An Exploratory Study on Logistics Infrastructures in Cambodia : Current Issues and Future Solutions (캄보디아의 물류 기반시설에 관한 탐색적 연구 : 그 쟁점과 해결방안)

  • This study uncovered some issues that have constrained the development of logistics performance in Cambodia. Firstly, literature review was narrowed down to include studies involving the relationship between Logistics and transportation, the relationship between the infrastructure and economic growth and the important role of logistics on economic growth and poverty reduction. Then the next step the study identified some issues related to transport infrastructure that were assumed to cause the enhancement of logistics sector. Moreover, a case study about cost and time analysis was used to address some issues of logistics cost in Cambodia comparing to its neighboring countries: Thailand and Vietnam. Based on the time and cost analysis, it revealed that the logistics cost in Cambodia is much high than Thailand and Vietnam. In addition, some logistics issues were found through other two case studies about the export and trade facilitation. The participants raised some issues related to issuance of certificate of origin, the availability of information about agreements, laws, rules, and regulations, checkpoints along the corridor and opening hours of logistics service providers and slow processes. Then the authors suggested some appropriate solutions to answer to the current issues related to transport infrastructure and logistics sector in Cambodia.

  • CUPPS is the latest international standard passenger processing system which is operated with airlines' check-in system, DCS (Departure Control System) in order to provide check-in and boarding services to passengers. The CUPPS standard has been revised in August 2009 leading by IATA (International Air Transport Association) who recommends replacing old legacy common use system with CUPPS to airports and airlines around the world. IATA is expecting to reduce the installation and maintenance cost of CUPPS by standardizing various legacy common use systems and device controls. Airlines are also expecting to take advantage of the system to reduce the application development cost as developing only one standard CUPPS application instead of developing multiple applications for nonstandard legacy systems. This research which focuses on development completed AIRCUS, R&D project of ministry of land, transport and maritime affairs accomplished by IIA, will present the result of pilot trial and the effective approach methods to increase the possibility of expanding overseas business by comparing old legacy system with CUPPS to prove the dominance of CUPPS over the legacy systems as well as doing foreign case studies.

A Study to Solve Empty Container Return Problems in Gyeongin Province - Focusing on Uiwang ICD and Incheon Port - (경인지역 내 효율적인 공 컨테이너 반납처리 방안 연구 - 의왕ICD와 인천항을 중심으로 -)

  • The decreasing number of import and export containers is causing a problem with container circulation. In particular, this problem has reached a serious level in the Gyeongin area. Empty containers are accumulating in the Gyeongin container yard, where most of the returned containers are stored. In order to improve the empty container return problem at Gyeonhin, this study analyzes the actual situation and the empty container return process. A preference survey was conducted to suggest solutions from the perspective of users rather than shippers. A logistics company's data was analyzed to identify the inefficient cost structure in the Gyeongin area. The results show that the empty container return problem in Gyeongin is becoming more and more serious. To solve this problem, this paper proposes reestablishing functions at the Incheon Port, and securing a third new storage terminal in the Gyeongin area. Finally, an efficient empty container circulation system is presented. It will also be necessary to prepare laws and institutions to ensure these solutions.

Qualitative Changes in Grafted Cactus Cultivars during Simulated Transportation (모의운송시 접목선인장의 품종별 품질변화)

  • This experiment was conducted to study the qualitative changes of grafted cactus after harvest and to examine the decomposition characteristics of pathogenic fungi which occurs or grows during the simulated shipping period. Plant materials with four varieties of Gymnocalycium mihanovichii var. friedrichii including, 'Hukwang', 'Huhong', 'Hwangwol', 'Yeunhwa' and two varieties of Chamaecereus silvestrii f. variegate such as 'Goldcrown' and 'Yellowcrown' were used. During the simulated shipping period, the fresh-weight, bulb diameter, carbon dioxide emission rate, and decomposition rate were observed. The regeneration rate and decomposition rate were observed for the grafted cactuses that were placed in a greenhouse environment with a temperature of $28{\pm}12^{\circ}C$ and humidity of $36{\pm}15.3%$ after 40 days of simulated shipping. There were reductions in the fresh-weight and bulb diameter in every variety as time passed while the carbon dioxide emission rate showed no meaningful difference by each variety. Furthermore, the decomposition rate in the scion was higher than in the stock. According to the analysis of pathogenic fungi by decomposition characteristics, Alternaria sp., Cladosporium sp., Colletotrichum sp., Fusarium sp., Penicillium sp. in G. mihanovichii var. friedrichii were found and Alternaria sp., Bipolaris sp., Cladospoirum sp. in C. silvestrii f. variegate were identified. Therefore, to maintain and improve the quality of grafted cactus, it is necessary to analyze the factors of decomposition from the time of harvest until the point of export and develop a process technology to minimize the decomposition rate.

