0.950. As a result of T-test performance with assistance from collected data and estimated model values, it is likely that the model is statistically significant with a confidence level of 95%. It is generally found that the estimation for the exact travel time on real-time basis is plausible if the BIS data is used.

Preference and Service Satisfaction of Campsite Visitors - Focus on Wolaksan.Sokrisan National Park - (야영장 이용객의 선호요인과 이용 만족도 - 월악산.속리산국립공원을 중심으로 -)

  • The purpose of this study is to analyze visitor preferences and the degree of service satisfaction for campsites and investigate factors that influence visitor satisfaction so that the study may provide proper data needed to build and operate campsites. The results are as follows. 1. It was found that men use campsites more frequently than women. Campsites are most often used by those in their thirties, the highest percentage out of all the age groups. Relaxation proved to be the main purpose for using campsites. It was also found that usually 2 to 4 people use a campsite at a time, the highest percentage as well. 2. The factor-analysis of 13 items related to campsite satisfaction can be divided into facilities, psychological factors, the surrounding-environment and access. 3. It was found that the satisfaction of lavatories has the most influence in the facilities factor. The satisfaction on the intention to revisit has the most influence in the psychological factor. The landscape element has the most influence in regards to the surrounding-environment and the guidance and sign system has the most influence in the access factor. 4. It was found that the factors that most influence overall satisfaction are facilities factor, psychological factors and the surrounding environment, in that order.

  • ITS를 구성하는 서비스나 기능이 대부분 동적인 특성을 지니고 있어, 앞으로는 이를 효율적으로 뒷받침할 수 있는 공간데이터(Spatial Data)가 필요하다. 특히, 대부분의 ITS서비스와 기능이 정보의 신속한 전달을 위해서 유무선통신을 사용할 것이다. 또한, 최정 사용자서비스와 응용분야가 공간데이터라는 기본적인 정보를 공유하므로써 위치에 대한 정적·동적교통정보를 제공받게 된다. 정보사용자가 사용하는 공간데이터가 상이하다면, 정보의 공유가 이루어지지 않거나 정확하게 제공되지 않는 것은 자명한 사실이다. 이러한 이유는 정보사용자가 자신들의 정보수집, 정보전달, 정보분석 등의 목적에 적합한 공간데이터를 제작하여 유지하기 때문이다. 결과적으로 정보의 공유를 위해서는 상이한 공간데이터들 간에 동일한 교통정보를 공유하도록 하는 조작이나 방법이 필요하다. 서로 다른 원본으로 구성된 데이터를 통합하고 이를 ITS서비스와 기능을 위한 각 시스템에 적용하기 위해서는 서로 다른 수준을 가지고 있는 공간데이터(수치지도 데이터)의 해상도, 위치정확도, 속성정확도, 정밀도, 범위 등과 같은 문제들이 최종 응용시스템에 적용되어져야 하고, 이를 통해 공간적인 위치와 수치지도를 구성하는 각종 엔터티가 참조되어야 할 것이다. 이뿐 아니라, 향후 데이터 공유의 방법에 있어서도, 각종 무선통신의 발달과 인터넷과 같은 정보전달매체의 대중화가 이루어짐에 따라, 정보의 공유가 동시적으로 이루어질 것이다. 본 연구에서는 공공기관주도로 제작된 전국범위의 수치지도를 하여, ITS용 네트워크데이터구성을 위한 기능분석과 사양을 제시를 함으로써, 이에 대한 프로파일 개발한다. 정보공유를 위한 위치참조모델(LRM)과 프로파일을 ITS데이터에 적용함으로써, 위치참조모델의 기능과 적용성을 평가한다.키기 위한 향후의 연구과제를 제시한다.Si결정의 크기를 비교하였을 때 45$\mu\textrm{m}$ 이하의 분말을 섞어 압출하였을 때 가장 작은 초정 Si입자 크기를 얻음 을 볼 수 있었다. 주의 Fairfax County에 소재한 주간 고속도로 66번(I-66)과 인접 교통망의 교통자료를 사용하여 각종 돌발교통 혼잡 상황을 전제로 한 Traffic Simulation과 정보제공시나\리오를 INTEGRATION Model을 이용해 실행하였다. 그 결과 적응형 알고리즘이 개개인의 최단시간 경로를 제공하는 사용자 평형 경로안내전략에 비해 교통혼잡도와 정체시간의 체류정도에 따라 3%에서 10%까지 전체통행시간을 절약할 수 있다는 결론을 얻었다.출발참, 구성대외개방선면축심, 실현국제항선적함접화국내항반적전항, 형성다축심복사식항선망; 가강기장건설, 개피포동제이국제기장건설, 괄응포동개발경제발전적수요. 부화개시일은 각 5월 26일과 5월 22일이었다. 11. 6월 중순에 애벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. A Study on the Satisfaction Differences in Dockless Bike in Suwon City (스테이션 없는 공유자전거 이용 만족도 차이 분석연구(수원시 사례를 중심으로))

