Effect of Job Autonomy of Local Government Officials on Organizational Citizenship Behavior: Mediating Effect of Organizational Justice Perception and Moderating Effect of Self-Efficacy (지방공무원의 직무자율성이 조직시민행동에 미치는 영향: 조직공정성의 매개효과와 자기효능감의 조절효과 분석)

  • This study conducted a regression analysis on 312 local government officials in Gyeonggi-do to verify the hypothesis on the relationship between job autonomy and organizational citizenship behavior. Path analysis was conducted to analyze the mediating effect of organizational fairness recognition and the moderating effect of self-efficacy. Looking at the analysis results, first, it was confirmed that the higher the degree of job autonomy perceived by the members of the organization, the more positive (+) organizational citizenship behavior was. Second, the partial mediating effect of procedural justice was confirmed in the relationship between autonomy and organizational citizenship behavior. On the other hand, the mediating effect of distributional justice was rejected in the relationship between autonomy and organizational citizenship behavior. Third, self-efficacy controlled the mediating role between job autonomy and organizational citizenship behavior in recognition of procedural justice. Fourth, it was analyzed that self-efficacy plays a controlling role between job autonomy and organizational citizenship behavior. The results of this study are expected to contribute to the development of organizational behavior theory through preceding factors of organizational citizenship behavior to improve the organizational performance of local public officials.

  • Organ(1988) has suggested that OCB should be considered an important component of job performance because citizenship behaviors are part of the spontaneous and innovative behaviors. Also it has been suggested that organizational characteristics may potentially explain many organizational behavior outcome variables(Hackman & Oldham, 1980). In recent years there has been a resurgence of interest in the validity of personality measures as a moderator between many variables and organizational outcome variables. This is largely due to the facts that first personality is difficult to control for promoting many organizational outcomes and next many researchers have found the moderating effects of personality(Brief & Aldag, 1975; Wanous, 1974). The purpose of this research is to test the moderating effects of tenure and growth needs on the relationships between organizational characteristics and OCB. To assess the moderating effects, the hierarchical regression procedures outlined by Cohen and Cohen(1983) were followed. On the basis of data from 698 teachers in Wonju province, results indicated that job variety has more impacts than any other independent variable on OCB like other studies. It is found that job variety and job identity have more impacts on courtesy and altruism in lower growth needs group than in higher growth needs group. Also it is resulted that job importance and autonomy have more impacts on sportsmanship in higher growth needs group than in lower growth needs group.

An Empirical Study on the Structural Relationships among Colleague trustworthiness, Organizational trust and Organizational citizenship behaviors (동료신뢰성, 조직신뢰, 조직시민행동 간의 구조적 관계)

  • The purpose of this study is to empirically examine the structural relationships among colleague trustworthiness, organizational trust and organizational citizenship behaviors(OCB). To conduct such examination, the author (i) designated colleague trustworthiness, organizational trust and OCB as variables and (ii) designed a research model by conducting preceding studies on the variables. To examine the research model the author collected the survey data from the 2 universities employees, 134 copies of questionnaire. Collected data were analyzed using SPSS and AMOS programs. The analysis results are as follows. Especially, (1) there was no statistically significant relationship between colleague trustworthiness and OCB. (2) it was found that higher degree of integrity the constructs of colleague trustworthiness would lead to higher degree of organizational trust. (3) organizational trust has been found to exert mediating effect on the relationship between colleague trustworthiness and OCB. The implication and limitation which this study are as follows. First, this study has discovered that organizational trust is the important mediating variable that affect the process of relationship between colleague trustworthiness and OCB. This study have limitation in that was conducted based on cross-sectional design of research. Because, the formation of trust is a dynamic process.

  • 최근 수년간 급속도로 발전한 정보통신(ICT) 및 인공지능(AI) 관련 기술은 사회전반에 걸쳐 모든 산업영역에 변화의 바람을 불러일으키고 있다. 교통부문에서도 이러한 기술의 융 복합을 통해 교통체계의 효율성과 안전성을 향상시키기 위한 노력이 자율주행의 기술발전으로 나타나고 있다. 자율주행은 그동안 인간이 운전해오던 자동차 중심의 교통체계에 혁신적인 변화의 동인이 될 것으로 전망된다. 개인 승용차 시장에 자율주행자동차의 등장과 버스, 택시 등 대중교통과 공유교통차량의 대중교통 기능 적용, 그리고 트럭 및 대형버스 등 상용차의 군집주행기술 도입 등 다양한 분야에서 산업화가 진행되고 있는 것이 그 이유다. 이로 인해 시민들의 일상생활에서 가장 중요한 부분을 차지하는 이동성(Mobility)을 제공하는 서비스에 상당한 영향을 줄 것으로 예측되고 있다. 본 고는 자율주행이 가져올 미래 교통체계의 변화로 대변되는 스마트 모빌리티에 대한 기술과 서비스 방향에 대해 진단하고, 효율적인 산업화를 위한 방안을 제시한다.

