The purpose of this study is to develop a standardized learning model for a free-learning semester, and to provide a practical framework of its curriculum. This paper is a state-funded study to design an instructional model for the free-learning semester. Instructional models that have been implemented in the practical school were constructed through collecting opinions from school teachers. The instructional model for a free-learning semester in this current study is a modification of the existing learning model into the Learning (Meaningful reception learning)-Practice-Production stage. These are designed to reflect the UNESCO proposals that emphasize knowledge, skills, and character, respectively. It is not easy to construct the instructional model for the free-learning semester activities. A three-step strategy that encompasses the UNESCO proposals will be a useful framework for teachers to systematically design and implement free-learning semester teaching.

This study indicates direction on establishment of the operational plan for disaster mitigation and its implementation for maintaining business continuity of the local company of the first step, and seeks plans for maintaining their continuity through the establishment of early counter system constructed for achieving lasting safe at the any disaster. For achieving it, we investigated the standard of disaster management selected by the government called "Incident Preparedness and Operational Continuity Plan" Guideline, and investigated a guideline to be easily applied to domestic companies. And, we also studied on how to build the operational plan of disaster mitigation and apply IT techniques to A corporation. Especially, this study indicates the models of establishment of risk assessment, impact analysis, prevention and mitigation plan, response management plan for the establishment of plan among 5 main steps on "Incident Preparedness and Operational Continuity Management" Guideline. We devised the plan to activate the disaster mitigation activity throughout the country. It shows the skills to be prepared to upgrade the level of disaster response in this study.

우리나라는 지역별 및 유역별로 강수량의 편차가 심하고 홍수기에 강수량이 편중되어 내리는 특징을 가지고 있다. 최근 몇 년간 발생한 이상기후에 의해 연평균 강수량이 크게 감소하였고 이는 겨울철에서 봄까지 용수이용에 많은 어려움을 주었다. 연중 안정적으로 물을 공급하기 위해서는 대량의 물을 저장할 수 있는 대규모 저수시설이 필요하지만 사회 환경적인 이견대립으로 이를 실행하기란 쉽지 않다. 따라서 구조적인 대책이전에 지역 및 유역의 특성을 고려한 실행단위의 수자원계획 수립과 평가할 수 있는 기반이 요구된다. 현재 국가 수자원의 안정적인 확보와 하천의 효율적 이용 개발 및 보전을 목적으로 수립되고 있는 수자원장기종합계획은 국가의 수자원정책을 반영하고 있으나 하천의 건천화, 수질부문에 대한 검토가 미비하고 수자원과 관련된 하위단위의 실행계획과 연계가 미흡한 실정이다. 국외의 수자원관리는 안정적이고 효율적인 수자원관리를 위해 통합관리체계를 도입하고 있으며 이에 하위관리단위인 유역단위에서 물과 관련된 많은 부분을 고려하여 통합관리를 위한 지침을 마련하고 있다. 지속적이고 안정적인 수자원 확보와 효율적인 이용을 위해 수자원 관리정책과 제도적인 틀을 마련하여 국가 및 지역의 수자원개발 및 이용계획을 지원하고 있다. 이러한 변화는 지금의 수자원이 미래에 사회 경제적으로 상당히 중요한 가치를 가진다는 것을 의미한다. 본 연구에서는 국내의 기 수립된 수자원계획과 국외의 수자원정책적인 부분을 살피고 국가차원의 수자원 관리를 지원할 수 있는 지역(유역관리)단위 계획수립과 이를 지속적으로 이끌어 갈 수 있는 중앙 정부, 지방정부, 시민단체 등과 같은 지역거버넌스의 협력적 관계조성을 기반으로 세부적인 부분에서 출발하는 수자원관리계획에 대한 필요성을 제시하였다.

최근 소프트웨어 사용자의 요구사항이 빠르게 변화하고 있으며, 그에 따른 소프트웨어 규모도 커지고 있다. 소프트웨어 개발 업체들은 적은 개발비용으로 사용자의 기대를 만족시키는 고품질의 소프트웨어를 단기간에 출시하고자 많은 노력을 기울이고 있으며, 소프트웨어 제품과 프로세스들에 대해서 제언하고 예측할 수 있는 능력을 확보하고자 노력하고 있다. SPICE 모델에 따른 소프트웨어 프로세스 개선은 소프트웨어 개발 업체의 개발 및 관리 문제점을 해결하는데 사용되고 있으나 개선을 위한 지침의 부족으로 개선 실행에 어려움을 보이고 있다. 이어 본 논문에서는 SPICE 모델에 따른 소프트웨어 프로세스 심사 결과의 개선 항목을 잠재적인 결함으로 간주하고, GQM 방법론에 의해서 소프트웨어 프로세스 개선을 수행함으로써 조직의 비전과 목표 프로세스 능력을 달성할 수 있도록 제안한다. 또한, 결함 제거를 위한 트리거를 구축하고, 개선 사항과 타 프로세스와의 연관성을 분석하여 효과적인 프로세스 개선을 유도하고자 한다.

