항만건설 및 운영에서 해양교통시설의 설치와 운영은 해상충돌방지 및 안전에서 매우 중요한 인자이다. 그리고, 해상교통시설의 설치 및 운영은 IMO SOLAS 5장 제13조에 의하여 당국의 의무사항으로 규정되어 있다. 해양교통시설은 과거의 시각적(광학, 형상) 시설에서 AIS, DGPS 및 기타 전파표지 등을 활용한 e-Navigation의 개념으로 발전하고 있다. 그러나 해양교통의 자동화 흐름에도 선박의 안전한 항해를 위한 광파표지 및 형상표지의 역할은 여전히 절대적이다. 본 연구에서는 시각표지의 운영관리 효율을 향상시키기 위한 해양교통시설 서비스수준의 결정방법으로 해상교통관련 전체 시설을 하나의 관리시스템으로 조합하고 더욱 효율적인 시스템 관리방안으로서 해양교통시설 운영률을 제안하였다. 그리고, 선행연구에서 제안된 해양교통시설시스템에 관해 위험관리모델의 적용으로 검증을 수행하고 체계화시키기 위한 방안을 도출하고자 하였다.

해사안전시설에서 운영율은 시설의 유지관리의 정도와 품질의 수준을 나타내는 척도로 사용되고 있고 IALA(국제항로표지협회)는 운영율에 관한 권고치를 제시하고 있다. 우리나라 각 지방해양항만청에서 유지관리하고 있는 해사안전시설의 운영율은 국제적인 평균 기준을 넘어 관리되고 있다. 본 연구에서는 해사안전시설의 운영율의 결정에 관하여 보다 세부적이고 면밀한 연구를 통하여 운영율의 결정을 위한 기초적인 파라메터를 제시하고 이를 인천항 항로에 적용하여 다. 본 연구의 결과는 각 지방해양항만청의 운영율의 조정을 통한 해사안전시설의 효율적인 유지관리에 기초자료로 활용될 것으로 기대한다.

There are a lot of municipalities that do not grasp even by the current state of having public facilities though various management&maintenance researches have been done. Therefore this research aimed to make it to the foundation of the maintenance management plan establishment of the municipality in the future through investigating, analyzing the current state of management&maintenance of the public facilities. Tn the beginning, I collected data through a questionnaire of the community facilities of the municipality. To read the current state of the management condition of the object facilities from the collection data, I applied the radar chart that used the deviation value of the evaluation index and PPM matrix. As a result of the analysis, I discovered that there is a municipality thought to having efficient facilities maintenance management.

고령화사회의 도래는 노인의 신체적 정신적 특성과 더불어 장기적인 보살핌과 보호에 대한 요구를 증대시키고 있다. 노인을 입소시켜 급식과 요양서비스를 제공해주는 노인복지시설은 점차 그 시설수가 증가할 것으로 예상되며 재난상황에 대비한 시설의 설계, 운영, 관리, 유지단계에서 화재방지대책에 대한 연구가 필요하다고 본다. 본 연구에서는 노인복지시설의 실태조사를 통해 양로시설에서는 입지유형과 시설규모별 특징을 분석하고, 노인요양시설에서는 시설의 설계방식과 운영방식에 따른 재난상황 발생시 문제점을 분석하였다. 중점 조사항목은 화재발생시 대피장소 확보, 대피시설 및 장비 유무, 인력배치 기준 준수 등 이며 각 시설별 도출한 취약점을 바탕으로 법 제도적 측면에서 개선방안을 제시하였다. 개선이 필요한 항목은 크게 3분류로, 첫째, 설계 및 건축 단계는 노인복지시설 건축허가 기준 재정립, 피난계단, 피난공간 등 기준 보완을 위해 건축 허가시 화재안전성 검토 등이 필요하다. 둘째, 운영 및 유지 단계는 피난 방화(防火)시설 관리 개선, 시설운영자의 책임안전관리, 소방시설 기능유지 강화 등이 필요하다. 셋째, 대응 및 경감 단계는 방재관련 운영관리매뉴얼, 장비 등의 정비 및 보완, 현장대응 및 전문능력 향상, 화재상황전파 시스템 개발 등이 필요할 것으로 분석되었다.

2013년부터 1~3종 대기배출사업장의 자가측정에 관한 기록과 배출시설 및 방지시설의 운영기록부를 전산에 의한 기록, 보존하도록 운영하고 있으며, 2014년에는 4~5종의 대기배출사업장에 대한 대기배출원 조사를 시행할 예정이다. 대기배출원 관리시스템(SEMS)의 전산매체를 활용한 국가 대기배출원조사와 배출시설 및 방지시설의 운영기록부 전산화 등의 대기 배출원 관리를 통해 대기질 관리의 선진화를 앞당길 것으로 기대가 되고 있다.