  • The city of Suwon has introduced a dockless bike for the first time in Korea. In this study, a questionnaire was conducted for citizens to suggest improvement through satisfaction analysis. As a result of the survey, 88 % of respondents awarded the presence of a bike, and 90 % answered positively in terms of bike policy; whereas mature civic ethics showed an low satisfaction. For the purpose of usage, approximately 75 % of users mainly used for commuting, business, shopping, and the connection with mass transit. In the result of the primary means of a trip, a private car was most preferred before operation; However, it was found that mode transition has been actively carried out. This suggests significant implications for implementing sustainable urbanism. Meanwhile, The level of satisfaction significantly differed in the field of payment method, charge, usage guidance and publicity by an occupation and age groups commonly. Satisfaction in bike maintenance was statistically differed by an occupation. Satisfaction in Rental-return and registration procedures showed differences by an age groups. The results of this study will contribute to establishment related policies and to more activate dockless shared bike.

Development of Simulator for Rockfall and Landslide using Physical Engine (물리엔진을 사용한 낙석 및 산사태 시뮬레이터 개발)

  • This paper describes a development of system that enables the user to simulate the rockfall and landslide from slopes using physical engine. Until now, it will not be able to accomplish the virtual experiment of three-dimensional interpretation about slope informations, stability evaluation, the rockfall and landslide simulation, etc., because of absence of three-dimensional simulation systems which relates with slopes. With like that reason, this paper developed a simulator which is identical or similar the rockfall and the landslide where the possibility which will occur or occurred from actuality is high very actual condition from virtual experiment. For a simulator development, this paper uses the physical engine which is mainly used from computer game and animation development etc., And it will be show the process where the rockfall and landslide occurs with simulator. This simulator which sees the process where the rockfall and the landslide occur from three-dimension computer graphics theory and the physical engine, is a system which is the possibility of showing actual feeling. Therefore, the result of this paper is applied in vehicle travelling guidance system and intelligence traffic systematic etc., because of creates visual service and three-dimensional application of the slope information database which is developed in existing, and will be able to forecast the upgrade of user benefit planning and a service.

  • This paper introduces symbols from Ghana, the 'Adinkra', and expands upon the concepts associated with it. In other words, the world view, values and scalability that appear to form philosophical thoughts in everyday life. 'Adinkra' are symbols from Ghana in West Africa. Adinkra means 'goodbye' or 'farewell'. There are some 400 Adinkra symbols, but the meanings of the symbols have been lost. The first book on Adinkra is 'The Adinkra Dictionary' (1998) by W. Bruce Willis. Adinkra is related to the Ghanaian culture, and represents concepts such as philosophical ideology, history, historical figures, myths, legends, animals, plants, etc. In the old days, because of its meaning-'goodbye' or 'farewell'-Adinkra was generally used for funerals. But today, Adinkra is utilized in a full range of cultural events and activities. Each of the 'Adinkra' has various meanings. According to Willis, Adinkra is ever-evolving and constantly expanding. As a matter of fact, Adinkra continues to expand, evolve and develop. Nevertheless, no books have been published on Adinkra since Bruce Willis (5 May 2016 to the present). Adinkra provides insights into the rich philosophical, educational, and historical significance of Africa. Therefore, Adinkra requires evolution, expansion, and research. In this study, we will examine the Adinkra, divided into four categories. The first is related to God and the powers, the second is related to moral education. The third symbolizes 'love' and 'friendship'. and lastly, the fourth is 'life' and 'death'.
