Development of Water Policy Indicators : Water Use Indicators (이수분야 수자원 정책지표 개발)

  • OECD countries are using the indicators to manage water resources. The cares about the water deficiency is more growing because of the climate change, but we have no exact indicators to know how much water to need and where to need. So, we made a national water resource indicators. We analyzed water management indicators of foreign countries and selected proper those for our countries. During the process, we asked the expert's consults to certificate it's qualification. The condition to select the indicators are as follows. First, it must be easy for every one to understand those. Second, the indicators should be able to measure. Third, the results should be able to present a comparison between nations. The last, the indicators should be set up from the view point of long-term purpose. As a result, we selected 8 core indicators. But those are not perfect because the data and information are not sufficient. So we need to cooperate and organize the indicators with government.

Natural Environment Conservation Planning for Sustainable Development (지속가능한 자연환경보전계획 수립방향 연구)

  • Recently the ecosystem has been seriously damaged by reckless development. The Ministry of Environment is now shifting its policy from one of "end-of-pipe" management and being regulation-centered to one striving to be preparatory and self-regulating. The nature conservation plan has been focused on protecting only the wildlife, so a systematic conservation of the nationwide ecosystem is inherently limited. To go beyond this limit, the strengthening of the link between the natural environmental conservation plan and the land use development plan is necessary. This study first diagnosed the "AS-IS" status of the natural environment conservation planning process and then envisioned a "TO-BE" image of the organic link between that plan and the land/metropolitan development plan. In conclusion, it was determined that the system of planning should be reformed and the focus of the planning should be shifted from source oriented planning to spatial environment planning. A biotope map should be drawn during this process and the examination criteria, methodology, and drawing standards are needed. The central government and self-governing bodies should have reasonable roles and responsibilities, and cooperate for more efficient conservation planning.

  • The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

  • The Suncheon city has new city image and brand as eco & garden city in national wide. This paper reviews the process, governance, and performance of creative-city related policy in Suncheon city, Korea. The new city image and brand, eco & garden city, were as a result of the related urban policies and its efforts to reserve and utilize the Suncheon Bay Wetland such as the establishment of Green Suncheon 21, the Reed Festival of Suncheon Bay, the ecological park creation projects for Suncheon Bay Wetland, the ICEXPO 2013, and the Suncheon Bay National Garden since 1995. The Dongsa Research Institute has been played very import roles in the process of civic movement for Suncheon Bay Wetland reservation. After holding the ICEXPO 2013, the Suncheon city has achieved various performances such as new city image and brand, the Suncheon Bay National Garden, social and physical infrastructure to pursue future creative-city related policies.

