Analysis of Living Lab Cases in R&D Initiatives for Solving Societal Problems and Challenges (사회문제 해결형 기술개발사업에서의 리빙랩 적용 사례 분석)

  • This study examines the case of living lab applied in the R&D initiatives for solving societal problems and challenges. It discusses how to use the living lab in national R&D projects. The analyzed cases are 'Develop portable fundus camera for eye disease screening test to resolve health inequalities' and 'Auto-sensing integrated system development in rural pedestrian crosswalk'. As a result of the analysis, both cases were designed as a user participatory R&D structure by utilizing living lab. In other words, living lab has operated as a system that evolves technology-products-services into an infrastructure. It can realize final demand specification, product, service improvement and demonstration through continuous interaction of end users. As a result of the case analysis, the following policy tasks can be derived. First, living lab is a new concept and it is in the early stage of implementation in Korea. Therefore, it is necessary to monitor and evaluate living lab experiments and build suitable models for Korean society by sharing cases and achievements. Second, the strategic niche management are necessary for the introduction of living lab. Third, living lab can be used as a tool to transform the existing technology acquisition centered innovation policy to the policy for customer needs and problem solving. Fourth, there is a need for flexibility and adaptability in strategy and system to correct errors that appear in the living lab processes.

Factors Influencing Entrepreneurs' Well-Being : Positive Psychological Capital and Antecedents (창업가의 웰빙에 미치는 영향요인 : 긍정심리자본과 선행요인)

  • The purpose of this study is to examine the importance of entrepreneurs' well-being, and to propose several ways to improve it. First, the factors influencing entrepreneurs' well-being were explored via previous literature review, and positive psychological capital based on positive psychology was selected as the main factor. In addition, the hypotheses were formulated and the research model was constructed by selecting authentic leadership, mastery goal orientation, and social support as the antecedents predictably associated with positive psychological capital. To empirically analyze the proposed model, a questionnaire survey was conducted for the entrepreneurs who fulfilled the training/coaching/consulting programs offered by the Youth Startup Academy. By using the collected 133 responses, PLS-Structural Equation Analysis, PLS-Multi Group Analysis(MGA), and PLS-Importance-Performance Map Analysis(IPMA) were performed. As a result, it was found that positive psychological capital had a high causal relationship with the well-being of entrepreneurs; and authentic leadership and mastery goal orientation had a positive effect on positive psychological capital. However, the statistical significance of the impact of social support has not been verified. While differences in causality between early and growing stages of start-ups only acted as sub-factors of positive psychological capital, the aforementioned three antecedents showed a significant difference for hope and optimism, respectively. This study expanded the topic of entrepreneurship-related research, which mostly focuses on identifying the performance factors of start-ups. It is meaningful in that it empirically verified the causality model constructed by exploring the factors with respect to the mental well-being of entrepreneurs, which is a main theme in the entrepreneurship-related research. These results found in the current study will render practical insights to entrepreneurs, researchers, and educators.

Reviewing Classification Scheme of Timber Assets for the National Accounting in Korea (국부통계 산출을 위한 입목자산 분류기준의 정립)

  • Due to the low productivity in timber harvesting, economic values of forest resources have been rarely validated in Korea. Since the Korea Forest Service provided a statistic of the timber assets for the survey of the 4th National Accounting (1998), no more statistics or measurements have been provided. Further, it becomes an issue that there is no clear standard to classify timber assets into produced or non-produced assets. In this research, we intended to provide a reasonable standard that enables one to classify timber assets either in produced or non-produced assets. For this purpose, articles in the '1993 System of National Accounts (SNA)', which presented definitions and scopes of biological assets, were scanned. The articles related to timber assets in the Korean version of SNA were compared with those in the original version of SNA that were proposed by UN. The results show that the Korean version of SNA seems to have much emphasis on natural occurrence or plantation for the classification standard, while its original version rather focus on the existence of direct control, responsibility, and management by institutional units. According to the original version of SNA, naturally occurring assets, which were basically classified into non-produced assets, were treated as being cultivated and classified into the produced asset when they (or their growth) were under the direct control, responsibility, and management of institutional units. Therefore, a guidance was presented to renew the Korean version of SNA and to innovate the classification standards for timber assets.

