  • 본 연구는 일반 시민이 공공도서관에 가지는 역할 이미지의 유형과, 그러한 역할 이미지들이 어떠한 경로를 통해 형성되는지 파악하고자 하였다. 연구는 다양한 공공도서관 이용정도를 보이는 서울특별시 시민 6명을 대상으로 한 개별심층면담을 통해 이루어졌다. 면담 내용을 분석한 결과, 다양한 경험 중 직접 도서관을 이용해 본 경험이 공공도서관에 대한 인식을 형성하는 가장 큰 경로로 나타났다. 특히 응답자들의 사서에 대한 이미지와 도서관에 느끼는 이미지가 매우 유사하였다. 간접적인 경험 중에서는 주변인의 공공도서관 경험이 가장 큰 영향을 미쳤으며, 홍보물, 언론, 웹사이트 등은 큰 영향을 미치지 못한 것으로 판단된다.

  • The aim of this study to analyze the effect of person and situation on digital privacy protection behaviors. The research method design is a factorial design of volition and horizontality. The measurement variables used in the investigation are digital privacy security awareness, digital civic engagement, and digital privacy protection behavior. As a result, the volition had a significant effect on digital privacy protection behavior, and it was found that influence of the high-volition-based condition was greater than the low-volition-based condition. The horizontality had a significant effect on digital privacy security awareness, digital civic engagement, and it was found that influence of the high-horizontality-based condition was greater than the low-horizontality-based condition. In addition, the discussion explains the suitable contents of information security usability based on these research results.

The Current State and Tasks of Citizen Science in Korea (한국 시민과학의 현황과 과제)

  • The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

  • 인천시의 자매도시간 교류의 일환으로 일본의 기타규슈와 후쿠오카, 뱃부, 나카사키 일대를 지난 1월 19일부터 5일간의 여정으로 테마여행을 다녀왔다. 탐방단은 인천의 시민단체, 교사, 학생, 전문가, 대학교수, 공무원 등 120명으로 구성되었다. 이번 일본방문은 지방자치시대의 시민모임 활성화와 다양한 직업을 가진 각계 각층 사람들의 눈을 통해 자신과 인천 그리고 국가의 미래를 생각하게 하는 정보 및 인식공유의 계기가 되었다.

Research on Attitudes of Daejeon Citizens toward the Domestic Adaption (국내입양에 대한 인식과 태도 조사: 대전시민을 대상으로)

  • The Korean Government is enforcing policies to activate domestic adoption in order to guarantee and protect stable family lives of children requiring protection. We surveyed recognitions and attitudes toward adoption and adoption policies of Daejeon citizens. The result will be important information for activating domestic adoption. We could find that motives of adoption centered on adopted children rather than adoptive parents. Especially, the recognition level toward open adoption is high, which shows that the domestic adoption can be activated if multiple political supports are provided for adopted children and adoptive families.

An analysis of the factors affecting the adolescent's global citizenship (청소년의 세계시민의식에 미치는 영향요인 분석)

  • This study aims to examine the effects of student's individual background and school factors on global citizenship and to provide some suggestions to improve global citizenship education in Korea. To achieve this purpose, we used International Civic and Citizenship Education Study (ICCS) 2009 data which studied student knowledge and understanding of civics and citizenship as well as student perceptions, and attitudes related to civics and citizenship from 38 countries. The data was analyzed with a 2-level Hierarchical Linear Model. The results of this study can be summarized as follows. Girls had more positive attitudes than boys toward gender equality and equal rights for different ethnic groups and immigrants. This study also showed that the level of student's global citizenship depended on whether home language was different from test language. Parental educational attainment and parental occupational status generally affected the level of student's global citizenship and students' interest in political and social issues appeared to be strongly affected by their parents. These findings suggest that parents play important role in improving global citizenship. At the school level, teacher-student relationships and the value of student participation had positive effects on global citizenship. Therefore, in order to implement global citizenship education in schools, it is necessary to consider the change of school climate.