Forecasting the Grain Volumes in Incheon Port Using System Dynamics (System Dynamics를 이용한 인천항 양곡화물 물동량 예측에 관한 연구)

  • More efficient and effective volume management of trade cargo is recently requested due to FTA with foreign country. Above all, the grain is the main cargo needed in Korean food life and was appointed as the core trade cargo during FTA. This study is aimed to forecast future demands of grain volumes which are handled at Incheon port because most of the grain volumes are traded at Incheon port in Korea. System Dynamics (SD) was used for forecasting as the methodology. Also, population, yearly grain consumption per a man, GDP, GRDP, exchange rate, and BDI were used as the factors that influence grain volumes. Simulation duration was from 2000 to 2020 and real data was used from 2000 to 2007. According to the simulation, 2020's grain volumes at Incheon port were forecasted to be about 2 million tons and grain volumes handled at Incheon port were continuously reduced. In order to measure accuracy of the simulation, this study implemented MAPE analysis. And after the implementation, the simulation was decided as a much more accurate model because MAPE value was calculated to be 6.3%. This study respectively examined factors using the sensitivity analysis. As a result, in terms of the effects on grain volume in Incheon Port, the population factor is most significant and exchange rate factor is the least.

A Policy to Improve International Competitiveness of Medium Sized Enterprises in Korea (국내 중견기업의 글로벌 경쟁력 강화 방안에 관한 연구)

  • This study analysis the current status and policies of Korean Medium Sized Enterprises, and compared with those of U.S and Germany Recently the number of Korean Medium Sized Enterprises is highly increased. But the average sales, employment, and export which can be the indicator for growth were decreased, particularly the decrease of R&D intensity was remarkable. There are 3 policies suggestions necessary to accelerate growth of Medium Sized Enterprises. First, reform the system for Medium Sized Enterprises to grow their activity. There need to direct support as well as arrange governmental regulation. Second, need to increase R&D aid for enhance innovative competence of MSE. Lone-term continuous support for R&D is most import for promoting competitive Medium Sized Enterprises. And the lastly, for successful supporting policy there need to modify the comprehensive criterion for present Medium Sized Enterprises.

A STUDY ON DISTRIBUTION OF PSYCHROTROPHIC COLIFORMS AND GENERAL MICROFLORA OF FROZEN FISH FOR EXPORT (수출냉동선어의 저온성대장균군 및 일반 microflora의 분포에 관한 연구)

  • Three kinds of samples, Trachpenalus curiviostris, Astroconger myriaster and Cantherines modestus which were pre-treated in a processing plant were frozen at $-40^{\circ}C$ in a contact freezer and stored for 32 days.The numbers of general bacterium, coliforms and E. coli were measured at 8 day intevals during frozen storage and the isolated strains was classified. The results are as follows; 1. The numbers of coliforms and E. coli in the samples before freezing were much higher, than those during frozen storage and it tended to decrease. 2. General bacteria showed little change in number before and after being frozen. Among 97 strains of isolated coliforms, only 4 strains of K. aerogenes I ana 4 strains of K, cloacae were classified and the rest was not determined. 3. Ninety percent of coliforms was found to be psychrotrophic coliforms, which were able to grow at $5^{\circ}C$ within a week. 4. Vibrio and Pseudomonas were superior in number before freezing while Flavobacterium cytophaga and Moraxella were superior during frozem storage.

