The Efficiency Scheme of Design VE through the Case Studies of Construction VE for Apartments (공동주택 시공VE 사례분석을 통한 설계VE 효율화방안)

  • The purpose of this study is to efficiency scheme to design VE through the case studies of construction VE forapartments. The adapted research method includes five case studies of construction VE and analysis of constructionVE practice. The results of this study are as follows 1) For efficiency of design VE, data management system whichis necessary for construction VE database establishment and its application were proposed. 2) Through workingsystem improvement of construction VE, an improvement to design VE performance process was proposed. 3)Consideration factors and main VE items for efficient design VE item selection of apartment buildings wereproposed.

  • Construction business VE is classified into design stage VE and construction stage VE. The faster the application, the better the effect. Therefore, the design stage VE was legislated in 2000 and actively applied. However, it is urgent to activate the construction VE, which is complementary to the design VE system. In the meantime, we have made a lot of efforts to activate construction VE by suggesting the necessity of construction VE system, improvement of technology development compensation system, concrete implementation method of construction VE, but it was not effective due to lack of related laws. This study compares and analyzes construction VE system in Korea and abroad for the activation of construction VE after recognizing such domestic reality. A survey of experts in each field of the construction industry was conducted and suggestions for improvement of construction VE system suitable for domestic construction industry were suggested.

  • Ministry of Construction & Transportation prescribes that all of the construction works including Design-Build whose cost more than then billion won must be applied VE at the design phase. It is difficult to apply VE at the design development phase to design-build projects under current design-build contract because design should be proceeded with fixed price by bidding. Therefore the present study suggests an application of incentive which can maximize the effectiveness of design VE in design-build projects after analysing current design-build's characteristics and difficulties of design VE application.

  • Design phase VE that is mandatory conducted in public construction project more than 10 billion won in accordance with the relevant laws and regulations has been activated in domestic application case of Value Engineering. But construction VE has been applied in specific project. Therefore, this study aims to deduce problems of poor performed construction VE through review of precedent researches and depth interviews of expert group. As one of the improvements this study suggest that a building plan which is VE process leading VET/CM.

  • Value engineering (VE) of the construction project is classified into design phase value engineering and construction phase value engineering. Design phase value engineering must apply to over 10 billion public construction projects by government law. Therefore, the design value engineering apply to actively in construction projects. In contrast, the construction value engineering apply to a limited certain construction project. The reason is that construction value engineering process can not reflect practical demands quality. The construction value engineering can implement to positive impact through the feasibility verification for constructability. In this research, we propose a method of construction value engineering that reflect the practical demands. This method is experts alternative evaluation of using by GFI-based. And, this study was applied to the practical cases to verify the applicability of the proposed method. As a result, proposed alternative evaluation method were analyzed highly efficient in terms of applying the process as well as the method compare to the conventional method.

  • Although pilot projects have been actively carried out from 2017 to present to institutionalize CM at Risk, one of the major tasks for innovation in the construction industry, standards and processes related to Design VE, a key tool for determining GMP in the pre-construction phase, have not yet been established. Therefore, through research and operation status related to CM at Risk and Design VE, and survey on project participants' perception, the problem of the existing design VE process was derived, and the design VE process suitable for the CM at Risk project was proposed. The application plan was proposed in three aspects: Schedule, Cycle, and Process, and the appropriateness and applicability were verified through FGI. The results of this study are expected to be used as basic data on the establishment and legislation of order standards to be made in the future.

  • In the year of 1980 and 2000, the Korean government institutionalized the Value Engineering methodology in the construction phase and the design phase respectively. While design-phase VE have been applied to construction industry actively, which was institutionalized 7 years ago, construction-phase VE have not been applied to industry frequently, although it was institutionalized 25 years ago. On the other hand, at the time of social demands for VE is increasing, it has been pointed out that VE should be compatible with the delivery system. And the time of VE study, the operational management of VE study, and the maintenance process of the result of the VE study also should be considered. In this study, a scheme to improve VE methodology in the construction industry is proposed based on the literature review and the data analysis of domestic and foreign state of VE.

  • Shortage of SOC budget and inappropriate initial construction cost planning have worsened the economic sentiment of the construction firm. Construction VE can be one of the solutions for improving the profitability of construction projects. This study identifies the strong and weak points of construction firms for establishing the strategy of effective construction VE by using importance-performance analysis. As a result, construction firms have strong points on support, cooperation, and knowledge about construction VE, but have weak points on 'VE experience of VE leader', 'Detailed cost estimation', and 'Idea generation and evaluation'. This paper contributes to establishing the strategy of effective construction VE from the perspective of the construction firm, which is differentiated from previous studies that have focused on the institutional approach for construction VE.

  • VE, rather than just cost reduction tool, have established as a value enhancement tool of the construction industry. Value improvement types of VE proposal can show the effect of VE activities, also acts as an important element in which the owner adopts a proposal and confirms the results of the VE activities. However, problems in the process of quantification for VE proposal and ambiguous standards in classification of value improvement types is need to be supplemented. Accordingly, This study suggests the plan for establishing of numerical range criteria for classification of value improvement types of VE proposal. Implementing this plan will be able to improve the reliability and availability for VE activities.

  • VE is one of the technologies that are essential to promote cost reduction and performance improvement in construction projects. In the VE process, there are very important steps in deciding whether to adopt VE ideas and alternatives or not. However, when examining the possibility of selecting and adopting alternatives, it is difficult to clarify the differences and characteristics of the existing and improved proposals due to lack of understanding of the owner and inadequate consideration of harmonization with the alternative surroundings. In order to overcome these problems, it is necessary to effectively exchange information related to alternatives among VE participants and to examine the applicability of VE alternatives more in-depth. Therefore, in this study, a process for reviewing the applicability of VE Alternatives using BIM based VR was proposed to review more appropriate VE alternatives.
