Development of a Product Risk Assessment System using Injury Information in Korea Consumer Agency (한국소비자원 위해정보를 활용한 제품 리스크 평가시스템 개발)

  • Recently, safety accidents of daily necessities such as humidifier disinfectant, mobile phones, and infant diapers, have occurred frequently. To protect consumers from these accidents, product safety management is required, and a product risk assessment tool is needed to evaluate the degree of safety of the product. In this paper, we have constructed RAS, which is a system that can evaluate product risk based on injury information of product accident in Korea Consumer Agency. RAS consists of an injury information analysis system for analyzing accident-related information and a risk assessment system for assessing risk using information derived from the system. The Bayesian network - based probabilistic method is applied to reflect the causal relationships that affect product risk in the risk assessment process. We used RAS to evaluate 33 children's products and compared them with the results of EU RAPEX RAG. Subsequent tasks include reducing the subjectivity of the input of the accident impact scale, and linking the above two systems.

  • The paper describes on the implementation of three-dimensional visualization system that is to visualize meaning of the statistical prediction results of marine casualty with easy of understanding. Graphical User Interface(GUI) and Web based Virtual Reality (VR) technology are mainly introduced in the system development. In addition, the time based prediction models of the marine casualty and the risk level are developed to display daily situation. As operating test results of the system, it is known that complicated statistical results can be shown as simple colour in the three-dimensional virtual space.

  • 국내외 대규모 산업시설은 유해물질과 직 간접적으로 밀접하게 관련되어 유해물질 누출사고는 막대한 물적, 인적 피해를 발생시키며 누출물질, 저장시설, 대기 상태에 따라 유해물질 확산 속도 및 범위가 다르기 때문에 이를 예측하는 대기확산 시스템이 필요하다. 또한 기존의 대기확산 시스템은 산업시설 구조물 설계 단계에서 안전성을 확인하는 시뮬레이션용으로 사용되었기 때문에 누출사고 발생 시 즉각적인 처리와 대응이 어려우며 전문적 지식수준의 사용자 입력을 요구한다. 본 논문은 에너지 플랜트 환경의 특수성과 효율성을 고려하여 운영 중인 시설에 적용 가능한 대기확산 시스템 연구를 목적으로 한다. 이를 위하여 신속하고 효율적인 대기확산 모델을 선정 정의하고 융통성 있는 대기확산 시스템의 구성요소를 컴포넌트화하여 구현하였으며 사고 발생 시 빠르게 피해범위를 예측할 수 있는 실시간 대기확산 시스템 설계 방안을 제시하였다.

Neighborhood Environmental Characteristics Affecting Pedestrian-Vehicle Crashes in School Zones (어린이 보호구역 내 발생한 보행자 교통사고에 영향을 미치는 근린환경특성)

  • Korea's transportation paradigm is shifting from a vehicle-centered to a pedestrian-oriented society. Therefore, the interest in pedestrian safety and the improvement of pedestrian environment is also increasing. However, the level of traffic safety in Korea is still severe. It is needed to improve pedestrian safety and pedestrian environment. This study studied pedestrian-vehicle accident data provided by the Traffic Accident Analysis System(TAAS) for 2013-2015 to build a safe walking environment around school zones, and the relation between the school zones and pedestrian-vehicle traffic accidents were identified through the geographic information system(GIS) and spatial regression model. The main results are as follows. First, both road and public transportation factors are likely to increase pedestrian traffic accidents in school zones. Second, regarding land-use factors, residential, commercial, and industrial areas are found to increase pedestrian traffic crashes. On the other hand, mixed use is likely to play a role on the reduction of pedestrian traffic accidents. Finally, it has been shown that high development density also has a positive effect on pedestrian traffic accidents in school zones.

  • 접지의 목적은 기기의 안정과 인체의 안전을 도모하는데 있다. 그동안 국내 접지공사 시행에 관한 문제점은 기술적인 근거가 없이 단순히 접지 점의 접지저항 값을 낮추는 것에만 집중하였다. 그러나 단순히 전선을 땅에 묻는다는 과거의 인식에서 벗어나, 현재는 전력기술인의 접지에 대한 인식의 변화를 요구하며, 개방화 시대에 맞추어 International Electrotechnical Commission (IEC) 규격의 접지계통 방식에 대한 이해와 관심을 갖아야한다. 또한 이러한 IEC 규격의 접지설비방식이 국내에 적용될 시점이며, 기술적인 검토를 통해 운영상에 일어날 수 있는 다양한 사고에 대한 영향력에 대해 검토해 볼 필요가 있다. 본 논문에서 제시하는 접지 계통방식은 IEC 국제규격에서 제시하는, 단락 시간과 허용 접촉전압이나 기기의 절연수준과 관련해 제시하는 값에 의해 분류되며 고압 측 단락사고 시 수용가 부하 측에 미치는 영향에 관해 살펴보기 위해 고압 측 1선 지락사고와 3상 단락사고에 대해 모의하기로 한다.