Control of Botrytis cinerea and Postharvest Quality of Cut Roses by Electron Beam Irradiation (전자빔 조사에 따른 잿빛곰팡이병원균 방제효과와 절화 장미의 수확 후 품질)

  • The present study was conducted to determine the effect of electron beam irradiation on control of Botrytis cinerea and postharvest quality of cut roses. Electron beam doses of 0.1, 0.2, 0.4, 0.6, 0.8, 1, 2, 10, and 20 kGy were applied with a 10-MeV linear electron beam accelerator (EB Tech, Korea). Electron beams inhibited spore germination and mycelial growth of B. cinerea with increasing irradiation doses. Conidia of B. cinerea were more tolerant to irradiation than were mycelia: the effective irradiation doses for 50% inhibition ($ED_{50}$) of spore germination and mycelial growth were 2.02 kGy and 0.89 kGy, respectively. In addition, electron beam irradiation was more effective in reducing mycelial growth of B. cinerea at $10^{\circ}C$ than at $20^{\circ}C$. Analysis of in vivo antifungal activity revealed that elevated irradiation doses exhibited increased control efficacy for tomato gray mold. Flower longevity and fresh weight of cut roses decreased when the irradiation dose was increased. In addition, flower bud opening tended to be inhibited in a dose-dependent manner. Although 'Decoration', 'Il se Bronze', 'Queen Bee', and 'Revue' roses tolerated and maintained overall postharvest quality up to 0.4 kGy, 'Vivian' did not, demonstrating that the irradiation sensitivity of cut roses varies according to cultivar.

Planning for Intra-Block Remarshaling to Enhance the Efficiency of Loading Operations in an Automated Container Terminal (자동화 컨테이너 터미널의 적하 작업 효율 향상을 위한 블록 내 재정돈 계획 수립 방안)

  • A stacking yard of a container terminal is a space for temporarily storing the containers that are carried in or imported until they are carried out or exported. If the containers are stacked in an inappropriate way, the efficiency of operation at the time of loading decreases significantly due to the rehandlings. The remarshaling is the task of rearranging containers during the idle time of transfer crane for the effective loading operations. This paper proposes a method of planning for remarshaling in a yard block of an automated container terminal. Our method conducts a search in two stages. In the first stage, the target stacking configuration is determined in such a way that the throughput of loading is maximized. In the second stage, the crane schedule is determined so that the remarshaling task can be completed as fast as possible in moving the containers from the source configuration to the target configuration. Simulation experiments have been conducted to compare the efficiency of loading operations before and after remarshaling. The results show that our remarshaling plan is really effective in increasing the efficiency of loading operation.

Discussions on Carbon Account in Harvested Wood Products and Effects on Korean Carbon Emissions under the UNFCCC (기후변화협약 하에서 목제품 탄소계정 논의 동향 및 국내 탄소배출량에 미치는 영향 분석)

  • Korea is expected to be included in the countries of compulsory reduction of greenhouse gas emissions from the 2nd commitment period (2013~2017). For the negotiations in the future, this study was designed to review the tendency of discussions about carbon account in harvested wood products (HWP), which is currently underway around the globe and approach-specific characteristics, and analyze effects on carbon emissions in our country. As a result, most importantly, except the current IPC default approach there is no big difference among the 3 approaches of carbon account in HWP, which were newly suggested on the basis importers because all the HWP circulated at home are accounted for by carbon-stock changes. Under production approach, those HWP produced at home only are evaluated according to carbon-stock changes with the exception of imported HWP. Atmospheric-flow approach is favorable to net wood exporters, because the spot where ultimate decomposition and combustion arising out of the use of HWP occur is regarded as the place of carbon emission. Meanwhile, the estimation of korean carbon-stock change in HWP showed that as of 2004, stock-change approach was 1.567 Tg C, with production approach being 0.581 Tg C and atmospheric-flow approach being -1.425 Tg C, which means stock-change approach is most favorable to Korea as a net wood importer, while atmospheric-flow approach is the least favorable one, in terms of carbon emissions reduction in Korea.
