본 연구의 목적은 우리나라 17개 광역자치단체(시 도)별 창업활동과 창업여건의 영향력 관계를 살펴보기 위함이다. 이를 위해 지자체별 기업 지원현황, 지역별 중소기업 부도 및 신설법인 현황, 벤처기업 현황, 산업분류별 중소기업 사업체수 현황, 산업시설용지 분양 현황, 지자체별 창업기업 지원현황 등을 이용하여 지역별 창업여건지수를 도출하였다. 이를 통해 광역지자체별로 창업여건과 창업활동의 영향력 관계를 살펴보았는데, 지자체 창업여건 및 환경에 따라 창업활동이 영향을 받고 있다는 점을 확인하였다. 이는 지역내 창업활동을 촉진하기 위해서는 중소기업이 영업활동을 수행하기 좋은 여건을 마련하고 제공해야 함으로 의미하는 것으로, 지역별 창업여건 차이가 향후 지역내 창업예비자들의 창업활동에 큰 영향을 미치는 변수임을 확인하였다. 본 연구의 결과들은 향후 지자체의 창업지원정책에 있어 기업하기 좋은 환경과 여건을 마련해주어야 한다는 실무적인 시사점을 보여 주었다.

근로자의 안전을 위해 산업안전보건법이 개정되어 2020년 1월 1일부터 시행되었다. 이 개정 사항에서 산업안전보건법의 보호범위 확대 및 산재예방 책임주체 확대 등의 많은 사항들이 개정되었다. 뒤이어 시행된 중대재해처벌법은 사업 또는 사업장, 공중이용시설 및 공중교통수단을 운영하며, 안전 보건 조치 의무를 위반하여 인명피해를 발생하게 한 사업주, 경영책임자, 공무원 및 법인의 처벌 등을 규정함으로써 중대재해를 예방하고 시민과 종사자의 생명과 신체를 보호함을 목적으로 한다. 비교 결과로는 산업안전보건법이 근로자의 안전 및 보건을 유지 증진시키는데 목적이 있었다면, 증대재해처벌법은 좀 더 넓은 범위의 생명과 신체를 보호한다는데 그 역할을 두고 있다.

본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.

This study analyzed the important factors in service quality for public usage of national R&D facilities and equipments, and, using those factors, performed the importance-performance analysis for several national R&D programs in order to examine what service quality factors should be concentrically improved in each programs. Additionally, the in-depth interview with program managers and R&D facility experts was performed to realize the managerial issues subject to the characteristics of programs regarding the national R&D public facility management. As the results, this study made some political suggestions such as the reformation of promoter's role regarding the formulation of the government policy to support those programs. For example, it is more suitable for colleges as the subject of programs to be invested for self-research purpose rather than public usage, for independent corporation to be centered on the more general and common production fields, and for the government R&D agencies on the leading and special technical fields.

Nowadays, the increasing number of religious travelers seeking inner healing has led to the popularity of Buddhist 'temple stays', Protestant and Catholic 'retreats' as alternative vacations. However, unlike Buddhist temples, which are inculturated, Christian retreat centers follow the formula of general recreational facilities and lack an overall framework due to relying on sponsorship. This study attempts to design appropriate outdoor environments for a retreat by reflecting 'theological aesthetics' based on the process of 'Spiritual Exercises', the main method of retreat. First, as the Spiritual Exercises are often described as an 'inner pilgrimage', the images and theological aesthetics experienced in prayer themes were examined. Next, the characteristics of the spaces required for the facility were analyzed, and the composition of religious spaces was proposed. Also the landscape resources of the site were investigated, and the retreatants' behavior to derive spatial preferences was analyzed. Overall, outdoor spaces were planned to induce a shift in consciousness and broaden the spectrum of the retreatants' experience through a physical environment consistent with the mechanism of prayer. This study aimed to implement theological aesthetics by selecting a retreat center with high potential for landscape resources. As a result, it was possible to reveal the 'poetic landscape' to effectively evoke images during 'contemplative prayer', and to support religious experience. The significance of this study lied in deriving various design vocabularies for outdoor spaces of religious facilities.

In the Korean electricity supply structure, the role of nuclear power generation is essential. But, the delaying of radioactive waste management program induces negative impact to the stable electricity supply. Despite the continuing endeavors of Korean Government and nuclear power industry, radioactive waste management program of Korea is experiencing a continuing setback. In this background, the study examined the past and current policy and recommends that; Long term safety assurance should be the prime objective of radioactive waste management; Siting process should be transparent and opened to the public with the involvement of safety regulatory authority; A new neutral organization which has no conflicts of interest with any other existing organizations should be established to coordinate and manage the R&D programs.

There were also many medical-related rulings in 2021, among which the rulings reviewed in this paper are as follows. The first relates to a case in which the medical record, which is the primary judgment data regarding the presence or absence of medical negligence, has been modified. The court judged whether there was negligence on the basis of the first written medical record without considering the contents of the medical record that was later modified. Next, the ruling on the case of asking for liability for damages for prescription of anti-obesity drugs recognized negligence related to prescription, but denied liability for property damage by denying a causal relationship, and recognized only alimony for violation of the duty of explanation. The a full-bench ruling on the scope of subrogation of the National Health Insurance Corporation, which subrogates the claims for compensation for medical expenses against the perpetrator of the patient, changed the existing precedent that had taken the 'deduction method after offsetting negligence' and judged it as 'the method of offsetting negligence after deduction'. In addition, in the ruling on whether or not there was negligence, the court was not bound by the medical record appraisal result. Lastly, in relation to the National Health Insurance Service's disposition of reimbursement for medical care benefit costs, we reviewed the ruling that discretion should be exercised even when a non-medical person makes a refund to a medical institution opened by a non-medical person. And we also reviewed the ruling that the scope of reimbursement for medical institutions jointly using facilities and manpower specifically should be determined.

To find a quick test procedure for soil nitrate concentration, two methods, i.e. "Nitracheck 404" reflectometer (Eijkelkamp, Netherlands) with nitrate test strip and a portable colorimeter "Hanna Ion Specific meter(USA) with a color development reagent, were tested for twenty soils with different nitrate contents ranged between from $10mg\;kg^{-1}$ to $340mg\;kg^{-1}$. The standard deviation, coefficient of variability, and recovery from these quick test procedures were compared with those measured by conventional Kjeldahl distillation method and nitrate ion electrode method. The nitrate concentration measured by portable colorimeter method was higher in soils with low concentration and lower in soils with high concentration than those measured by conventional methods. However, concentrations measured by test strip reflectometer method was showed the similar coefficient of variability and recovery as those by conventional methods for all soil samples. From the experimental results in this study, the test strip reflectometer method was thought to be recommendable one revealed the satisfied results for accuracy, quickness, and simplicity for field test of soil nitrate concentration.
