For this purpose, first, after investigating the development process of domestic smart cities, we examined various cases of smart city policies being established overseas. Second, we analyzed the existing research into smart cities, in order to understand the relationship between the major issues. Third, an expert interview was conducted based on the identified issues. Fourth, we presented the direction of development of a Smart City policy framework to solve the major problems associated with domestic and foreign smart cities. In the policy framework presented in this research, after subdividing the elements used for solving each problem, we linked them with the smart city components and selected matching executable agents to prepare solutions. Then, once the deliberation process of the National Smart City Committee and the Smart Urban Service Support Organization has been completed, the government will support it financially and politically. It also suggested that it is necessary to perform continuous information gathering and monitoring work, along with the construction of a control tower to strengthen the network effect between smart city related markets. This research has significance in that it presents the procedures required for efficiently responding to the problems arising in the smart city promotion process. It is expected that it will serve as the basis for establishing policies dealing with the development and advancement of domestic smart cities in the future.

  • Global warming is accelerating as greenhouse gas emissions increase owing to the increase in population and urbanization rates worldwide. As an alternative to this solution, smart cities are being promoted. The purpose of this paper is to suggest a plan for developing energy service modules for the Sejong 5-1 living area, which has been selected as a test-bed for smart cities in Korea. Based on the smart city plans announced by the government for this study, a survey questionnaire on 12 energy services was composed by collecting the opinions of experts. The survey was conducted with 1,000 citizens, the degree of necessity of energy service that citizens think of was identified. Principal Component Analysis and Association Rule Mining were conducted to describe 12 energy service items in a reduced manner and analyze the correlation and relationship of each energy service. Finally, three modules were suggested using the analyzed results so that 12 energy services could be implemented in an efficient platform. These results are expected to contribute to the realization of a smart city to make them easily accessible for those who want to promote platform services in the energy field and envision energy service items.

  • Smart Cities intelligently manage numerous infrastructures, including Smart-City IoT devices, and provide a variety of smart-city applications to citizen. In order to provide various information needed for smart-city applications, Smart Cities require a function to intelligently process large-scale streamed big data that are constantly generated from a large number of IoT devices. To provide smart services in Smart-City, the Smart-City Consortium uses stream reasoning. Our stream reasoning requires real-time processing of big data. However, there are limitations associated with real-time processing of large-scale streamed big data in Smart Cities. In this paper, we introduce one of our researches on cloud computing based real-time distributed-parallel-processing to be used in stream-reasoning of IoT big data in Smart Cities. The Smart-City Consortium introduced its previously developed smart-city middleware. In the research for this paper, we made cloud computing based real-time distributed-parallel-processing available in the cloud computing platform of the smart-city middleware developed in the previous research, so that we can perform real-time distributed-parallel-processing with them. This paper introduces a real-time distributed-parallel-processing method and system for stream reasoning with IoT big data transmitted from various sensors of Smart Cities and evaluate the performance of real-time distributed-parallel-processing of the system where the method is implemented.
