Public Service Broadcasting and Accountability: Case Study on NHK (공영방송의 '설명책임'에 관한 연구: NHK의 '개혁재생사업'을 중심으로)

  • This paper analyzes an NHK's 'Performances of Reform and Revival'. As a result of analysis, it was focused on reinforcement of the management such as audit, corporate governance, compliance, and thus the accountability was insufficient. Generally speaking, public service broadcasting is the form of organization of mass media that is most directly accountable to society. Therefore, the efforts is required for public service broadcasting to figure out to endow the social roles and responsibilities to themselves differentiated from other commercial broadcasters. And it is necessary that the concrete systems and activities based on an answerability model so that public broadcasters fulfill the accountability. Answerability means that broadcasting organizations and journalists both take account of and are accountable to the public. In such a process, the positive and voluntary civic participation is indispensable.

Estimation of Welfare Change from Water Quality Degradation (수질 악화로 인한 후생변화의 추정)

  • The purposes of the paper are to estimate welfare change from water quality degradation by using contingent valuation method in Namdae stream of Gangrung and identify what factors of Namdae stream are important to Gangrun citizens. The study results show their total WTP per year and per household, \117,040 to improve Namdae stream quality from grade 3 to grade 1, including monetary WTP \87,502 plus opportunity cost of volunteering time for protection campaign, \29,538. The amount of total welfare change from water quality degradation based on the total WTP estimated above is calculated to be \27 billion of which the amount, as a sort of damage cost from water quality degraded, is so huge. All projects and policies related to natural environments, therefore, should consider both indirect and direct effects from them because natural environments have the irreversibility once degraded or deteriorated and would ultimately be influential on humans, both current and future generations, with tremendous amounts of time and costs beyond our imagination.

  • The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.

The Effect of Police Satisfaction on Trust in the Police: Focusing on the North Korean Refugees (경찰서비스를 경험한 시민의 만족도가 경찰신뢰에 미치는 영향: 북한이탈주민을 중심으로)

  • This study examines whether citizen's satisfaction with police response to their victimization has an effect on the trust in the police. The data (N = 214) were collected from the North Koreans refugees residing in South Korea. One key finding shows that the North Koreans who were dissatisfied with policemen's response to their crime victimization cases report lower trust in the South Korean police. Also, the people who had ever reported a crime to the police increase their trust in the police. However, sex, education experience, car ownership, household victimization preventive measures, crime trends decrease their trust in the police. The implications and limitations were discussed for the future research.

  • 21C 현대 문명사회에서는 도시의 고밀도 및 팽창으로 인하여 도시 내 생태계가 파괴되면서 생물서식처의 환경 악화 및 엄청난 감소가 초래되었으며, 그 결과로 인하여 인간과 생물이 접촉할 수 있는 공간이 현저하게 줄어들고 있다. 또한 도시 영역의 확장을 위하여 산림 및 녹지의 감소, 녹지의 분절 및 단절화, 해안 매립 등이 계획 없이 무분별하게 진행됨으로써, 각종 동식물의 개체 수 감소 및 토양의 건조화 등이 발생하고 있으며, 그 영향으로 생물종의 다양성이 떨어지고, 도시 생태계의 교란이 심해지고 있다. 이러한 도시 생태계의 교란은 도시에 거주하고 있는 시민들의 생활의 질이 떨어지게 하고 많은 환경 문제들의 주원인이 되고 있다. 지속적이면서도 자연친화적인 도시발전을 위해서는 도시 내 자연생태계를 회복하고 생물서식공간을 종합적으로 보전하면서 복원해야 한다는 요구가 높아지고 있지만, 이를 체계적으로 이루기 위한 방법론의 부재에 시달리고 있었다. 이러한 가운데 유럽을 중심으로 생겨난 비오톱(Biotope)과 비오톱 지도화 방법이 생태계를 보전하며, 시민들에게 다양한 자연체험과 휴양 기회를 제공하고 친환경적인 도시계획을 위한 핵심적인 역할을 하는 것으로 인식되고 있다. 하지만, 기존의 비오톱 지도는 이미지 기반의 2차원 지도로 제공되고 있어, 거리 및 공간 분석에 취약하고 정보전달력이 부족하여, 익숙한 전문가가 아닌 경우 비오톱을 이해하는데 상당한 정도의 시간이 필요하였다. 이에 본 논문에서는 공간정보가 결여된 2차원 형태의 GIS 데이터를 기반으로 3차원 공간 데이터를 자동으로 생성하고, 위성영상과 DEM(Digital Elevation Model)을 이용하여 3차원 지형을 만들어 각 주제도별로 입체적인 분석이 가능하도록 하였다. 또한 동영상 녹화 기능과 3차원 객체 추가 기능을 이용하여, 자연생태계를 고려한 도시의 설계를 진행하는 경우 3차원적인 모델링을 제공함으로써 효과적이면서도 사용자의 이해도를 향상 시킬 수 있는 정보 전달력을 가질 수 있도록 설계 및 구현하였다.

A Study on Institutional Change of International Refugee Regime (국제 난민레짐의 제도변화에 관한 연구)

  • This study is analysed about institutional change of international refugee regime with advent of supernational periods in 21 century. Especially the contents was focused on how the EU countries managed their refugee people and system compared to the Asian counterparts. In the international society, especially EU, the British and German preside the refugee policy and laws very positively so as to enter easily from other countries, however, the Asian countries do not as well like the European countries. In terms of this result, that is based on largely their basic comsiouness and values and norm of world citizenships. This research will be conduceived to erect the new international refugee regime which is related to world citizenships. And this will more help to perform a general international regime than in the past. To conclusion, the research was showed a new refugee paradigm forward between many countries as well.