  • 습지 분류의 목표는 '목록작성(inventory)과 평가와 관리를 위해 자연적인 생태계에 범위를 설정하는 것'이다. 또한 등질적인 속성을 갖는 생태단위를 기술하고, 자원관리 의사결정에 도움을 줄 수 있는 체계로 단위를 만들어내고, 목록작성과 지도화에 필요한 단위를 제공하면, 습지에 관한 개념과 용어의 통일성을 제공하는 것 등이다. 해안지형 가운데 해안 습지의 분류에는 우선, 1) 형태, 2) 생성요인, 3) 자갈, 모래, 펄 같은 기질 물질과 4)현재의 환경이라는 요소가 모두 고려되어야만 하는데 아직 국내에는 이에 대한 연구가 절대적으로 부족하여 이에 대한 규정이 부족한 현실이다. 따라서 현 단계에서 ISO/IEC 규정대로 각 코드는 엄밀히 상호배타적인 개념일 것, 정수로 표시할 것과 순차적으로 증가하는 숫자로 표시할 것 등의 전제조건을 만족시키는 전제 하에서 해안습지를 분류하는 것은 매우 힘든 작업이라 생각한다. 하지만 국토공간의 효율적 관리와 보존을 위해서는 위치와 장소에 따라 차이를 보이는 지질, 지형, 토양, 식생, 수리 현상 등 제반 지표 환경요소에 대한 체계화된 정보의 축척이 있어야 가능하다. 우리나라의 경우 지질 정보는 지질자원연구원에서 발행하는 지질도와, 농촌진흥청에서 발행하는 토양도, 임업연구원에서 발행하는 임상도 등의 주제도가 있으나, 지표환경을 나타내주는 지형에 대한 정보체계는 아직 이루러진 바가 없고, 대학의 석사학위논문이나, 실험적인 수준의 연구에 머물고 있는 실정이다. 이번 연구에서는 지형분류도 작성과 관련한 외국의 사례를 집중적으로 분석하고, 지형정보의 체계적 관리를 위해 가장 필요한 해안습지 지형분류도를 작성하기 위해 가장 기초적인 단계인 해안습지 지형분류체계에 대한 국내외의 연구성과를 비교하여 시안을 작성 표준화를 위한 첫 단계 시도를 소개하였다.분석 결과는 문장, 그림 및 도표, 장 끝의 질문, 학생의 학습 활동 수 등이 $0.4{\sim}1.5$ 사이의 값으로 학생 참여를 적절히 유도하는 발견 지향적 인 것으로 조사되었다. 그러나 장의 요약은 본문 내용을 반복하는 내용으로 구성되었다. 이와 같이 공통과학 과목은 새로운 현대 사회에 부응하는 교과 목표와 체계를 지향하고 있지만 아직도 통합과학으로서의 내용과 체계를 완전히 갖추고 있지 못할 뿐만 아니라 현재 사용되고 있는 7종의 교과서가 교육 목표를 충분히 반영하지 못하고 있다. 따라서 교사의 역할이 더욱더 중요하게 되었다.괴리가 작아진다. 이 결과에 따르면 위탁증거금의 징수는 그 제도의 취지에 부합되고 있다. 다만 제도운용상의 이유이거나 혹은 우리나라 주식시장의 투자자들이 비합리적인 투자형태를 보임에 따라 그 정책적 효과는 때로 역기능적인 결과로 초래하였다. 그럼에도 불구하고 이 연구결과를 통하여 최소한 주식시장(株式市場)에서 위탁증거금제도는 그 제도적 의의가 여전히 있다는 사실이 확인되었다. 또한 우리나라 주식시장에서 통상 과열투기 행위가 빈번히 일어나 주식시장을 교란시킴으로써 건전한 투자풍토조성에 저해된다는 저간의 우려가 매우 커왔으나 표본 기간동안에 대하여 실증분석을 한 결과 주식시장 전체적으로 볼 때 주가변동율(株價變動率), 특히 초과주가변동율(超過株價變動率)에 미치는 영향이 그다지 심각한 정도는 아니었으며 오히려 우리나라의 주식시장은 미국시장에 비해 주가가 비교적 안정적인 수준을 유지해 왔다고 볼 수 있다.36.4%)와 외식을 선호(29.1%)${\lrcorner}$ 하기 때문에 패스트푸드를 이용하게 된 것으로 응답 하였으며, 남 여 대학생간에는 유의한 차이(p<0.05)가 인정되었다. 응답자의 체형은 ${\ulcorner}$

Research on status and characteristics of wastewater discharger cost in Local Government (국내 기초자치단체 하수도 원인자부담금 현황 및 특성 분석 연구)

  • The sewage system was continuously distributed as a concept of public service and protection for water system such as wet-land, resulting in deterioration of the management of sewage management institutions. Accordingly, under the leadership of the central government, various sewage policies are being promoted to streamline the management of sewage management institutions. The main points were related to costs, and typical characteristics include wastewater cost and wastewater discharger cost. In this research, the current status and characteristics of the wastewater discharger cost of 71 local governments in Korea were analyzed. As a result, 41 places (57%) were found to be less than 1,000,000 won/m3 to 2,000,000 won/m3, with an average was 1,990,653 won/m3 (median was 1,918,000 won/m3). In addition, the rate of wastewater discharger cost was increased when the wastewater discharger cost was higher stage. The influential parameters of local governments, which were relatively correlated with the wastewater discharger cost, were analyzed as the rate of recovering wastewater cost and financial independence rate. The results of this research could be used as basic data for wastewater discharger cost, and future researches are needed on how to calculate the appropriate level of wastewater discharger cost.

