미국, 유럽 등 주요 선진국들은 WTO 체제 이후 단일화 된 정보통신 시장에서 기술적 장벽 없는 국가간 무역 교류 확대를 위해 상호인정 등을 추구하고, 이를 통해 국가간에 통용될 수 있는 효율적 시험인증제도를 구축, 운영하는데 모든 역량을 결집함으로써 국가 경쟁력 제고에 박차를 가하고 있다. 그러나, 우리나라는 정보통신 권고 표준 분야에 있어서 아직까지 범 국가적 차원의 시험인증제도가 그 모습을 드러내지 못하고 있어 공식적인 시험인증 활동이 이루어지지 못하고 있는 현실에 처해 있다. 이에 본 고에서는 정보통신 표준 분야에 있어서 국가간 무역 교류상의 기술적 장벽 제거를 통한 국가 경쟁력 제고는 물론 무역 교류 확대의 발판이 될 효율적 시험인증제도를 구축 및 운영함에 있어서 고려되어야할 몇 가지 사항들을 제시하고자 한다.

Qualification test items and those certification procedures of aircraft hydraulic pump are investigated in this report. Weight minimization through optimal design of aircraft hydraulic pump and its certification process investigation are very important. In this report, some fundamental performance data was presumed for the normal aircraft hydraulic pump, and then basic procedures for qualification tests are presented.

To improve the quality of standards of information and communication, well-structured testing and certification procedure for interoperability must be established. Thus, the testing and certification by well-known organizations is very imperative to verify whether standards meet requirements of minimum components properly that are essential to implement products and services in practice focusing on interoperability testing area. In this paper, we investigate cases of abroad and the current situation of our country in order to establish the well-structured testing and certification system and promote researches for the testing and certification system as a national policy in coincidence with revision of relating systems in interoperability testing area. And then we intend to introduce desirable direction for the testing and certification system.

임베디스 소프트웨어의 품질시험을 통해 임베디드 시스템 구매자들의 요구에 부합되는 고품질의 시스템을 구현할 수 있다. 임베디드 시스템의 경우 아직까지 국내에서 품질에 대한 시험 인증서비스를 제공하지 못하고 있는 실정이다. 이에 한국정보통신기술협회(TIA) SW시험인증센터에서 GS시험 인증서비스를 통해 임베디드 소프트웨어에 대한 품질을 높이는 작업을 수행하고 있다. 본 논문에서는 임베디드 소프트웨어 품질 향상을 위해 중소기업청에서 의뢰한 임베디드 스프트웨어에 대한 GS인증 및 성능시험 적용사례를 기술하였다.

성능인증 제도란? 중소기업이 개발한 기술개발제품을 지방중소기업청 또는 시험연구원에서 그 성능을 검사하여 성능이 확보되었음을 인증하는 제도로써 중소기업이 생산한 기술개발제품을 공공기관에서 안심하고 우선구매토록 정부가 성능을 확인하는 제도이다. 중소기업이 개발한 기술개발제품이면 성능인증을 신청할 수 있으며, 다만, 의약품, 농$\cdot$수산물, 총포, 화약류, 사행성 제품, 비가공 제품 식$\cdot음료품은 제외된다. 신청은 중소기업청에 접수하며, 지방중소기업청에서 신청을 받으면 지방청에서 성능검사가 가능한 사항은 지방청에서 직접 성능검사를 수행하고, 지방청에서 불가능한 일부 항목에 대해서는 시험연구원에 위탁하게 되며, 시험연구원은 성능검사 결과를 지방청에 제출하면 지방청은 그 결과를 토대로 성능인증을 하게 된다. 성능보험제도란? 성능인증을 받은 제품을 공공기관에 납품한 후 성능저하로 인한 손해를 보전해주는 제도로써 구매담당자가 성능보험 가입제품을 구매하여 사고가 나더라도 면책될 수 있으며, 성능보험 가입제품은 제한 또는 지명 경쟁에 우선 입찰할 수 있는 자격을 부여해 준다. 가입은 성능인증을 받은 제품이 성능보험에 가입할 수 있으며, 의무보험이 아닌 임의보험이므로 반드시 성능보험에 가입하지 않아도 된다.

본 논문에서는 점차 증대되는 신재생 에너지 비율에 따라 계통 연계형 태양광 발전 시스템에 엄격하게 요구되고 있는 규정들에 대해 독일 연방 에너지 수자원 관리 협회(BDEW: Bundesverbands der Energie und Wasserwirtschaft)의 규정을 근간으로 그에 따른 인증 시험 항목에 대해 기술하기로 한다. 또한 실제 (주)카코 뉴 에너지의 BDEW 인증 시험 자료의 일부분을 바탕으로 시험의 중요성 및 필요성에 대해 그 타당성을 입증한다.

영세한 국내 소프트웨어 개발 업체들의 인지도 향상과 소프트웨어 산업의 자발적인 품질 개선 노력 유도를 위해 소프트웨어 품질 인증 사업이 2001년 1월부로 가동되었다. 소프트웨어 품질 인증을 위해서는 소프트웨어 품질을 시험.평가하기 위한 여러 기술들이 필요하다. 본 논문에서는 다양한 소프트웨어 품질 시험.평가 기술들 중 시험.평가 방법 측면에서 현재까지 연구되어 적용되고 있는 현황을 중심으로 기술하고자 한다.

Burglary (also called breaking and entering and sometimes housebreaking) is a crime, the essence of which is illegal entry into a building for the purposes of committing an offence. It is one of the most common types of crime and also a serious issue for every society. A house that is left insecure is an accessible and attractive target for burglars and therefore burglary resistance test & certification system for doors and windows has been developed in many countries. This paper explores several advanced foreign burglary resistance test/certifcation cases (the British SBD, the Dutch KOMO SKH/SKG, the Japanese CP mark, the Australian Standard Certification) for security products and domestic test/certification systems for fire safety products as a comparative study so that any improvement points can be gained for South Korea in the field of security product performance. The comparative analysis results show that South Korea is far behind the security product certification system and needs a lot of improvement in the system by benchmarking foreign cases. The domestic test/certification systems for fire safety products also give some insights for burglary-related security products' performance certification system in Korea. Overall, the need for relevant rules and regulations, the establishment of standards regarding testing and certification, including certified security +hardware product in building security certification system, performance testing as well as production testing (i.e. quality management system evaluation), the basic competency of testers, incentive system for certified/high quality security products were suggested in order to make an optimal model for the security production performance testing and certification system in Korea.