Analysis and Investigation for the Status of Radiation Therapy QA in Korea (국내 방사선치료기기의 품질관리 현황조사 및 분석)

  • We have taken surveys about total 72 departments of radiation oncology which is performing the treatment with linear accelerator and brachytherapy unit in Korea. The survey was included the research about the linear accelerator, brachytherapy, Also, we surveyed the various performance (QA period, manpower, time) of quality control for understanding of efficiency. The survey results show that the QA test of daily and weekly are almost same comparing to USA and Europe but the QA performance of monthly and yearly in Korea are 15.5 which is less than USA and Europe recommended QA item number of 17 to 21. The manpower and QA time in Korea also lower than 50% of USA and Europe recommended because the manpower and QA time limitation in Korea. It will be expected that the manual of quality management in each clinic could be appropriately established when combining the present results with previously published AAPM TG-40 and other protocols.

Framework for Optimum Scale Determination for Small Hydropower Development Using Economic Analysis (경제성분석에 의한 소수력 개발의 최적규모 결정 방안)

  • This study presents a framework for optimum scale determination for small hydropower development in a river basin. The framework includes the construction of hydrology and topography data, the simulation of hydropower operation, the economic analysis, and the determination of optimum scale of the small hydropower. The optimum scale of design flow and facility are determined by Net Present Value among economic analysis indices. The investment cost is estimated by the cost function derived from the construction cost of existing small hydropower plants. The benefit from power generation is estimated by the price announced by government. The presented framework is applied to the two potential sites in Cho River basin for the dam and run-of-river type of plants. Finally, the sensitivity analysis for a design flow and scale of the plant is performed for the each site. The usage of the framework presented in the study is highly expected for the estimation of potential hydropower resources or the decision support tool for a proprietor by estimating the optimum scale and economical feasibility in advance.

Research for the Inclusion of Home-Based Physical Therapy in Long-Term Care Insurance System of Physical Therapists in Elderly Care Facilities (노인장기요양보험제도에서의 방문물리치료 도입에 대한 노인요양시설 물리치료사의 인식조사연구)

  • This study of the elderly in the future expansion of long-term care insurance as a priority landing at the introduction of physical therapy services aim to provide baseline data and long-term care insurance for him, the elderly that provides physical therapy services under the elderly property of a physical therapist recognition system for the investigation was conducted. As a result, the perception of the elderly long-term care insurance was higher by 88.1% of the higher needs, but also the absolute need for more than 40 years of age the response was higher with 60.3 percent. In addition, the number of visits that care should be priced higher relative to the 59.7 percent was the highest opinion. Visit of physical therapy services include the most important therapeutic approach to life and 40% was the highest forum, visit the Nursing Center as a service principal points that you need to visit the rehab center, accounting for 69.4 percent opinion. The expected effect of physical therapy visits conducted in a 50-point scale showed an overall average 41.44 points and 42.48 points, especially over the age of 40 appear in the overall expected effect was higher.

A Study on the Introduction Direction of Private Investigation Law (민간조사업법의 도입방향에 관한 연구)

  • The important items, which should be considered in Private Investigation Law, can include subjects, licenses, the scope of business, qualifying examinations, and supervisory and penal provisions. The subjects of Private Investigation Law should be permitted to be both natural persons and juridical persons in terms of providing various services, but should be permitted to be juridical persons and should be administered on a license system, even in order to ensure public interests. Concretely, the introduction scope of Private Investigation Law can be regulated to include the followings: that is, investigating the whereabouts identification of runaways and missing children, investigating the personal identification, habit, way of action, motivation, whereabouts identification, real child confirmation, association, transaction, reputation, and personality of specific persons or specific groups, investigating the whereabouts identification of missing persons, owners of government-vested properties or renounced properties, investigating the whereabouts of lost properties or stolen properties, investigating the causes of fire, character defamation, slander, damage, accident, physical disability, infringement on real estate or movable property, and investigating all sorts of accidents including traffic accidents, insurance accidents, and medical malpractices. In the qualifying examination, examinees' age should be restricted to be over age 25. The person, who is exempted from its primary examination, should be restricted to be the person, who has the career of over 20 years in related fields, in consideration of its equity with other certificates of qualification. In the supervisory institution, as the policy institution is the supervisory institution in many countries including France (the police) and Japan (public security committee), so the National Policy Agency should be the supervisory institution in consideration of management aspects. In the penal regulations, especially, we should clarify the management of personal information (personal information protection, personal information management), and so should prevent the infringement of people's basic rights, and then should ensure the public interest.