Eco-friendly Design of Horticultural Complex through Application of Saemanguem Areas (시설원예 단지의 친환경적 조성 계획의 새만금지역 적용 연구)

  • The agricultural landscape is considered an important space to provide service functions, but the reality is that environmental and ecological problems are being reported in the creation of a facility horticulture complex. Therefore, this study was conducted to contribute to sustainable agriculture by creating a more eco-friendly facility horticultural complex. The elements of planning for eco-friendly development of the facility horticultural complex were derived from literature and expert surveys. The master plan and the bird's-eye view were then applied to the Saemangeum area by applying the planning elements. After analyzing the method of selecting and deploying input elements for improving functions, it was suggested that low-flow areas, wetlands, artificial storage facilities, green spaces, and waterways should be placed in harmony with the landscape and that the building-to-land ratio should be applied at 55%. The final design was prepared by applying the ecological service function improvement plan proposed by experts. The final bird's-eye view also reflected water purification facilities, connection of wetlands to waterways, packing of pitchers, and connection of green areas. The results of the research are expected to be used as basic data for policy and budget allocation for the eco-friendly creation of horticulture facilities and contribute to sustainable agriculture by contributing to national biodiversity and environmental preservation.

Economic value of the Koeran mudflat wetland (우리나라 갯벌의 경제적 가치)

  • In the aftermath of nation-wide controversy over "conservation vs. development" of the costal wetland in the Saemangeum, Korea could legislate the laws of wetland conservation and costal management in 1998. Since then, the public interest in the costal mudflats and its conservation has increased greatly, but the controversy on the economic value of mutflat wetland and the futher (un)necessity of reclamation) is not yet settled. In the cases of Korea dealt, economic valuation of wetland was performed mainly in the milieu of reclamation(development) vs conservation conflict, or from interest of recreational use. Korean studies used to estimate economic value of development case and conservation case respectively and then tried to compare these two value, as is sometimes done also in other countries. But the scrutiny of the results of these studies leads us to conclude that the revealed wide discrepancy among estimated values, above all other methodological problems, denies any practical applicability to the actual policy use. Benefit transfer as a convenient alternative method of valuation can not be usable either in our cases, because there is too few reliable estimated economic values of mudflat wetlands.

Adaptive Management: a key tool for natural resource management (자연자원관리를 위한 핵심도구: 적응관리)

  • Adaptive Management (AM) is one of the best available approaches for managing natural resources in the presence of uncertainty. In spite of the limitations, AM has been widely applied in nature resource management policies and plans internationally, while application of AM in nature resource management in Korea is limitedly used. Accordingly, this study reviews application of AM in nature resource management research in Korea with respect to its definitions, procedures, impediments and considerations. The present study also reviews recent ecological modelling studies which is an essential component of AM approach. Finally, management of artificial sea forest, coastal wetlands and fisheries are suggested as the recommended fields to adopt AM.

  • 기후변화-수자원 적응과제들의 성공적인 수행과 결과물의 활용을 위해서는 안전행정부, 환경부, 농림축산식품부 등 물관련 정부부처간의 긴밀한 협조체계가 이루어져야 할 것이다. 이를 위해서는 (1)안전행정부의 재난관련 방재패러다임 전환 및 위기관리 체계강화를 위한 추진과제(자연재해 지자체 방재시스템), (2)환경부의 기후변화에 따른 물환경관리 대책 추진과제(비점오염, 수질, 수생태, 습지), (3)농림축산식품부의 농업수자원 및 산림자원 확보 추진과제(농업용수, 산림재해) 등의 진행상황 및 결과의 공유체계 및 공동활용을 위한 채널구축이 필요하다. 포럼에서의 의견으로서, 타분야 특히 산업일선에서는 이미 기후변화에 따른 적응정책과 더불어 관련기술의 개발이 진행되어 우리 수자원분야는 많이 늦은 감이 있다는 지적, 그리고 제시된 기획과제 중에서 제4세부과제인 수자원의 가치를 평가하는 기술개발이 매우 중요하다는 언급이 많았다. 이에 저자들은 수자원의 가치를 높이기 위해서는 농업 그리고 에너지 분야의 전문가들과의 협력연구(Water-Food-Energy Nexus)를 통하여 세 분야의 통계기반, 정보공유, 융합가치 등의 제반연구는 매우 중요한 미래과제라고 강조하였다.
