The important of Smart City has been increasing on the driving force of 4th industrial revolution and method to solve urban problems. Korea government introduced and implemented ubiquitous City as an intrinsic Smart City brand from the early 21th century. Diverse types of Smart City projects were announced as national strategy by the spatial characteristics. National Test-Beds in Sejong city and Busan(EDC: Eco Delta City) are urban planning to be future city models for new town development. In the old towns in cities, various type of Smart City projects are support by government by urban growth stage; frontiers, stable or declining urban realm. 「3rd Comprehensive Plan for Smart City(2019 ~ 2023)」 in Korea plans an important role to build innovative ecosystem and reinforce global competiveness by spreading of Smart Cities. For the successful Smart City as open and inclusive space, it is need that this space should be made by the cooperation of citizens, private sectors and local and central government.
Smart City is highly anticipated to solve the problems of existing cities and create new added value, but there is also increasing concern about security risks. The negative view of smart city according to security risk awareness is a problem that needs to be improved in order to activate the fourth industrial revolution technology and develop smart city. This study examined risk factors in smart cities based on perceived risk and user resistance theory, and empirically analyzed the relationship with resistance attitudes. According to the empirical analysis with 288 research samples, security, social, and physical risk factors directly affect smart city resistance, while financial, performance, and privacy risk have no significant effect. In addition, it was verified that the security risk can is an antecedent factor for other risk factors, and it was confirmed that it is required to separately discuss the security and privacy risk in the smart city environment. This study shows that it is necessary to prepare policy supports for social interactions as well as security and physical safety issues in order to activate smart city by discussing the risk factors that negatively affect smart city perception from the public's point of view.

The purpose of this research is to prepare measures to secure the competitiveness (of Korea?) in the global market by further developing the domestic smart city business, which is in a transition period. First, we examined the origin and growth process of domestic smart city (U-City) policy, Second, we analyzed the functions and policy problems that appeared in the process of building smart cities. Third, we studied advanced cases in which smart city projects overseas were promoted in a different way from domestic ones. Fourth, we examined the concept of the expanded smart city and the pattern of policy changes in Korea. Fifth, we analyzed previous studies and presented the direction to take and challenges to overcome for the future development of smart cities in Korea. This research, which looks at the trend of domestic smart city policy from the earliest point in the past to the present, and presents the future direction based on environmental changes, is significant, in that it is expected to serve as the basis for establishing policies for the development and advancement of smart cities in the future.

Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.
The city is experiencing various problems such as traffic congestion, environmental pollution, urban crime, and faces the limit of growth. Recently, various attempts to build a Smart City have been spreading around the world, in order to solve these problems. Smart City is attracting attention as the core platform of the future city with the $4^{th}$ industrial revolution. However, various definitions of smart city are mixed, and the methods and strategies for implementing smart city are changing or evolving due to the development of technology and the experience during that time. This study summarizes the definition of various smart city through literature review and suggests smart city building strategy that enables sustainable growth of cities as a platform of the $4^{th}$ industrial revolution era.
The purpose of this study is to investigate the role of Gyeonggi provincial governments in smart city policy. In order to satisfy the purpose of the study, we closely identified how may local governments(si. gun) have been taking participated in smart city project of the central government, and its characteristics. Then we know the detailed strategies that Gyeonggi provincial governments should do. Gyeonggi-do provincial governments enacted smart city-related ordinances in 2020 and participated in the Smart City Local Council. In the future, Gyeonggi privincial government will propose amendments to the law, review participation in the central government smart city policy project, the "integrated platform construction project of the metropolitan government model", and propel Gyeonggi-do's own smart city policy based on the blind spots of the policy.

Recently, ASEAN is not only a new production base but also a consumer market for Korea, and interest in the utilization of production networks in each region is increasing. In particular, urbanization in ASEAN countries is progressing at a relatively fast pace. Each country is promoting smart city projects combined with ICT to improve outdated basic infrastructure facilities such as housing, transportation, logistics, crime prevention, and disaster prevention. The purpose of this study is to develop a web-based smart city export HUB platform so that companies with excellent domestic smart city solutions can participate in smart city construction through networks with ASEAN countries. These platforms can secure the demand for smart city construction in ASEAN countries, and through the establishment of the Korea-ASEAN public-private network, smart cities planned in ASEAN countries can be promoted more innovative. In addition, it is expected to be positioned as a Global smart city platform model by applying to real cities through collaboration with excellent domestic companies.

Structural equation model was constructed and set a hypothesis that overall city tour satisfaction would have a positive effect. The fitness of the final model was found out to be meet the statistical criteria. As a result of the final model, both satisfaction of guide and satisfaction of city tour operation were significant at 5% significance level (P<0.01). On the other hand, both satisfaction of bus facility and of promotion, customer service were statistically insignificant. Consequently, City tour service satisfaction was found to effect to the intention of re-visit and recommendation. Especially, The higher the satisfaction of guide and city tour operation, the more tendency to recommend. This study aims to reveal the direction of municipal ordinances for smart cities, while focusing on 74 municipal ordinances from 72 municipal governments through topic modeling. As a result, the main keywords that show a high frequency belong to establishment and operations of the Smart City Committee. From the result of topic modeling Latent Dirichlet Allocation(LDA), it classifies municipal ordinances for smart cities into eight topics as follows: Topic 1(security for process of smart cities), Topic 2(promotion of smart city industry), Topic 3(composition of a smart city consultative body for local residents), Topic 4(support system for smart cities), Topic 5(management for personal information), Topic 6(use of smart city data), Topic 7(implementation for intelligent public administration), and Topic 8(smart city promotion). As for topic categorization by region, Topics 5, 6, and 8 which are mostly related to the practical operation of smart cities have a significant portion of municipal ordinances for smart cities in the Seoul metropolitan area. Then, Topics 2, 3, and 4 which are mostly related to the initial implementation of smart cities have a significant portion of municipal ordinances for smart cities in provincial areas.
Smart grid aims to achieve efficient energy-related operations. Smart grid will become a central component of Smart city that aims to improve citizens' quality of life.
