This paper analyzed the relationship between human resource development intent, human resource development implementation, firm's competitiveness. In addition, the indirect effect of organizational commitment was also assumed. The data for the research were integrated at the company level(500 companies) and used the data of 9,516 employees collected in the 2nd survey of "the Human Capital Company Panel II" of the "Korea Research Institute for Vocational Education and Training". The structural equation modeling was useed to analyze the analysing model. According to the analysis results, HRD intent had a positively significant effect on firm's competitiveness. And HRD implementation had a positively significant effect on firm's competitiveness. From the indirect effect through bootstrapping analysis, the organizational commitment showed indirect effects from HRD intent and HRD complementation to firm's competitiveness.

보금자리주택 건설 등에 관한 특별법이 지난 4월 21일 시행에 들어갔다. 이 법에 따라 연간 계획물량의 5%에 적용되는 직할시공제가 대한주택공사(사장 최재덕)에서 시행될 예정이다. 대한설비건설협회는 직할시공제가 시행되기 까지 많은 노력을 기울여 왔다. 대한 설비건설협회는 대통령을 비롯하여 정부와 국회, 건설선진화위원회 등에 도급구조의 개선을 건의한 결과 시법시행이지만 직할시공제가 도입되는 성과를 거두었다. 시범시행되는 3년 동안 설비건설업계는 고품질의 시공을 통해 직할시공제 도입 효과를 입증해야 할 과제를 안고 있다. 본지는 직할시공제가 어떤 것이고 적용계획이 무엇인지, 또 직할시공제가 시공되기까지 대한설비건설협회의 역할 등을 알아본다.

합곡에 전기침술자극요법이 하악구치에 미치는 동통역치에 관한 효과를 알아보고자 본연구를 시행하였다. 전기침술자극요법시행전에 시행중 10분, 시행후 하악구치의 감각과 통통역치를 측정하였으며 2일후 같은 검사자들을 대상으로 위전기침술자극요법시행전, 위전기침술자극요법시행중 10분, 위전기침술자극요법시행후에 하악구치의 감각과 동통역치를 측정하여 다음과 같은 결과를 얻었다. 합곡에 전기침술자극요법을 시행시 하악구치의 감각역치와 동통역치가 유의성있게 증가하였다. 따라서 합곡에 대한 전기침술자극요법이 하악구치의 동통완화에 효과적이라 사료된다.

To solve the urban traffic congestion problem, Seoul and other major cities have operated the reversible lanes as Transportation Systems Manage-ment(TSM) method since 1981. However, few studies have been conducted to measure the effectiveness of reversible lane implementation and operation, and the reversible lanes have been implemented based on the experiential warrants rather than the study-based warrants. In this Paper the effect of reversible lanes operation has been analyzed by using the average delay and the fuel consumption. Four factors such as in and out flow of directional v/c, the ratio of directional volume, the number of reversible lanes and left-turn treatment(prohibition of LTs or protected LTs) were used to estimate the implementation effect of reversible lane operation by using TRANSYT-7F simulation package. In the case of six-lane urban arterial, the lower ratio of directional volume was found to warrant the reversible lanes when the simulation-based method was applied compared with the current experiential warrants.

본 협회에서는 점점 심해지고 있는 자판기 부실판매 대책의 일환으로 전문점 영업사원 등록을 시행, 등록이 인정된 영업사원을 대상으로 영업사원증 및 영업수첩의 제작 발급을 진행할 계획이다. 이번 자판기 영업사원증 및 수첩제작은 영업사원의 자질을 향상시키고, 소속감 및 책임감 배양을 통해 영업의 질을 크게 향상시키기 위한 목적으로 진행되느니 만큼 만반의 준비로 그 시행효과를 극대화시켜 나갈 계획이다. 현재 협회에서는 삼성전자, LG산전 전문점을 대상으로 본격적인 영업사원 등록작업에 착수했다. 이 영업사원 등록작업이 완료되면 본격적인 제작에 착수하게 되는데 그 발급시기는 10월경을 목표로 하고 있다. 그동안 방치만 해 왔던 영업사원을 대상으로 소속감과 책임감 향상효과를 부여하기 위해 진행되는 이번 시도가 애초 의도대로 큰 시행효과를 얻을 수 있기 위해선 본사와 전문점들의 적극적인 협조와 참여가 전재되어야 한다. 금호에서는 자판기 영업에 있어 새로운 변화의 바람을 선도할 영업사원증과 영업수첩 제작계획에 세부적으로 알아보는 시간을 마련했다.