  • Without overcoming the fragmented characteristics of the postmodern era and solving many difficulties as it is, our society is passing through a time of crisis more than ever because of Corona 19, a more rapid social disaster. As the crisis caused by the pandemic is prolonged, our society is becoming more diverse than before the coronavirus, and efforts in various fields of society are required to cultivate new capabilities to overcome social conflicts. This study started with an awareness of the necessity of reinforcing Christian civic education to fulfill the public responsibilities of Christians by recognizing the social and situational problems of this era as a public task amid in the crisis and change of the pendemic. Therefore, a meaningful work was undertaken to find an educational ministry practice frame for essential core competencies and transformative transformation competencies responding to changes in the times as education to cultivate and reinforce competencies as Christian citizens. First, the theoretical basis for competency education for Christian citizens was reviewed through the theological and Christian education theories that were studied in the situation of public theology about the public perception and social responsibility of Christians on the issues of the times. Furthermore, through this study, education to establish and cultivate the public identity of disciples-citizens as a Introductory education is explored in a multifaceted method of educational ministry, and educational methods were searched for cultivating communication competencies of Christian citizens with practical capacity of public faith. In conclusion, through this study, an educational ministry frame of identity cultivation, the core competency of recognizing the position of the public mission as a Christian citizen while living as a disciple of God's kingdom in the world and an educational frame to cultivate the ability to communicate as a transformative Christian citizen's transformative competency to carry out public tasks was systematically established, and an educational ministry convergence frame was proposed for cultivating core competencies and transformation competencies for Christian citizenship education.

  • 본 논문에서는 한국사회 내 2014년 이후 2022년 현재까지 진행되고 있는 다양한 생애주기별 재난안전교육 체계를 분석하여 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위한 제언을 통해 시민 대상별 최적화된 재난안전교육 체계화를 모색하고자한다. 2014년 4월16일에 발생한 세월호 침몰 사고는 2015년 '재난 및 안전관리 기본법' 시행규칙의 일부 개정 및 이에 근거한 '국민안전의 날'이 국민안전의 중요성을 되새기자는 의미로 제정된 계기가 되었을 뿐만 아니라, 재난안전교육에 관한 전반적인 변화의 필요성을 깨닫게 해준 가슴 아픈 사건이었다. 이에 서울시 소방재난본부 현장대응단에서 2014년 말부터 시민대상 초기대응을 위한 재난안전 교육체계를 기획하고 10만의 안전리더 양성을 추진했다. 동시에 다양한 형태의 시민대상의 재난안전교육이 시, 도별로 진행되었다. 특히 서울 시민의 1%인 10만 시민안전파수꾼 양성을 위해 진행되었던 시민안전파수꾼 정책 사업을 위한 재난안전 교육체계는 시민을 대상으로 황금시간 목표달성을 통한 초기대응으로 재난규모를 최소화 할 수 있도록 안전에 관한 소양교육의 기본을 구성해 교육했고, 이는 시민 대상 재난안전교육의 방향에 대해 시사하는 바가 크다. 정책사업 초기 대학생 이상의 성인을 교육 대상으로 선정하여 교육이 진행되었고, 그 후 2018년 이후 고등학교 이상으로 교육의 대상범위를 확대하여 진행했지만 안전리더로서 역할은 한국사회 전체 구성원들의 인식이 필요한 부분으로 어린 시절부터의 반복 교육을 통한 안전문화가 시스템으로 구축되어 자연스럽게 습득되어 질 수 있도록 해야 한다는 필요성을 절감하게 되었다. 이에 다양한 생애주기별 재난안전교육 체계를 분석하여 국민스스로 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위해 시민대상 재난 안전교육을 '황금시간 목표달성'을 준거틀로 기존의 중앙, 서울시, 부산시, 경기도 및 산하 교육청에서 실시해온 재난안전교육 체계 관련 문헌의 비교분석을 통해 시민 대상별 생애주기별 최적화된 초기대응을 위한 재난안전교육 체계를 모색하여 재난안전교육의 방향을 제시해 보고자 한다.

Energy Scenarios and the Politics of Expertise in Korea (한국의 에너지 시나리오와 전문성의 정치)

  • Recently concerns on the energy future are rising in Korea after nuclear disaster of Fukushima in Japan last year. However, even after Fukushima disaster Korean government keeps on insisting nuclear oriented energy policy. Contrary to it, some of civil society's organizations(CSOs) including environment groups and progressive political parties are making strong voices for phase-out nuclear. As a way of phase-out nuclear activity researcher groups based on CSOs have presented several alternative energy scenarios against the official government scenario so that contest between the two senarios seems not to be avoided. This article aims to analyse the politics of expertise around energy scenarios in Korea by highlighting differences between two scenarios of government and CSOs in terms of epistemological and methodological base, value orientation, institutional foundation, and the socio-political contexts of scenarios. Our research shows that government's energy scenario is based on scientific-positivist epistemology, firm belief in value neutrality and forecasting method, and is built by neo-classical economists at government-sponsored research institutes in accordance with the 'Business As Usual' approach. In contrast, alternative scenarios of CSOs can be said to be based on epistemological constructivism, value oriented attitudes and backcasting method, and be built by collaboration of researchers and activists with different academic and social backgrounds after Fukushima nuclear disaster.
