A Study on the Solid Waste Collection Districting and Vehicle Routing-Scheduling for Waste Collection Using GIS (GIS를 이용한 생활폐기물의 수거권역설정과 수거차량의 순회경로계획에 관한 연구)

  • Solid waste collection service is viewed as one of the most important public services in urban area. The purpose of this study is to apply the GIS based regional partitioning and arc routing methods for solid waste collection districting and vehicle routing-scheduling in order to provide waste collection service more efficiently. In this study, solid waste deposit sites are derived from the centroid of each building and the amount of solid waste is deduced based on the number of households and establishments. The regional partitioning procedure is performed based on waste collection zones which are constructed from waste deposit sites. The result of this study shows that solid waste collection districts which are delineated by regional partitioning method are able to increase efficiencies and cut costs in performing solid waste collection services. Also the output of vehicle-scheduling from the analysis of arc routing may provide more efficiently and quickly manage the scheduling of the residential solid waste collection routes, reducing costs with minimal deadheading costs. Therefore, the application of GIS based on regional partitioning and arc routing methods would be very useful to construct a solid waste management system by supplying the important and flexible informations for solid waste collection districts and vehicle routing-scheduling for waste collection.

  • 우리나라 폐기물 발생량은 1991년도까지는 연평균 8%의 증가를 보였으나 1992년 이후부터는 조금씩 감소하는 추세를 나타냈다. 폐기물 발생량의 감소요인은 배출원에서의 원천적인 감량화 노력과 함께 종량제 신시에 따른 쓰레기 분리수거 및 재활용율 제고 등에 따른 것이며, 특히 음식물 쓰레기 및 연탄재발생량의 감소가 크게 나타났다. 그러나 산업활동의 증가로 사업장 폐기물과 건축폐기물은 급증하는 추세를 보이고 있다. (중략)

The Impact of Unit Pricing System on the Demand for Solid Waste Disposal, Food Waste Disposal, and Recyclables (종량제 가격이 생활폐기물, 음식물쓰레기, 재활용품 수거서비스 수요에 미치는 영향)

  • This paper investigates the impact of an increase in unit price of solid waste collection on demand for alternative solid waste disposal types. I control for other variables affecting the demand and employ both community and time fixed effects models in the estimation of each reduced-form demand functions. Estimation results show that an increase in unit price reduces the demand for garbage bag collection services of non-food solid wastes while it increases the demand for food wastes and source-separated recyclables. These results imply that reduction in the demand for non-food solid wastes collection is mainly achieved by increasing the amount of recyclables and food wastes collected. However, it appears that an increase in unit price increases the total amount of solid wastes generated. This suggests that price incentive effects are offset by the decrease in source-reduction efforts because of feedback effects resulting from the increase in recycling, food waste separation, and illegal disposal of wastes.

  • 국내에서 악취와 관련된 연구는 대부분 표본채취 분석 등 실태 파악 수준에 머물러 있으며, 악취원의 주변지역 기여도 분석 등에 관한 연구는 거의 없다. 특히, 악취물질의 배출계수 개발 부분과 배출원 inventory와 관련된 내용은 거의 없거나 매우 초기단계이다. 생활악취시설 중 쓰레기 매립장, 소각장, 하수종말처리장, 위생처리장, 음식물쓰레기처리공장(퇴비화, 사료화 등) 등의 환경기초시설은 주로 주민의 생활주변에 산재되어 있는 시설로서, 이들로부터 발생되는 악취물질은 관리상태(기기의 실태 및 관리), 기상조건(온도, 습도, 바람장 등), 발생원의 특성(매립장의 형식, 규모, 사용기간 등)에 따라 크게 달라진다.   • Today many people are greatly interested in the environment. Especially increasing affluent of food causes a great amount of food waste. To handle this effectively, we now have a lot of problems of disposing garbage all over the world. In Korea, in order to reduce this garbage, we should use a standard plastic garbage bag in which we have to throw away our garbage. So it has an effect on significantly reducing the waste amount every year. Now, there are a lot of cases that residents use several times a standard plastic garbage bag. The purpose of this study is to develop the recognition device preventing the re-cycling of a standard plastic garbage bag. As a result, we obtain 1% error rate.