Retheorising Civil Society in State-Civil Society Partnership in Welfare : A Critical Review of the Partnership Literature (국가-시민사회 복지파트너십에서 시민사회단체의 역할 : 세 가지 이론적 관점을 중심으로)

  • In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.

Relationship Between Service Learning And Self-Directed Learning (서비스러닝자기주도 학습과의 관계)

  • This study examined the effect service learning combined with self-directed study had on transferring skills from the university classroom to their practical application in local community centers. The subjects of this study were students who took service learning classes from September 1, 2019 to December 28, 2019. The research question in this paper is 'What is the relationship between service learning-based general classes and self-directed learning?'. That is, how do service learning-based general classes affect sub-elements of self-directed learning? We then tried to determine how the variables of individual learners can affect self-directed learning ability. The results showed that autonomy and problem solving were the greatest at r=.66. Openness and self-assessment (r=.60), autonomy and self-assessment (r=.55) had significant correlation. Learner autonomy had a significant correlation with facilitation and collaboration of service learning (**p<.01). According to this result of the study, it is possible for learners to deepen what they have learned at school and to practice and gain experience through community service. Further, practical problem solving and self-assessment through reflection are possible. Learners were able to inspire responsibility as members of society and increase self-esteem as democratic citizens.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

Science Classroom for Promotion of Democratic Civic Literacy?: Exploratory Discussions Focused on Elementary School Teachers' Views (민주 시민 소양 증진을 위한 과학 교실?: 초등교사의 인식을 중심으로 한 탐색적 논의)

  • The purpose of this study is to investigate elementary teachers' views on the democratic scientific inquiry and the methods for promotion of democratic citizenship in science classroom, and to conduct exploratory discussions about science classroom for promotion of democratic citizenship based on their views. Data were collected from 96 elementary teachers. AS results show, the elementary teachers in the study thought that the features of democratic scientific inquiry was 'communication and cooperation', 'autonomy and fairness', and 'contribution to the benefit of mankind and society'. In addition, the participants regarded the 'inquiry/activity focused on communication and cooperation' as the best method for promotion of democratic citizenship in science classrooms. Finally, several suggestions on the science education for promotion of democratic civic literacy and the democratic inquiry were given.

Impact of Organizational Citizenship Behavior on Job Satisfaction through Empowerment

  • We propose a empirically analyzed the relationship between organizational citizenship behavior, empowerment and job satisfaction of 546 office workers in general companies in Seoul city using SPSS 23.0 and AMOS 21.0. The results of this study were as follows: First, participatory behavior positively influenced self-determination in the relationship between empowerment and organizational citizenship behavior. Second, altruism had a positive effect on job satisfaction in the relationship between organizational citizenship behavior and job satisfaction. Third, looking at the aspect of direct and indirect effects on job satisfaction, it was noticeable that the altruism of organizational citizenship behavior had a higher direct effect, and that participatory behavior had a higher figure of the indirect effect. On the other hand, self-determination and influence/meaning, which are factors of empowerment, showed a higher figure than organizational citizenship behavior. Therefore, it is noticeable that empowerment is the most important factor in terms of affecting job satisfaction. that is, continuous monitoring of the effectiveness of the empowerment granted to members and improvement of the meaning and self-determination of the role at the workplace through training will increase the autonomy and it will contribute to the activation of the organization.

A Study of Moral Panics of Multi-cultural Society in Korea (한국 다문화 사회의 도덕적 공황 상태에 대한 연구)

  • This study aims to explore the character and problem of multicultural society in Korea in terms of the concept of moral panics. Its major issues are dealt with as follows: Firstly, this essay will apply two concepts of culture in multiculturalism - the pattern of meaning and a study of perfection- to three degrees of multicultural members: by individual, by groups and by a society as a whole. In this approach, moral panics of multicultural society in Korea have been manipulated by the secondary definitions like Korean government and media. In this study, however, the resource of the panics would be seen as nationalism in Korean history. To remove it in this essay, the conception of the pattern of meaning, which makes members understand others outer their norms, should be harmonized with that of a study of perfection by which they have identities. Secondly, the main subject of multiculturalism in Korea should at least be majority (groups)-Korean, not minority (groups)-foreigners. A stereotype of foreigners by majority is an image distorted by nationalities and races. People, for example, with the white skin from advanced countries are recognized as superior, while those born in the countries of Southeast Asia are, consciously or unconsciously, discriminated and have low positions due to socio-economic stratification in Korea. In this sense, a study of multicultural society in Korea should go forward to the inner direction to majority, because it is one of the real moral panics in Korea. In conclusion, it is important that there must be a study of identity which we can have of others in multicultural studies of Korea. It enables us to meet the conception of diversity. In that Korean government and media have neglected the danger of nationalism, it is also necessary that this study have any foundation of morality in ethics, which can give useful alternatives to the given polices of the secondary definitions.