An Exploratory Study on the Children for Poverty Housing (아동 주거빈곤 정책 마련을 위한 탐색적 연구)

  • The government has switched the purpose of housing policy, from the 'housing supply' to 'housing welfare', with the Housing Laws established in 2015 under evaluation that resident stability and resident standard were improved. But, as 'affordable' housing is gradually decreasing, residential environment has become more poor. Residential environment is a basic element for the child safety, health, and better education. This study explored that the poor resident environment had effect on the child, figured out the situation on housing poverty of domestic child and searched the situation of the residential policy of domestic and foreign child. The main results are as follows. First, the poor resident environment of childhood has a bad effect on the physical health, mental health, academic achievement and cognitive development. Second, 1.29 million children (11.9%) are living in condition of housing poverty below minimum resident standard and are concentrated in certain areas. Third, the policy on housing poverty of domestic child is almost absent and focuses on the elderly, young people. this study discussed political and practical solutions based on these research results. On the basis of these research results, as policy suggestions we proposed housing policy making based on the UN Convention on the Rights of the Child, evidence-based housing policy enforcement and, residential policy suggestions under the responsibility of central government, and as practical suggestions community working as the subject and related agency's solidarity from prevention activity of housing poverty and child advocacy point and we discussed way for issue and analyzed related laws, policies, commitments.

The Development Method and The Current Situations in South Korea's Health Cities Based on Health-friendly Models (건강친화성(健康親和性) 모델에 기초(基礎)한 우리나라 건강도시(健康都市) 현황(現況) 및 발전방안(發展方案) 개발(開發))

  • 본 연구는 대한민국건강도시협의회 회원도시 23개 자치단체 건강도시 추진 담당자에게 건강도시 추진현황 및 발전방향을 모색하기 위해 2007년 2월부터 2007년 12월 까지 대한민국건강도시협의회 회원 도시 담당자들에게 구조화된 설문지를 통해 건강도시 사업 일반현황, 건강도시 사업 기본현황, 건강도시 발전방향 등에 대하여 조사 분석 하였으며 모든 처리 방법은 SPSS 12.0 version 통계프로그램을 이용하였다. 본 연구의 결과는 다음과 같다. 1. 연구대상자의 지자체 일반현황은 23개자치단체중 도시형(47.8%), 농촌형(52.2%)이며, 가입년도별로는2004년(17.4%), 2005년(30.4%), 2006년(26.1%), 2007년(26.1%)로 나타났다. 2. 건강도시 사업추진현황을 보면, 장기계획수립(43.4%), 생활터접근(69.5%), 민정보제공(78.2%), 협력대학(82.6%), 부서협력잘됨(34.7%), 네트워크적극참여(34.7%), 세미나실시(47.8%)로 나타났다. 3. 건강도시 발전방향 으로는 추진 시 가장 어려운 점은 사업개발(39.0%), 우선순위로는 부서협력(30.4%), 핵심인물단체장(82.6%), 발전가능성지속발전(65.2%), 발전기여(86.9%), 시행주체국가주도(52.1%)로 나타났다. 4. 도시형태별 건강친화성 평가점수는 69점이하 도시형(8.60%), 70~79점농촌형(21.7%), 80~89점 도시형(26.0%), 농촌형(17.3%), 90정이상 도시형(13.0%), 농촌형(13.0%)로 나타났다. 5. 조직구성여부별 건강도시 기본현황 추진실태를 살펴보면, 조례제정여부 조직구성(100%), 미 구성(81.8%), 운영위원회 구성 조직구성(100%), 미 구성(54.5%), 프로파일작성 조직구성(100%), 미 구성(81.8%), 예산확보 조직구성(100%), 미 구성(81.8%)로 나타났다. 조직구성이 건강도시 사업추진에 많은 영향을 미치는 것으로 분석된다. 향후 건강도시 사업추진 시에는 건강도시를 추진하는 담당부서 구성이 가장 중요한 것으로 판단되며, 건강도시 사업추진은 먼저 시작한 도시가 건강친화성 평가 점수에서 높게 나타났다. 이에 따라 건강도시 사업은 일시적인 사업이 아닌 끊임없이 노력하는 도시가 되어야 하며, 건강도시 사업의 활성화를 위해서는 국가주도하에 실시하는 것이 절실히 필요 한 것으로 판단된다.

Satisfaction Level and Performance Evaluation for CM Service in Korea (국내 건설사업관리 업무만족도 및 성과평가)

  • The domestic CM business market has continued to grow, but its size is relatively small yet in comparison with the total size of the domestic construction industry. Evaluation of CM projects was conducted through questionnaire surveys. Both clients and CM firms showed positive satisfaction levels. Nevertheless, the clients' satisfaction levels were relatively low in safety management, cost management, and document and information management. Superior areas of CM tasks were time management and recovery scheduling, quality control and technical instruction, and design value engineering. On the other hand, inferior areas of CM tasks were claim analysis and dispute resolution, cost estimation, and life cycle costing. Both entities have agreed with the positive effects of CM involvement in terms of cost saving, time reduction, quality improvement, and safety incidents prevention to at least 0~5% extent.