수요증가 지속과 에너지 산업 구조개편에 따른 발전용 수요의 수급조절역할의 축소로 인해 도시가스 수요 관리에 대한 필요성이 높아지고 있다. 이에 본 연구에서는 도시가스 수료관리를 몇가지 유형으로 분류하고 각 유형별로 가스부문투자(LNG 저장설비소요)에 미치는 영향을 분석할 수 있는 모델을 제시하고 그 검증을 통해 향후 도시가스 수요 관리 시행전략의 수립방향을 제시하고자 한다. 수요관리별 개별효과를 비교하면 동일한 목표율일 경우 최대수요억제가 가장 효과적인 것으로 검증되었으며, 적은 수요물량조정으로 큰 효과를 나타내는 수요관리 유형은 기저부하증대였다. 또한 수요관리전략을 복합하여 시행할 경우, 기저부하증대는 다른 수요관리수단과 같이 실시하여 더 큰 감축효과를 가져왔으나, 전략적 부하창출과 최대수요억제를 동시에 시행하면 그 효과가 상쇄되는 것으로 나타났다. 결론적으로 기저부하증대를 기본으로 하여 전략적 부하창출과 최대수여억제 조치를 시간적인 차이를 두고 시행하는 것이 좀더 효과적일 것으로 검증되었다.

During normal subway rush hours, a train-driver is in charge of more than 3,000 people on a daily basis. When an emergency event occurs, millions of people and their property come to depend only on the train-driver's ability. After the Daegu subway fire disaster in February 2003, the Railway Safety Act was enacted in October 2004 and the 'Train Drivers' Licensing System' was introduced by the National Railroad Administration in July 2006 to secure and improve protection. This study was conducted to investigate and evaluate the effects of the Train Drivers' Licensing System since the Licensing System was first introduced eight years ago. In addition, the analysis will suggest better policies for the effectiveness of the 'Train Drivers' Licensing System'.

본 논문은 에너지절약 및 온실가스 배출감소를 목적으로 시행하고 있는 에너지절약정책 중 산업체 자발적협약(Voluntary Agreement)제도의 정책효과를 계량화하기 위한 접근방법을 제시한다. 시책 추진효과의 계량은 2단계 접근으로, 1단계에서 절감효과(에너지 절감 및 온실가스 저감)를 파악하고, 2단계에서 이를 가치화하는 과정으로 수행된다.

중대재해처벌법 시행에 따른 건설사 안전 관리 시스템 개선 방안을 제시한다. 연구방법: H 건설사에서 이행 중인 중대 재해처벌 법 대응 방안에 대한 안전보건관리체계를 안전보건진단을 통해 실무중심의 재해 예방활동의 효과를 분석하였다. 연구결과: 중대재해처벌법과 안전보건경영시스템의 연계로 재해율 감소 효과 및 안전보건경영 체계의 고도화 등이 분석되었고 중대재해처벌법 시행 전·후의 안전 활동 종합결과 분석을 통한 안전보건경영시스템 개선방안을 제시하였다. 결론: 중대재해처벌법 시행에 따른 사업주의 의식 개선, 재해예방을 위한 투자 확대, 재해예방활동의 정량화 등을 통한 실질적인 성과측정의 효과가 발현되었다.
