  • Many ships' collision accidents occur due to unlawful action at sea. And also at shore traffic, many car collision accidents occur due to unlawful action. Therefore In this study we analyzes actual collision accidents at sea with the regards of liability. and search and analyze similar car collision accidents at shore traffic to compare it with the ship collision. In result, this study suggests the liabilities of the two different types accidents are needed to change more reasonable liability apportionment.

생체신호를 이용한 도선접안 중 스트레스 발생 요인 분석

  • 스트레스는 스트레스 요인에 반응하는 신체와 정신의 변화과정으로, 외부의 자극을 받으면 혈압, 심박동수, 호흡수가 증가하게 된다. 이러한 생체신호로 인간의 스트레스 요인을 측정할 수 있다. 본 연구에서는 선박조종시뮬레이션을 이용해 예비(견습)도선사가 도선접안 중 체감하는 스트레스의 정도와 특성을 생체신호 변화를 활용하여 실증적으로 분석하였다. 선박조종시뮬레이션에서 추출한 엔진 사용량, 타각 사용량, 속력 및 예선 사용량과 스트레스 분석을 위해 Heart BPM, SDNN, RMSSD의 3가지 심박변이도 파리미터의 상관관계를 분석하였다. 분석결과, 6회 중 4회의 시뮬레이션에서 Heart BPM은 지속적으로 상승하고 SDNN은 하강하여 시간에 따라 스트레스가 상승하는 것으로 분석되었다. 특히 예선 사용시점에서 변화의 폭이 큰 것을 확인하였다. RMSSD는 단기주기(1분간격) 측정 파라메터로 실험자가 느끼는 순간의 위험에 따라 그래프 변화폭이 심한 것으로 분석되었다. 전체적으로 엔진, 타각, 예선의 사용시점에 따라 큰 변화를 보였으며, 실험자들의 선박운용 행위에 따라 생체신호 변화를 보였다고 사료된다. 분석결과를 바탕으로 도선사에게 스트레스를 미치는 요소를 판별하여 도선접안 중 스트레스가 높아지는 순간에 인적사고를 예방할 수 있는 시스템적 보완을 마련하고자 한다.

  • Since the marine accidents increase with the increased volume of traffic, preventive surveillance technology for safety navigation of the ships before the accident is being emphasized to secure the safety at sea along with post-accident measures. This paper aims to suggest a design based on an integrated safety management platform systems to support nautical safety, implements of bridge operation terminal equipments and alarm system for bridge watch monitoring and abnormal state of navigation/propulsion/machinery/power, and performs a quality evaluation for the actual boarding on the ship based on the classification standards.

A Study on Business Feasibility for Marine Leisure Ships (해양레저선박에 대한 사업 타당성 분석 연구)

  • In order to improve the accessibility to the island through marine leisure ships, it is necessary to evaluate objective business feasibility of the ship's operation. In this study, costs and income were estimated based on the operating expenses and freight standards of similar marine leisure ships in operation, and based on this, the feasibility of the project was empirically analyzed through B/C analysis, NPV, and IRR. In addition, sensitivity analysis was performed for various variables to understand the requirements for securing minimum economic feasibility. As a result of the study, in case of new building ship, the B/C ratio was estimated to be 1.042, NPV was estimated to be KRW 1.93 billion, and IRR was estimated to be 2.1% which means that profitability was secured.

A Ship-Valuation Model Based on Monte Carlo Simulation (몬테카를로 시뮬레이션방법을 이용한 선박가치 평가)

  • This study utilizes Monte Carlo simulation to forecast the time charter rate of vessels, the three-month Libor interest rate, and the ship demolition price, to mitigate future uncertainties involving these factors. The simulation was performed 10,000 times to obtain an exact result. For the empirical analysis - based on considerations in ordering ships in 2010-a comparison between the Monte Carlo simulation-based stochastic discounted cash flow (DCF) method and traditional DCF methods was made. The analysis revealed that the net present value obtained through Monte Carlo simulation was lower than that obtained via regular DCF methods, alerting the owners to risks and preventing them from placing injudicious orders for ships. This research has implications in reducing the uncertainties that future shipping markets face, through the use of a stochastic DCF approach with relevant variables and probability methods.

  • Current operating system and passenger satisfaction level of remote island route are examined in this study. A large quantity of survey was conducted among remote island route passengers and the result was examined in depth The survey result slightly exceeded average effectiveness rating; 2.8 based on a five-point scale was obtained. The survey shows that the service satisfaction level is not very high When long term remote island route development plan is established, a support from the government is expected for survey result to reflect on the development plan.

  • According to the government's roadmap for revitalizing the hydrogen economy, various industries carry out projects using liquefied hydrogen as an energy source. However, safety standards necessary for operational demonstration projects are not prepared in Korea, thus, it is necessary to prepare safety standards as soon as possible. Therefore, in order to secure the safety of liquefied hydrogen instrumentation and handling facilities, it is necessary to prepare safety standards that comprehensively consider the risk of liquefied hydrogen. This study aims to prioritize safety standard items using ETA, FMEA, and AHP, which are risk assessment techniques, to present the feasibility of selecting safety standard items.

  • IMO(International Maritime Organization) is existed the movement for revising ISM Code so that the maintenance history and the trouble information given trading in a ship can be transferred. An empirical analysis was made on the influence that will have upon shipping industry through surveying on the recognition on ISM Code revision in employees of the relevant field and on the expected problems given being amended ISM Code as the above. In conclusion, the positive effect is judged to be more in the aspect of ship safety, which is the aim of ISM Code, rather than the negative effect, which may take place given being revised ISM Code. In other words, the clean market can be formed through this because fairness is maintained on both sides given trading in a ship by which opening the maintenance record and the trouble history is applied equally to a buyer and a seller. Ships can be reduced a loss of time and cost in preventing similar problems and seeking solution that may appear in important equipments, through this maintenance record. Also, based on these materials, it comes to be available for analyzing a risk of ship and preventing and managing a risk, thereby being increased ability of maintenance and repair in a ship, resulting in being judged to likely contributing to ship safety and environmental-pollution prevention.

  • In order to mitigate the overcapacity of Busan port, Busan new port has been developed as transshipment port which is capable of handling 8,000 TEU containership. Generally, design of transshipment port has to reflect the capacity of feeder because both mother vessels and feeders enter the planned port at the same time. However, the existing plan of Busan new port capacity needs to be reexamined since the adopted capacity of each berth at new port, 300,000 TEU, does not seem to be enough to handle both mother vessels and feeders. Therefore, in this study we calculated the required number of berth and berth length by considering cargo handling capacity in terms of the ship size and this study makes some implications in relation with the terminal development plan.
