  • This study is aimed to provide basic data to set the direction of polar literacy education and to raise awareness of the importance of polar research. Elementary, middle, and high school students' perception of the polar region was examined in terms of current status of polar information, impression regarding polar regions, and awareness of related issues. The study included 975 students from nine elementary, middle, and high schools, who responded to 16 questions, including close-ended and open-ended items. The results suggest that students had more experiences regarding the polar region on audiovisual media, but relatively limited learning experiences in school education. The impression they had of the polar region was confined to the monotonous image of a polar bear in crisis, following the melting of the glacier due to global warming. The students formed powerful images by combining scenes they saw in audiovisual media with emotions. In terms of recognizing problems in the polar region, the students were generally interested in creatures, natural environment, and climate change, but their interests varied depending on their school level and their own career path. The students highly valued the scientist's status as agents to address the problems facing the region, and gave priority to global citizenship values rather than practical standards. Based on the results, we suggest the following: introducing and systematizing content focusing on the polar region in the school curriculum, providing a differentiated learning experience through cooperation between scientists and educators, establishing polar literacy based on concepts that are relevant to various subjects, earth system-centered learning approach, setting the direction for follow-up studies and the need for science education that incorporates diverse values.

  • The purpose of this study is to empirically analyze the effect of individual perception of artificial intelligence and the level of digital literacy on the acceptance of artificial intelligence-based public services. For empirical analysis, a research model was set up based on the technology acceptance model and planned behavior theory using survey data of 2017 and analyzed through structural equations. To summarize the results of the analysis, firstly, the positive perception of individuals about artificial intelligence technology plays a role in reinforcing attitudes toward benefits and reducing concerns about public service in which artificial intelligence technology has been introduced. Secondly, the level of digital literacy reinforces both benefits and concerns about artificial intelligence technology, but it was found that the intention to use public services was reinforced through the benefits of artificial intelligence technology perceived by individuals, rather than privacy concerns about artificial intelligence technology. Thirdly, it was confirmed that the perceived benefits of individuals on artificial intelligence technology reinforced the intention to use public civil services, and privacy concerns negatively influenced the intention to use. It was confirmed that the influence of a perceived ease of use and usefulness, as opposed to privacy concerns, further reinforces the intention to use. Both citizens' positive perceptions regarding the accuracy and reliability of information provided through artificial intelligence technology and institutional complementation of responsibility for errors caused by artificial intelligence technology are strengthened, and technical problems related to privacy protection are solved.

  • ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. • This study aims to examine the problems that transmissions of an intangible cultural heritage in Korea may be cut off because of the public indifference, low demand for it and lack of government funding and seek ways to revitalize an intangible cultural heritage by increasing citizens' awareness of it and demand for it. According to recent studies, many holders of important intangible cultural properties have a difficulty doing because government funding is not enough to make their living and people who want to learn and pass on traditional skills keep decreasing. Many experts say that governments need to increase citizens' awareness of an intangible cultural heritage and demand for it in the long run to solve this problem, but governments focus on improving condition of holders rather than that. On this account, this study criticizes the government's policy and surveys citizens' awareness of an intangible cultural heritage and demand for it and suggests a plan of revitalizing an intangible cultural heritage.

  • While Science tries to be far from Society, it actually does yearn for the trust from Society, on the other side. Its efforts getting back the trust has been witnessed with its fast evolution, consistent distrust from Society and Scientists' accountability with investment of public fund. Furthermore, many scholars have argued that there is the need to integrate science and society. In this regards, this paper explores how to integrate both spheres by participatory evaluation. To identify how the participatory evaluation works and should be, three main issues are mentioned. One is about evaluation methods; Objective-oriented and Behaviour aspects. Second is about prerequisite factors; sharing scientific language and changed recognition between civil society and scientists. Third is about challenge to be tackled; epistemological gap among evaluators and complex index. Under these issues, this paper sets out that the participatory evaluation should adopt the appropriate evaluation methodology. Last but not least, self-recognition and motivation by evaluators themselves are important factors, along with societal system which can take participatory evaluation.