비효율적으로 운영되는 빗물관리시설은 투입된 자원의 낭비, 편익의 상실 등 해당 건축물의 경제적 피해로 그치지 않고 오염된 빗물의 유출로 인해 도시 내 환경성을 저해할 수 있으며, 불필요한 시설이라는 인식으로 인해 빗물관리기술의 확산에 지장을 초래할 수 있다. 따라서 본 연구에서는 효율적인 빗물관리를 유도하고 기술의 확산을 도모고자 한다. 빗물관리시설의 운영효율을 평가하기 위하여, 빗물관리시설의 이수목적 운영효율과 치수목적 운영효율, 수질개선 효율 등을 정량화할 수 있는 지표를 제안하였다. 향후에는 제안된 평가방법을 검증하기 위한 연구가 추가적으로 진행되어야 할 필요가 있을 것이다.

This study collected opinions about the design and management of toothbrushing facilities from schoolteachers and the people in charge of public centers, through a focus group interview (FGI), for the development of guidelines. Four moderators conducted eight FGIs of 32 subjects in charge of toothbrushing facilities across all the regions. The qualitative data was analyzed by constant comparative analysis. The findings indicated that more students utilized the facility and brushed their teeth after the installation of toothbrushing facilities. To enhance students' accessibility and safety, guidelines for design and management guidelinesfor toothbrushing facilities need to be developed; the location, sink height and depth, drain size, etc. should be comprehensively considered in the development of the guidelines. This study can help to improve students' satisfaction by enhancing the accessibility, safety, and functionality of toothbrushing facilities, and by providing fundamental data for toothbrushing facilities' development. Finally, this study can maximize the effects of management of toothbrushing facilities management on the improvement of students' oral health and behaviors.

The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

This Study is U-City based facilities analysis procedures and techniques of the effective management. We analyze the existing procedure of the management of urban based facilities. And U-City based facilities of management procedures were presented. U-City based facilities were classified regular inspection, safety inspection, emergency inspection, accurate safety diagnosis, routine work and emergency work. We analyze the skills required in the management of these facilities. The procedures for the management of U-City based facilities will improve efficiency of urban management and safety of citizen. As a result, the management of U-City based facilities will lead to improving the quality of services for citizens and competitiveness of the city. Furthermore, this will be the foundation of the environment that people can enjoy safe and convenient life.

빗물이용시설은 2014년 「물재이용법」 개정에 따라 시설 확충에 맞춘 획일적인 운영으로 시설수는 증가하고 있으나 대상 시설의 이용량 증가에 대한 부분은 한계를 나타내고 있다. 따라서 설치 의무대상시설에 대한 적정한 시설의 이용현황을 조사 및 분석을 통해 이용시설의 효율적인 운영 및 관리 방안 마련이 필요한 실정이다. 빗물이용시설의 효율적 관리방안 설정을 위해서는 의무 대상시설별 설치 및 운영관리 실태조사, 빗물이용시설관련 기준 검토 및 분석, 빗물이용시설 개선방안 마련의 단계로 방안을 수립하여야 한다. 본 연구에서는 빗물이용시설 기준 검토 및 분석에서 지역별, 수요처별, 용도별 일정 빗물이용 활용률을 확보할 수 있는 빗물이용시설의 평가를 위해 수문학적 물수지 분석을 통한 물수요-공급시계열 분석을 수행하였다. 물수지 분석 툴이 없기 때문에 본 연구를 통해 빗물이용시설 물수지 분석 excel 도구를 개발하였으며, 이를 통해 빗물이용시설 공급충족률(필요수량 대비 빗물이용량), 빗물보장률(전체일수 대비 빗물이용일수), 빗물이용시설 이용률(빗물이용시설용량 대비 빗물이용가능량)에 대해 분석을 수행하였다. 개발한 물수지 분석 excel 도구를 이용하여 현재 설치되고 운영하고 있는 의무대상시설의 운영현황과 도구에서 계산된 활용성 평가 결과의 비교를 통해 현재 운영 현황을 개선할 수 있으며, 다양한 시나리오 적용에 따른 운영 결과를 시설 설치 이전에 확인하여 최적 운영방안 도출에 활용할 수 있을 것으로 판단된다.
