This paper estimates the effect of minimum wages on new hiring of low wage workers from a time-series. The results indicate that minimum wages tend to reduce the new hiring of low wage workers, in particular, among women, less educated and older population. The strongly negative effect on new hiring suggests that the burden of reduced labor demand arising from higher minimum wages tend to fall mostly upon the unprotected low-wage job searchers due to the short-term rigidity of employment adjustment among the existing workers.

통신기술의 급속한 발전으로 네트워크 환경이 광대역통합망으로 진화되어가고 있다. 이로 인해 개별 네트워크에서 운영되던 IT서비스들 또한 광대역통합망 환경에서 빠른 속도로 융합되고 있다. 하지만, 개별 네트워크에서 운영되던 기존의 IT서비스들이 광대역통합망에서 서로 융합되어 신규 IT 서비스를 생성하는 과정에서 보안요소가 적용되지 않을 경우에 신규 IT서비스의 안정성 및 신뢰성이 떨어질 수 있다. 이러한 문제점을 해결하기 위해서, 본 논문에서는 신규 IT 서비스의 기반구축 및 운영이전인 서비스에 대한 기획 및 설계시에 필수적인 보안대책 제시하여 서비스 운영이전에 보안대책을 적용할 수 있도록 함으로써, 신규 IT 서비스의 안정성과 신뢰성을 확보할 수 있는 방법으로 정보보호사전평가 모델을 설명한다.

국가단위로 구축예정인 신규 IT인프라의 계획 및 설계 단계에서 신규 IT인프라에 잠재하는 위험도를 사전에 종합적으로 분석하기 위하여 현재까지는 위험분석 이론이 사용되고 있으나 여러 가지 적용상 한계점이 지적되고 있다. 본 연구는 이와 관련하여 신규 IT인프라의 위험도를 일정 단위의 등급으로 분류하여 정부기관, 서비스 제공자, 서비스 수요자가 정확하게 인지하고 대응할 수 있도록 하기 위하여 신규 IT인프라에 대한 위험수준 등급화 모델의 필요성을 제시하는 것이 목적이다.

This study aims to clarify current situation of transportation flow and determine to demand forecasting in new route between Korea and Mongolia. By follows the mongolia government information, there will be open 5 new routes in nearest 10 years. Thus, this study purpose is determining the efficiency way by consider time and cost factors for new route between Korea and Mongolia.

원전 화재 PSA에서 화재 초기사건발생빈도는 전체 노심손상빈도에 직접 비례하여 영향을 주기 때문에 중요한 요소이다. 미국 NRC는 EPRI와의 공동연구를 통하여 원전 화재 PSA의 신규 방법론(NUREG/CR-6850)을 개발하였고, 미국 원전사업자들은 신규 방법론을 적용하여 화재 PSA를 수행하고 있다. 최근 EPRI는 원전 화재 초기사건 발생빈도 추정시 NUREG/CR-6850에서 사용된 화재심각도 분류방법을 개정한 지침서를 발간하였다. 본 논문에서는 신규 분류기준에 대해서 살펴보고, 국내 원전에서 경험한 화재사건에 대해서 신규 분류 기준을 적용하여 고찰하였다.

In this paper we propose a Fractional Channel Reservation (FCS) scheme to satisfy a desired handoof dropping probability and to reduce the blocking probability of new calls using mobility characteristics and incoming handoff rate in mobile communication networks. When the ratio of the handoff call arrival rate is less then the ratio of the new call arrival rete, the proposed scheme is capable of determining the number of the guard channels which can guarantee the Quality of Service(QoS) in terms of the request handoff dropping probability and allocating dynamically the wireless channels the new calls according to the rest of the guard channels to reduce the new call blocking probability. Also we perform mathematical analysis and simulation to evaluate the performance of proposed scheme and compare to conventional guard channel scheme in terms of dropping probability blocking probability and the utilization efficiency of wireless channels.

This paper attempts to conceptually examine the potential of IPTV(Internet Protocol Television). First, this paper reviews the concept of a bridging telecommunication service and a gap-filling telecommunications service. Second, the current status of various emerging telecommunications services including mobile WiMax, called WiBro, and both satellite and terrestrial digital multimedia broadcasting service, called DMB are comprehensively analyzed. Based on those analysis, this paper analyzes whether IPTV is regared as a bridging telecommunications service or a gap-filling telecommunications service and examine the potential growth possibility of IPTV. Finally, the suggestions for policy makers are discussed.

The purpose of this study was to identify the effect of new graduate nurses' empathy and their perceived preceptors' empathy on job satisfaction, job stress and turnover intention. For this purpose, a survey was conducted on new graduate nurses who were under 12 months old while working at three medical institutions that operated the preceptorship. In the preceptorship according to adult learning theory, the preceptors need to create a psychological environment for the new graduate nurses, and their empathy should be perceived by new graduate nurses. The study revealed that the new graduate nurses group with high level of empathy had high levels of job satisfaction, low job stress, and low degree of turnover intention, and the level of empathy affects job satisfaction of new graduate nurses. The new graduate nurses group with low level of perceived preceptor's empathy had low job satisfaction, high job stress, and high degree of turnover intention, and their perceived preceptor's empathy affected job stress and turnover intention. Based on these results, we suggest the introduction of a program to enhance empathy for new graduate nurses and preceptors.

With a large number of documents appearing on the web, document-level novelty detection has become important since it can reduce the efforts of finding novel documents by discarding documents sharing redundant information already seen. A recent work proposed a convolutional neural network (CNN)-based novelty detection model with significant performance improvements. We observed that it has a restriction of using document-level information in determining novelty but assumed that the document-level information is more important. As a solution, this paper proposed two methods of effectively incorporating document-level information using a CNN-based novelty detection model. Our methods focus on constructing a feature vector of a target document to be classified by extracting relative information between the target document and source documents given as evidence. A series of experiments showed the superiority of our methods on a standard benchmark collection, TAP-DLND 1.0.

When the new highway is opened, the new highway has alternative or linkage relationship with current highway networks. This change will lead to the different traffic patterns which can also lead to the change of toll revenue in other surrounding highways. This study investigates the change of revenue on the current highway networks caused by the new highway opening under the unified revenue system. Moreover, this study calculates the effectiveness of the revenue fluctuation when the highway system is under controlled by the public or private institution and proposes the meaning of the revenue fluctuation to those institutions. This study also proposes an index of revenue change that could be used to reflect the individual project evaluation and set the priority between multiple projects. Some limitations and future research agenda have also been discussed.