Generation of Food Waste from Different Sources and Its Composting Measures at the Apartment Complex (배출원별 음식물 쓰레기 발생 특성 및 아파트 단지에서의 퇴비화 방안 (대전 및 충청남도 지역을 중심으로))

  • This study was carried out to investigate the typical composition of food waste from municipal solid wastes (MSW) and unit food waste generation rates from different sources in the model cities and to study the food waste management system from unit household to composting facilities. The annual average food waste composition of MSW was determined as 49% in Taejon and 52% in Chungnam Province, respectively. No big difference in food waste composition was found among the different sources. Since the paper waste generally occupied the half of food waste, over 75% of MSW was found to be compostable or biodegradable. Per capita food waste generation rate, 200~250g/capita day was determined by the direct measurement from 32 households, while 380g/capita day for Chungnam Province and 400 g/capita day for Taejon were estimated by the load count analysis In the sanitary landfills. This difference means people contribute generating food waste at outside house approximately twice as much as that at inside house. Per capita food waste generation rates from several sources were determined as follows; 166~215g/capita day at municipalities, 400g/visitor day at a first class hotel, 170g/student day at a university restaurant. Food waste generation from restaurant was strongly dependant upon it's level or quality; 670g/capita day at the high level restaurant, 190g/capita day at the middle class and 60 g/capita day at the lower class restaurant. The food waste reduction rate in a In situ fermentor showed 30~40g/kg day.

A Study on Anaerobic Treatment and Energy Recovery Technology of Food Waste by Using Hybrid Anaerobic Reactor (Hybrid Anaerobic Reactor를 이용한 음식물쓰레기의 혐기성처리 및 에너지 회수에 관한 연구)

  • The total production of food waste was about 11,398ton/day('03) in Korea. Also, food waste was treated by landfill, incineration, reuse and anaerobic digestion. The method of food waste treatment depended primarily on landfill. However, the method of landfill causing social problems was prevented to treat food waste in the first of January 2005.12) Thus, anaerobic digestion is an important method to treat food waste because of possibility of energy recovery as methane gas. In this study, the possibility of food waste treatment containing high organic material and low pH in the one stage anaerobic reactor to save cost and time and energy recovery using $CH_{4}$ gas by the hybrid anaerobic reactor (HAR) was measured. The HAR was designed by combing the merits of the anaerobic filter (AF) to minimize the microorganism shock when food waste of very low pH was injected and up-flow anaerobic sludge blanket (UASB) to prevent from plugging and channeling phenomena by large suspended solids when semi solids were injected. Granule was packed in the section of HAR. The purpose of the BMP experiment was to measure the amount of methane generated when organic material was resolved under anaerobic conditions, to grasp bio resolution of organic material. Total accumulated methane production per VS amount was $0.471(m^{3}/\cal{kg}\;VS)$. So, the value was about $81.2\%$ of theoretical methane production which was $0.58(m^{3}/\cal{kg}\;VS)$ by elementary analysis and organic matter removal velocity (K) was $0.18(d^{-1})$. From these results, food waste was treated by anaerobic treatment. From this study, $CH_{4}$ generation from food waste (11,398 ton/day) could be estimated. By using an energy conversion factor of Braun's study, $5.97KWh/m^{3}\;CH4,\;60\%\;of\;CH_{4}$ gas generation, the amount of total energy producing food waste is to 6,727MWh/day. It could be confirmed that energy recovery using $CH_{4}$ gas was possible. Above these results, food waste containing organic matters of high concentration could be treated in HRT 30 days under an anaerobic condition, using the hybrid anaerobic reactor and reuse of $CH_{4}$ gas was possible.

  • Under the government's principle of paying for emissions, the RFID-based pay-as-you-go system, which charges fees in proportion to emissions, was fully implemented in 2012. As of the end of 2018, the penetration rate is about 40% based on 149 local governments and multi-family apartments nationwide. The introduction of equipment showed a reduction effect of about 20-30%. Problems with existing equipment also began to appear. This study tried to improve by applying and integrating the existing technologies to solve the fundamental problems of these inlets. In other words, the plan is to improve the environment around the food waste meter by changing the design so that the hopper goes deep into the food waste bin inside the food waste meter so that the food waste becomes full and is designed smoothly when replacing the collection container.

Establishment of Database and Distribution Maps for Biomass Resources (바이오매스 자원 DB 구축과 분포도 작성)

  • This study was carried out to understand the national and regional distribution of the biomass resources produced in Korea annually via establishing database (DB) and distribution maps of biomass resources data including as livestock manures, food wastes and agricultural by-product. The information of the annual production of each biomass resources was obtained from Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF), Ministry of Environment (MOE) and National Statistical Office (NSO). Based on biomass resources data, we established database architecture table about livestock manures and food wastes. The distribution maps for the total amount of manures produced from each livestock animal were built up in both national and regional scales and used for analysis of the space-based and time-based distribution of the manure resources. Distribution maps for food wastes and agricultural by-product were also produced, respectively. It was shown that the analysis through resource mapping can be used to identify the sources of collectable biomass feasibly determining suitable region for establishment of a biomass-energy production. The biomass distribution maps graphically provide the information regarding biomass resources to policy-makers, farmers, general users and it was expected to be utilized for policy-making of environmental-friendly agriculture and bio-energy.
