해사노동협약의 최소휴식시간 적용 실태 연구

  • 해사노동협약이 2013년 8월 20일부로 발효되었다. 해사노동협약의 여러 규정들 중에 최소휴식시간 규정은 선원의 근로조건과 직결되는 사항이기도 하며 선주의 비용적 측면에서도 중요한 사항이다. 본 연구에서는 국내에서 최소휴식시간 규정이 어떻게 적용되고 있는지를 실제 선박에 승선하고 있는 선원들을 대상으로 설문을 시행하여 208명의 응답을 분석하였다. 응답자의 80% 이상이 국제항해에 종사하는 선원이었으며 설문결과 73% 이상의 선원이 해사노동협약에 대한 이해도를 어느 정도 가지고 있었다. 그러나 70% 정도의 응답자가 최소휴식시간 규정이 준수되지 않고 있다고 응답하였으며 그러한 이유로 바쁜 선박일정과 이로인하 과도한 업무부하를 지적하였다. 그럼에도 응답자의 90% 이상이 최소휴식시간규정 미 준수에 대한 보상은 거의 이루어지고 있지 않다고 응답고 근무시간도 실제로 작성하기 보다는 관련 검사를 통과하기 위해서 실제와는 다르게 축소하여 작성하는 경우가 90% 이상 이었다. 이러한 문제점들에 대한 해결하는 방법으로 해사노동협약에서 언급하고 있는 선원불만 고충처리 제도를 활용한 경우는 4%에 불과 했다. 전체적으로 국내 선원들은 최소휴식시간과 관련된 규정과 이의 적용에 대해서 매우 부정적인 생각을 가지고 있는 상황이었고 선원들은 이에 대한 해결 방안으로 승무정원 증가, 선원노조의 충실한 역할, 선주의 인식 변화 등을 제시하였다.

  • For many years, fatigue was discounted as a potential cause of or contributor to human error. However, resent accident data and research point to fatigue as a cause of and/or contributor to human error precisely because of its impact on performance. The goal of this study is to analyze and examine of the fatigue factors related to human error. In this study, we carried out the questionnaire sw-vey which concerned with the fatigue factors.

  • The purpose of this study is to find out the relationship among dialect, anxiety and career barrier for flight attendant applicants at interview. A Survey was conducted on female applicants who had attended interview at least once. As a result, dialect speakers were more anxious than non-dialect speakers. And a dialect affects the anxiety, the anxiety also affects the career barrier. The findings of this study offer several managerial implications for directors in teaching positions. The results of the evaluation can be used as a background for promoting effective interview method.

The Fabrication of High Strength 7XXX Aluminum Alloy Powders by Centrifugal Disc Atomization (원심분무법에 의한 고강도 7XXX 알루미늄 합금 분말의 제조)

  • 7XXX aluminum alloy powders produced by the self-manufactured rotating disc atomizer were investigated to determine the influence of the atomization parameters on the particle size distributions in air atmosphere. The particle size distributions are almost always bimodal with the dominant mode on the large particle size. Average powder size of 7XXX aluminum alloy is $74/{\mu}m~125/{\mu}m$ when melt is poured with the rate of 9g /sec at 730$^{\circ}C$ on a rotating disc of 30㎜ diameter at 6300rad/sec. The mass of finer particle increased when disc diameter, angular velocity, pouring temperature increased and pouring rate decreased. The powder shapes of bimodal change from acicular to tear-drop and from tear-drop to ligament with increasing powder size. Powder shape was determined by the atomization mechanism and oxidation in liquid state. Microstructure of powders appeared to be cell and cellular dendrite. The SDAS of Al-7.9wt%Zn-2.4wt%Mg-1.5wt%Cu-0.9wt%Ni Powders is $0.8{\mu}m~1.0{\mu}m$ for the powders of $size+44{\mu}m~53{\mu}m$ and $1.6{\mu}m∼1.8{\mu}m$ for the powders of $size+105{\mu}m~125{\mu}m$, repectively.

  • An internal lobe pump is suitable for oil hydraulics of machine tools, automotive engines, compressors, constructions and other various applications. In particular, the pump is an essential machine element of an automotive engine to feed lubricant oil. The subject of this paper is the theoretical analysis of internal lobe pump whose the main components are the rotors: usually the outer one is characterized by lobes with elliptical shape, while the inner rotor profile is determined as conjugate to the other. And the integrated system which is composed of three main modules has been developed through AutoLISP under AutoCAD circumstance. It generates new lobe profile and calculates automatically the flow rate and flow rate irregularity according to the lobe profile generated. Results obtained from the analysis enable the designer and manufacturer of oil pump to be more efficient in this field.