  • There's been a difficulty for general corporate to adopt recent incident response study because those studies focus on nation wide CERT Coordination Center or large organization aspect. This study is focus on study and design on security ticket based CERT system through analysis Security management's threat element, attack element. response element and it also help general corporate establish incident response process that is adjusted on IT operation. Confirmed CERT model's effectiveness and effect of quantitative Security incident management wav that propose executing Security incident response experiment on the basis of this way. This study which Provides general corporate oriented CERT model can be used to improve corporate's capability of responding incident by quantified management technique and select incident response SLA indicator. Already, formation which operate CERT can heighten corporation's information protection level by measure Security incident response result as metrical and analyze and improve problem continuously.

  • Actually, The present traffic accident detection system is subsisting limitation of accurate distinction under the crowded condition at intersection because the system depend upon mainly the image information at intersection and digital image processing techniques nearly all. To complement this insufficiency, this article aims to estimate the level of present technology and a realistic possibility by analyzing the acoustic characteristic of crash sound that we have to investigate for improvement of traffic accident detection rate at intersection. The skid sound of traffic accident is showed the special pattern at $1[kHz]{\sim}3[kHz}$ bandwidth when vehicles are almost never operated in and around intersection. Also, the frequency bandwidth of vehicle crash sound is showed sound pressure difference over 30[dB] higher than when there is no occurrence of traffic accident below 500[Hz].

An Instrument Development and Validation for Measuring High School Students' Systems Thinking (고등학생들의 시스템 사고 측정을 위한 측정 도구 개발과 타당화)

  • The purposes of this study were to develop an instrument to measure high school students' systems thinking and to validate the scale. The scale of systems thinking was made up for 5 factors - systems thinking, mental model, shared vision, personal mastery, and team learning through analyses of related literature. Six items per factor were constructed and the scale consisted of a total of 30 items for the pretest. After exploratory factor analysis, the number of total items was reduced to 20 items. For the main test, 280 students were sampled from high school and analyzed valid cases were 260 students. The finding of the exploratory factor analysis indicated 5 factors in the model, and 4 items per single factor. The result of confirmatory factor analysis was generally appropriate and acceptable (5 factor model: $x^2/df$=1.275, TLI=.946, CFI=.959, RMSEA=.033). The reliability for 20 items turned out to be reliable because the Cronbach's alphas were .840 and .604~.723 per each factor. This study should be expanded to various school levels and should be standardized for further research. The subsequent studies regarding diverse learning program development and implementation and the verification on the students' impact within the developed program can be recommended.

  • 복잡한 시스템의 악순환 고리를 끊는다는 것은 많은 어려움과 또 다른 구조적인 문제를 초래할 수도 있다. 우리나라의 수도권과 비 수도권간의 격차 문제는 복잡한 시스템의 악순환 구조를 보여주는 대표적인 사례일 것이다. 수도권으로의 정치, 경제, 사회적 집중과 상대적으로 비 수도권 지역의 과소·소외 상황은 어세, 오늘의 문제가 아니라 지난 40여년 이상 누적되어 온 과제라고 할 수 있다. 수도권의 집중이 가속화되는 동안 정부는 이를 완화시키기 위하여 각종 조치를 취하여 왔다. 그러나 수도권으로의 기능 집중은 지금도 진행되어 오고 있으며, 정부의 관련 정책들의 효과는 상대적으로 미약한 수준이다.(중략)

  • The international community has done a lot of effort to improve the aviation safety. The new high technologies, systems and development of navigation equipments considerably improved the level of aviation safety. However, the aviation accident rate has been showing unchanged status without the decline since 1980. It means it is difficult to secure enough safety by the existing efforts to improve the aviation safety, eventually needs new methods for the accident prevention. With this in mind, the nations interest new methods that can consider a countermeasure by realizing potential risk factors before fatal accidents. In other words, that is to analyze and share the safety information collected from accidents by establishing aviation safety information system. To establish international aviation safety information system, each country's aviation accident incident reporting systems are need to be established. Also aviation safety data taxonomy is need to be standardized. Then, aviation users will communicate the information efficiently. This study investigates and considers each country's aviation accident incident database taxonomy for the analysis of the aviation data and the necessary prevention activity. This will contribute to a better international aviation safety and strengthen the country's aviation diplomacy.
