The Effect of Preferential Purchase Policy for Technologically Developed Products on Growth of SMEs (기술개발제품 우선구매 제도가 중소기업의 성장에 미치는 영향)

  • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.

  • The major objective of this study is to develop practical methods for estimating sediment yield rates of medium size watersheds of which areas range from 200 to $2,000km^2$ In the first phase of the study that were presented in the companion paper followed by this paper, a methodology for estimating sediment yield rate was introduced and a total of 13 data points including eight sampled river-sediment data and five reservoir deposit data were collected. In this study, a three-parameter empirical model and a six-parameter rating model, both of which are based on empiricism, have been developed. By limited comparisons, the models developed in this study appear to be more reliable and applicable than the existing ones. According to the sediment yield data collected and the estimations by the models, meanwhile, the lowest value for the sediment yield rate of medium size watersheds in Korea is estimated to be about $100tons/km^2/yr$, and the maximum to be about $1,000tons/km^2/yr$.

  • The seventh year of implementing online material deposit demands a systematic collection, legal and regulatory improvements, and the establishment of a long-term strategic plan for online material collection. In this study, we aimed to propose an online material collection strategy and a long-term roadmap for preserving online resources as national intellectual and cultural heritage for future generations. To achieve this, we analyzed the status of domestic and foreign libraries, related laws and regulations, and the types and collection status of online materials. Based on this analysis, we proposed practical collection standards and methods. Ultimately, a long-term roadmap and implementation plan were suggested. The long-term development plan for online material collection established a phased, concrete implementation strategy. This includes the foundation-building phase of online material collection, followed by the expansion phase, and finally reaching the maturity phase.

Development of The Signal Control Algorithm Using Travel Time Informations of Sectional Detection Systems (구간검지체계의 통행시간정보를 이용한 신호제어 알고리즘 개발)

  • This study developed an algorithm for real-time signal control based on the detection system that can collect sectional travel time. The signal control variable is maximum queue length per cycle and this variable has a sectional meaning. When a individual vehicle pass through the detector, we can gather the vehicle ID and the detected time. Therefor we can compute the travel time of an individual vehicle between consecutive detectors. This travel time informations were bisected including the delay and not. We can compute queue withdrawing time using this bisection and the max queue length is computed using the deterministic delay model. The objective function of the real-time signal control aims equalization of queue length for all direction. The distribution of the cycle is made by queue length ratios.

  • Spatial detection system such as AVI, GPS, and Beacon etc. can provide spatial travel time only after a vehicle Passes through a road section. In this context, majority of the existing studies on the link travel time estimation area has focused on the arrival time-based link travel time estimation. rather than departure time-based link travel time estimation. Even if some of the researches on this area have developed departure time-based link travel time estimation algorithms, they are limited in that they are not applicable in a real-time mode. The objective of this study is to develop an departure time-based link travel time estimation algorithm which is applicable in a real-tine mode. Firstly, this study discussed the tradeoff between accuracy and timeliness of the departure time-based on-line link travel time estimates. Secondly, this study developed an departure time-based on-line link travel time estimation algorithm which utilizes the Baysian inference logic. It was found that the proposed approach could estimate departure time-based link travel times in a real-time context with an acceptable accuracy and timeliness.
