This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.
Of the many factors that affect the clinical outcomes of orthopedic surgery, the surgical procedure is the most important. Robotics have been developed to perform the surgical procedures more accurately and consistently. Robotic surgical procedures in the orthopedic field were developed 20 years ago. Some designs of surgical robots have disappeared due to practical problems and complications, and an another design of surgical robots is emerging. To date, the use of robot surgery in arthroplasty is still controversial in terms of the clinical outcomes, practicality, and cost-effectiveness, even though it has been reported to be effective in the alignment and positioning of components in the field of artificial joints. Early robotic surgery was based mainly on active robot surgery according to the scheduled operation without the intervention of the operator. Recently the semi-active system of robotic surgery has been introduced. In a semi-active system, the robot constrains the surgeon to a haptic boundary defined by the computer based on the 3-dimensional imaging preoperative plan, and the operator can change the preoperative plan through real-time feedback during operation.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.
This article has examined the international transmission of returns among S&P500, Nikkei225 and SENSEX stock index cash markets using the daily closing prices covered from January 4, 2002 to February 6, 2009. For this purpose we employed dynamic time series models such as the Granger causality analysis and variance decomposition analysis based on VAR model. The main empirical results are as follows; First, according to Granger causality tests we find that S&P500 stock index has a significant prediction power on the changes of SENSEX and Nikkei225 stock index market and vice versa. However, US stock market's influence is dominant to the other stock markets at a significant level statistically. Second, according to variance decomposition, SENSEX stock index is more sensitive to the movement of S&P500 than that of Nikkei225 stock index. These kinds of empirical results shows that the three stock markets are integrated over times and these results will be informative for the international investors to build the world-wide investment portfolio and risk management strategies, etc.

Purpose : The purpose of this study is to find out if it helps to improve static balance ability and weight bearing rate for chronic stroke patients with poor balance in clinical intervention through a method of correcting movement errors while performing a task by vibrotactile bio-feedback providing pressure information. Methods : Fifteen chronic stroke patients (12 male and 3 female) were participated in this study. To examine the effects of vibrotactile bio-feedback and general standing without bio-feedback on static balance ability and weight distribution symmetric index in all subjects randomized with R Studio. The static balance ability and weight distribution symmetric index of the participants was evaluated using a force plate. A paired t-test was used for comparison of each conditions. Statistical significance was set at α=0.05. Results : The comparisons of static balance ability and weight distribution symmetric index in chronic stroke patients after two different condition are as follows. In the static balance ability and weight distribution symmetric index, the vibrotactile feedback providing pressure information showed a significant difference compared to none feedback (p<.001). Conclusion : The vibrotactile bio-feedback providing pressure information in real time can support an improve in static balance ability, uniform weight bearing rehabilitation in chronic stroke patients. In the future, it is hoped that a follow-up study that provides a better direction of intervention compared to various feedback interventions commonly used in clinical practice.
In the study, to minimize the error on guided control of the KV (Kill Vehicle) and to secure the hit-to-kill performance, a position accuracy inspection for the DACS (Divert and Attitude Control System) actuation system was proposed. The accuracy performance of the DACS actuation system is one of the most important factors in the interception of ballistic missiles. In order to validate actuation control accuracy of DACS system, an inspection item was set for position accuracy, and the inspection system was designed for DACS pintle. To measure the absolute position value of the DACS pintle, an external measurement system was developed using laser displacement sensors. The inspection system was designed so that it can be compared with the actuation command in real time. The proposed position accuracy inspection system can be inspected not only in a DACS system but also in missile system level. The position accuracy inspection was performed using the designed inspection system, and analysis of the inspection result.

In order to respond to the complexity and uncertainty of water management due to the climate crisis, K-water established a digital twin water management platform based on our experience in operating ICT infrastructure such as hydrological data sensing and high-quality data management and water management capabilities. In this platform, data from related organizations and real-time observation data in the basin are displayed on 3D topographic domain. Also it is configured to support optimal decision-making through simulation for various situations, displaying and analyzing results, and feedback on them. It is completed to establish the platform for Sunjim river basin. Based on this technologies and experience, K-water is planning to expand this digital twin to 5 major rivers in Korea. Through this, it plans to build comprehensive decision-making system for efficient water management considering various conditions in entire basin. Also it aims to create a new water industrial ecosystem and contribute to secure technological competitiveness cooperating with private companies.
The purpose of study is to relieve the users' anxiety caused by the simplification of the easy money transfer service. With the development of technology, financial services are being simplified, but on the contrary, the chasm occurs. The study was conducted in two rounds. First, based on UTAUT, the perception of the service and the willingness to accept the technology were investigated through a questionnaire. Second, after presenting the tracking function of the remittance situation derived through the heuristic method, in-depth interviews were conducted on reliability and intention to continue using it. As the result, it was found that the clear feedback had a positive effect on relieving users' anxiety. It is expected that studies approaching the chasm from the point of view of design will be actively conducted.
This study aims to analyze exercise cases and issues using smart devices and technologies, and to present the development direction of a smart exercise environment suitable for the wellness life of active seniors with high activity and economic power unlike the existing silver generation. In the fitness industry, the subscription economy that regularly receives or uses necessary exercise tools, services, and digital content is expanding, and business models based on hardware sales and content subscription continue to emerge. In order to have value competitiveness as a platform that provides active seniors with integrated exercise services for health care, not only fitness centers, but also home training exercise equipment, fitness-related applications, and smart wearable device markets should be organically connected to form an expanded total platform. This study aims to analyze both the current utilization of e-learning in the scuba diving education sector and the possible improvements by using Delphi analysis. The study administered three rounds of Delphi surveys with 25 specialists, including business executives and educational leaders from scuba diving centers and resorts affiliated with organizations that conduct scuba diving education through e-learning. The comparative analysis of the state of e-learning utilization and factors for improvement revealed significant insights. In terms of expected benefits, the analysis highlighted an increase in user convenience, temporal flexibility in learning activities, and easy access to products. However, it identified major issues such as the simplistic mandatory exams, inadequate professional depth in the feedback provided, and a lack of bidirectional communication between learners and instructors. Recommendations for improvements included enhancing communication through various online communities, conducting mandatory exams offline, and developing a variety of content. Conducting regular program quality evaluations, integrating with various diving communities, and assigning dedicated tutors were deemed crucial factors for future development.
