  • A notable recent change in Korean social service delivery is adopting voucher system. A significant portion of foreign literature suggests that the structure of service provision is critical to enhance consumer choice in voucher-based social service delivery system. As domestic research on voucher operation system is very limited, little is known about voucher-based social service provision structure and operating system. Given these limitations in the domestic literature, this study aims to examine the status and effectiveness of voucher-based system with specific focuses on the provision structure of early intervention service for children at the risk of ADHD. Data were collected from 194 service providers across the nation. Based on Cave's analytic paradigm on voucher operating system, data analyses were done to examine (1) the influence of adopting voucher system on service provision system and (2) whether consumer choice has been increased or not. The results indicated that (1) adopting voucher have brought into diversification of service providers, but (2) consumer choice is still limited. Based on these results, future directions for voucher-related policy were discussed.

  • Family caregiving to the elderly is one of the most important social issues in recent Korea. Among various kinds of family caregivers, spouse caregivers particularly constitute a special group, generally characterized by continuous intimate association with the care recipients at many levels and by special commitments and responsibilities associated with the marriage bond. And the number of spouse caregiver is expected to increase in the future. Moreover, since a conjugal relation is consisted of husband and wife, their caregiving experiences and caregiving burden may vary by gender. Thus, the present study was to examine the effect of caregiving experience, especially caregiving motivation and social support focusing on the gender differences. We analysed 「2001 Survey of Care-giving Status and welfare Needs of Older Persons in Korea」 data by performing descriptive statistics, t-test and logistic regression. As a result, we found that the husband was likely to feel more burden when he started caregiving because of few alternatives. For wife caregivers, the less awareness of social support they had, the more possibility of economic burden they felt. With these results, we suggest the necessity of having gender-sensitive perspective in research and policy making for caregivers.

  • Results of the analysis have revealed that the students were basically divided into three groups depending on goodness-of-fit index and latent class division factor. Type 1 was regarded as a low dependence group (50.1%) with all low indexes while Type 2 was classified as a high dependence group (10.7%) with all high indexes. As for Type 3, it was titled intermediate dependence group (39.2%) for the indexes showed a low-to-moderate movement. A multinomial logistic regression analysis was carried out to forecast smart phone dependence characteristics and as a consequence, when the high dependence group was compared to the intermediate dependence group, as self-esteem and peer attachment increased and deceased respectively, a chance of one being classified into the intermediate dependence group rose. In an investigation to compare the high dependence group with the low dependence group, it was confirmed that the greater the self-esteem, the shorter the peer socializing time, the lower the neglect degree and the lower the peer attachment, a chance for one belonging to the low dependence group increased. This study also offered implications, limits and directions in follow-up research.

  • The purpose of this research is to examine the effects of family social capital and community social capital on how successfully children adapt to school. Utilizing the second year data from the 1st year of middle school panel found in the 2010 Korea Children and Youth Panel Survey, descriptive statistical analysis, correlation analysis, and hierarchical linear model analysis were conducted successively on 2,056 second-year middle school students living in 93 communities. The data produced was used to determine what degree of influence family social capital and community social capital exert on the ability of children to successfully adapt to school. First, 6.1% of the variables relating to school adaptation were explained by differences among communities, and the remaining 93.3% were explained by differences among individuals. Second, the examination of the effects of family social capital showed that students who experienced lower rates of neglect also experienced less abuse, had parents who were more interested in and better informed about their lives, and better adapted to school. Third, the examination of the effects of community social capital showed that the higher the community spirit the communities had, the better the young students in the communities adapted to school. Fourth, when the effects of family social capital and community social capital were examined in conjunction with each other, it was found that the less neglect the students experienced, the less abuse the students experienced, the greater the interest their parents had in their close friends, the better they themselves adapted to school. In relation to community social capital, the level of community spirit was still found to exert positive effects on the ability of young students to successfully adapt to school.

  • The purpose of this study is to compare and analyze the factors influencing happiness between the baby boom generation and the elderly generation, and to clarify the difference in the factors affecting happiness in old age. Thus, using the data of the '2019 Seoul Survey Urban Policy Indicators Survey', a total of 15,451 people including 7,831 baby boomers (born 1955-1963) and 7,620 seniors (born before 1954) were sampled. Through regression analysis, we analyzed what factors affect happiness. As a result of the analysis, family relations were the most influential factor of happiness in both groups, but next, satisfaction through participation in leisure activities for baby boomers and economic support for elderly generations had a great influence on happiness. In addition, the degree of participation in SNS, which has no effect on the baby boom generation, is a significant factor influencing happiness for the elderly, showing that participation in the digital environment is important to the elderly. In the results of this study, it was suggested that the baby boom generation and the elderly generation are significantly different in terms of group characteristics, and therefore their social needs for the pursuit of happiness in their old age should be approached differently.

  • The purpose of this study is to explore and describe of the reality of working poor in Korea. In spite of the increasing attention to the working poor, usual definitions of the working poor have some measurement questions. The definition of the working poor should focus on the key dimensions of work and poverty. This study defines working poor as all "persons who have devoted prior 6 months to working or looking for work and who lived in families with incomes below the poverty threshold". This study also defines poverty threshold based on the both concept of absolute and relative poverty. According to this definition, the working poor are almost equally divided between men and women and the majority of them are of prime working age. These characteristics of working poor are seems to be quite different from common sense. Also, serious deficiencies of human capital contribute to the employment problems of the working poor. Their education levels are much less than those of the working non-poor. The distributions of the employment status, occupation, and industry show also that the working poor are highly concentrated in a few low-wage jobs.