  • The Seoul Subway is one of the most heavily used Subway System in the world. It provides reliable transportation services, conveys nearly 4 million Passengers across 117 subway stations with a length of 134.9 Km. Over the years the safety for the Subway has been a major concern, trains going off the track, equipment failure, careless operation, Signal failure are increasing day by day. In a Recent Public opinion 40% said the causes to above facts are Vehicle breakdown because of Operators, Old rail defect, Quality of material. 20% of the opinion said the obstacles were because of Operation, crew carelessness, negligence in signal operation. In case of any accident the crew members cannot resolve the issue on site (Aid insufficiency), because of lack of knowledge and carelessness. The main obstacles for Subway are vehicle breakdown, Electric equipment failure, Signal Equipment failure, and Crew carelessness. This paper aims to provide major problems which are needed to be solved as quickly as possible for citizen's safety for a comfortable subway system making a comfortable ride and providing better service gradually.

Relationships among Job Stress, Health Beliefs and Health Behaviors of Aircrews (운항승무원의 직업스트레스, 건강신념 및 건강행위)

  • Purpose: The purpose of this correlational study was to identify relationships among job stress, health beliefs and health behaviors of aircrews and contributing factors to aircrew's health promoting behaviors. Method: Two-hundred twenty-four aircrew members completed questionnaires. The questionnaires were composed of a demographic form, health behavior scale, self-efficacy scale, perceived benefit scale, perceived barrier scale, job demand scale, and latitude scale. Result: The subject's health behavior has shown significant correlations with self-efficacy, benefit, and barrier. Significant negative correlations were found between job stress and self-efficacy. Relationships between job stress and barriers were also statistically significant. In demographic features, statistically significant difference were found between subject's rank and job stress score. Also, there was a significant difference between health behavior and the subject's age. Conclusion: Future efforts should focus on the development of a program to consider aircrew's perceived benefits, perceived barriers and self-efficacy to the compliance of health promoting behaviors.

  • The purpose of this study is to analyze the radiation dose data of the space crew of the flight crew and to present a plan for the health management of the flight crew on the basis of the analysis. The analysis show that the average exposure dose of the flight attendants continued to rise, and the exposure dose of the flight attendants was five(5) times higher than that of the radiation workers. As a way to reduce the effects of cosmic radiation, this paper suggests appropriate personnel allocation by model, balanced allocation of high and low latitude routes by crew according to the aircraft type, and a low altitude flight plan for high latitude flight. This study will help aviation crew members understand cosmic radiation and trust in the company's policies. In the future, it will be necessary to enhance the flight safety of the crew by deriving meaningful results by analyzing data related to cosmic radiation of various routes.

A Study on the Effects of Perfectionism on the Psychological Burnouts, Job Engagement and Turnover Intentions for Flight Attendants (항공사 객실승무원의 완벽주의 성향이 심리적 소진, 직무열의 및 이직의도에 미치는 영향)

  • The purpose of this study is to identify the structural causal relationship among the psychological burnouts, job engagement and turnover intentions influenced by perfectionism of flight attendants to reestablish concepts by approaching their psychological difficulties and establish strategies for effective human resource management for airlines. The period of data collection was from August 1st to September 1st, 2019 by using online and offline surveys. A total of 208 answered surveys were used for analysis. The major results of this study showed that first, the perfectionism of flight attendants had an effect on psychological burn-outs, supporting Hypothesis 1. Second, the psychological burnout of flight attendants showed to have a negative (-) meaningful effect on their job engagement. Third, the psychological burnout of flight attendants showed to have a positive (+) meaningful effect on their turn-over intentions. Lastly, the job engagement of flight attendants had a negative (-) effect on their turnover intentions.

A Study on Management of Foreign Seamen on Board Coastal & Offshore Fishing Boats (연근해어선에 승무하는 외국인 어선원의 관리방안)

  • Due to changes in internal and external environment of coastal & offshore fishery such as decrease in coastal & offshore fishery resources, rising labor costs, rising gas prices, rising turnover rate of seamen, and intensified avoiding 4D types of business, the domestic seamen's avoidance of going to sea is being intensified. In order to solve the problems of domestic seamen shortage, coastal & offshore fishery businesses prefer to employ foreign seamen whose wages are relatively low, so employment of foreign seamen continues to increase. However, the foreign seamen system has the problems in selecting and managing seamen but these problems have been not adequately dealt with, so damages to fishery business continue to occur due to the seamen's deserting. The cases, in which foreigners who entered the country to take the sea in coastal & offshore fishing boats deserted their workplace, recorded 36.4% as of 2010. So in order to achieve the purpose of the foreign seamen system itself through rational management of foreign seamen, the exclusive organization to manage foreign seamen should be established and the system to rationally select foreign seamen who have experiences of fishery should be established. The utilization of foreign seamen during off season needs to be maximized by establishing the employment connection system for the management of foreign seamen and employment stabilization, and the exclusive organization for education of foreign seamen and the organization for nurturing domestic seamen need to be established and operated.