본 논문은 고속선에 사용 중인 UM71-C 궤도회로에 대한 전기적인 특성에 관한 시뮬레이션 실행결과를 나타낸다. 고속선 운행선상의 샘플개소를 선정하여 환경에 따른 선로정수를 구하고 전송라인의 특성임피던스와 전파정수를 반영시켜 레일전압과 전류에 대한 시뮬레이션을 수행하였으며, 차상검측시스템에서 측정되어진 검측데이터 파형과 비교하였다. 이러한 모델링 작업은 궤도회로 구성요소의 기능저하를 사전 예측하여 열차의 안전운행을 확보하기 위한 기초자료로 사용되어 질 수 있으며, 또한 차상검측시스템에서 얻어진 검측데이터와의 비교를 통해 유지보수에 활용 가능한 활용지침 및 분석기준을 작성하기 위해 필요하다.

온실가스 에너지 목표관리 등의 운영 지침 제 54조(품질관리 및 품질보증)에 따라 관리업체는 온실가스 배출량 등의 산정에 대한 정확도 향상을 위해 활동자료 수집, 배출량 산정, 불확도 관리, 정보 보관 및 배출량 보고에 대한 품질관리 활동을 수행하고, 자료의 품질을 지속적으로 개선하는 체제를 갖추는 등 배출량 산정 보고의 정확성과 객관성을 향상시키기 위한 QC/QA 활동을 수행하여야 한다. 본 연구에서는 관리업체가 산정 보고 원칙을 실천함으로써 신뢰할 수 있는 보고서를 작성할 수 있도록 지원하기 위하여 경영진의 검토 및 내부감사, 정보기술(IT) 및 기업 보고를 책임지는 조직 내의 기능을 효율적으로 수행할 수 있는 QC/QA 활동 체계를 구축 하고자 한다. 따라서 체계적인 활동을 할 수 있는 품질시스템을 제시하고 이에 대한 실행방안을 제시하고자 한다.

Although digitization contributes to the conservation and preservation of cultural heritage resources, detailing the necessary techniques is a lack of standardization in existing digital repositories. The purpose of this paper is to present practical strategies to illustrate technical details of imaging processes and metadata description with examples. This paper also provides important management issues related to digitization management for project managers and practitioners.

The considerable numbers of accidents have been occurred in railway industrials due to human errors by the railway operators, and we recognised that the design of work and the working environment influence the way people behavior. Human factors are a significant contribute to the occurrence of incidents, and that safety education and training guideline need to be designed to railway safety. In order to develop the education and training program guideline for railway operators, we performed investigation not only existing internal training programs and external railway and other industrial's training programs but also education engineering theory and expert interview. As a result we make up guideline to education and training program. The guideline are composed 10 section.

모바일 단말기는 단순한 통화위주의 기기에서 애플리케이션을 실행하는 스마트폰으로 변화하고 있으며, 가입자도 1000 만명을 넘어섰다. 기존의 모바일 단말기가 제조사의 단말기에 탑재한 어플리케이션만을 사용하는 것과는 다르게, 스마트폰에서는 다양한 앱을 사용할 수 있다. 2011 년 애플사가 발표한 iOS 용 앱은 이미 425,000 개 이상이다. 하지만 앱스토어들마다 자체적으로 정의한 리뷰지침이 있지만 일반적으로 적용할 수 있는 품질특성이 정의되지는 않았다. 본 논문에서는 소프트웨어 품질 관련 표준에 기반한 품질특성과 평가항목을 도출한다.

건설재난을 줄이기 위한 정부의 노력에도 불구하고 건설기술진흥법의 안전관리비가 실제 현장을 반영하지 못한다는 지적이 제기돼 왔다. 따라서 건설사고 예방을 위한 가장 근본적인 대책으로 삼을 수 있는 안전관리비의 적절한 가이드라인을 연구할 필요가 있다. 또한 합리적인 안전 관리 비용을 확보하기 위해서는 적절한 비율을 계산하는 것이 중요하다. 따라서 본 연구에서는 안전관리비 실행계획에 따른 공사비 및 유형별로 적정 안전관리비율을 제시하였으며, 그 비율은 산업안전보건관리비의 10분의 1로 분석된다. 본 연구결과는 적정 공정등급제 개선 및 시범사업 추진에 대한 지침이 될 것이다.