A Study on Social Sharing of Scholarly Information Resources: Focusing on Laypeople's Information Needs and Behaviors (학술정보자원의 사회적 공유에 관한 연구 - 일반인의 정보요구와 행위를 중심으로 -)

  • Today, despite the increase in professional knowledge-related information needs of citizens, the expansion of citizen participatory research in academia, and the provision of information services for the professional knowledge, there are still difficulties in access to scholarly information resources by laypeople. Focusing on this problem, this study investigates laypeople's scholarly information needs and behaviors through a questionnaire survey. By examining the search and use behaviors of scholarly information resources, and the perception of the need to support the utilization of them, this study analyzes the degree and pattern of social sharing of scholarly information resources beyond the scholarly community. This study is significant in that it expands the range of users in traditional scholarly communication and emphasizes the need to support them to access and use scholarly information resources.

Assessment of Perceived Naturalness of Local Ecological Assets from the Perspective of Cultural Ecosystem Services (생태계문화서비스 관점에서 지역생태자산의 인지된 자연성 평가)

  • The assessment of perceived naturalness aims to elucidate the human perception and explain the interaction between natural environments and humans. The perception of ecological assets that exhibit distinct characteristics within a specific region can manifest in various representations. Based on the users' perceptions and interviews regarding ecological assets, this study assessed the perceived naturalness from a cultural services perspective. Specifically, the discussions on Ansan City's ecological assets and revolved around the inherent value of naturalness in dimensions, such as the necessity for conservation and the sustainable development of ecological assets, the perception of ecosystem benefits, the representativeness as a local asset, and usability. Subsequently, the Q method was employed to present 25 representative ecological assets to 25 users. As a result, user groups with different value systems for each question were identified, and hypothetical personas for cultural service enjoyment were distinguished. The most representative persona among the 25 users was identified as AWP (a type that values the conservation of aquatic ecosystems, prefers waterfront landscapes, and enjoys walking). Since perceived naturalness is conceptually similar to the "benefits perceived by users" in evaluating ecosystem services, it can provide more practical evaluation criteria for cultural services.

A Study on Comparison and Analysis of Civic Education in Place for Children -A Case Study on the United States, Britain, Finland, Japan, and South Korea- (어린이 공간교육의 국내외 사례 비교연구 -미국, 영국, 핀란드, 일본, 한국의 사례를 중심으로-)

  • Recently, the public's interest in quality of life and good design has increased, and the opportunities for their participation in space planning and the design process are expanding. However, the public still lacks understanding of the role(and importance) of space and environment and is not experienced in expressing their opinion on improving the urban environment. At this point, 'Built Environment Education for Kids' will be the key to understanding space and environment as future citizens and to developing the ability of problem-solving and expressing their opinions. This study aims to change the awareness of the public as well as experts, and to make a better urban space through comparison and analysis of domestic and foreign 'Built Environment Education.' In 27 countries around the world(more than 110 institutions), 'Built Environment Education' from childhood is being implemented. Such movements aim to make people participate in the space design and decision-making process by understanding a fundamental element of the built environment and space perception. In this study, the United States, Britain, Finland, Japan and South Korea's 'Built Environment Education' are discussed Above all, the definition, range and target of 'Built Environment Education' are discussed For each case, the purpose and effect, laws and educational processes, systems and roles, and examples of programs are analyzed. Through reviewing each attribute and their implications, a conclusion is drawn on the aspects we have to consider in laying the foundation for implementing the 'Built Environment Education' in Korea, such as consideration of the locality, organizing systematic networks and composing a pool of experts, building proper institutions, and establishing the role of the government. This case study of 'Built Environment Education' can help increase the awareness of the public and build their strength in establishing a better future space. Through the analysis of the purpose, laws, systems, and contents, this case study is expected to provide and build the foundation for an educational system and develop an appropriate program that best suits our society.

Experiences of Social Economy Organizations in Innovation Processes: The Case of the Social Problem-solving R&D Programs (사회적경제조직의 혁신활동 경험과 과제: 사회문제 해결형 연구개발사업을 중심으로)

  • By examining the experiences of three social economy organizations who participated in the social problem-solving R&D projects, we discuss the conditions which may encourage the participation of civil society in national R&D programs in South Korea. By calling for the inclusion of social economy organizations along with the living-lab, the social problem-solving R&D projects introduced a new type of civic participation in the national R&D programs. It is the requirement in the RFP of the social problem-solving R&D which led PIs to inviting social economy organizations into their projects. But the invites occurred rather abruptly and accidently without adequate mutual understanding between scientific experts and social economy organizations. While helping social economy organizations participate in R&D processes, this form of institutional arrangement also led them into a position in subordination to scientific experts. Social economy organizations were supposed to coordinate the living lab in the social problem-solving R&D projects which they felt familiar as an extension of what they have been doing. In contrast, they felt administrative work such as accounts following complicate administrative rules as the most unfamiliar challenge. The difference in their emphases between scientific experts and social economy organizations was also evident. Social economy organizations viewed that, while they and ordinary people are primarily interested in a practical use of the developed products or services, scientific experts tend to focus on research and development. Not only did such difference produce a friction in the R&D processes but also it had social economy organizations view the R&D projects they participated in as unsuccessful. Nevertheless, all these experiences provided a great opportunity for the social economy organizations for learning and growing as a new actor in the national R&D.
