Status of Overseas Construction Market and Domestic R&D Case for Plant Projects (해외 플랜트시장 현황 및 국내 연구개발 사례)

  • Global construction market has grown rapidly since 2000. Even though developing countries grew into an economic, the most of oil-producing countries of continuous high oil prices due to an increase in plant construction orders is to present a lot of influence. According to the growth of global construction market, the domestic construction companies in the overseas market share have recorded 3% of the performance of the top 10 world records. However, current performance has analyzed the expansion of the market rather than competitiveness development of domestic construction companies. Therefore, to improve competitiveness in the global construction orders for the domestic construction companies in terms of long term, the government in Korea has ordered various research projects related to the plant since 2005. This paper presents not only global plant market trends and plant project in domestic but also introduction of completed research standardization recently.

  • The FTA between South Korea and China has been concluded in 2014. This means that there is high possibility of the economic integration in Northeast Asia. China's rapid growth has led the global economy, and the Northeast Asia has been attracting attention as the main market. Although the South Korean government cannot help continuing the overseas market-oriented policies, South Korea's construction orders in the Northeast Asia are insignificant, and their profitability is still low. It is time for South Korean construction industry to promote qualitative growth instead of quantitative growth. South Korean construction industry have to focus more on quality management to produce high-quality construction output. In order to support South Korean construction industry, Korean government needs to provide more advanced national quality management system. Therefore, this study compares national quality management systems in South Korea, Japan, and China, and suggests the direction of the South Korean national quality management system reform. In addition, another objective of this study is to confirm the importance of an ISO9001 based quality management system as a basis of the economic integration in Northeast Asia.

A Case Study on The Development of Quality Cost Management System and Continuous Improvement in The Forging Industry (단조산업의 품질비용 관리체계 개발 및 지속적 품질개선 방안에 관한 사례 연구)

  • The material industry is an important infrastructure industry that uses process technology in order to produce parts applied to the final product and determine the quality of the finished product. However, the market environment, which has been recognized as a 3D industry, has deteriorated recently and lost competitiveness compared to other material industry countries. This study analyzed the characteristics of forging companies and The study found that three characteristics of the forging industry, facility-oriented, order-based, and field-centered, and internal failure cost and external failure costs were set as the range of quality cost. A total of eight quality tasks were selected by applying the quality cost management system and continuous quality improvement process developed for large-scale A forging company, and improvement activity proved its effectiveness reducing quality costs by 63.3% compared to the previous year. The research helps forging companies establish a quality management strategy by systematically managing and analyzing quality costs.

  • National major facilities have been rigorously investigated using regular safety inspections and precision safety diagnosis since the Special Law for Facilities Safety Management was made in 1995. However, the process of safety inspection and precision safety diagnosis could be doubted due to intervention of facility owner for safety level evaluation, competition to obtain low price order, and low technical skills of inspection companies. Although the management processes for evaluating the inspection companies were used for several years, the process should continue to improve in the safety inspection field. This study analyzed the recent evaluation system and the ratios of insufficient inspection. Estimation of national loss expenses to the insufficient safety inspection was investigated to recognize the necessity for the improvement of facility inspection process and evaluation system.

  • The purpose of this study is to analyze managemental problems that were made by cooperator and to offer improvable plan for small and medium construction company. The adapted research method a case study three small and medium contractors and investigate the managemental operation of cooperator and rating standard. Also analyze problem of the rating standard and managemental state of the cooperator and offer improvable plan. The results of this research are as follows. 1)Applying open bid system for supplying low price subcontract for practical rule. 2) Applying rating ratio of subcontract that is followed by receiving status, constructing ability, and selling scale of small and medium construction company for improving working of cooperator.

  • 통합물관리는 2000년 이전부터 필요성이 논의되다가 2019년 물관리기본법이 제정·시행되면서 수량, 수질, 수생태, 방재 등 분야의 물관리 통합이 단계적으로 추진되고 있다. 수자원장기종합계획, 물환경관리 기본계획, 국가물관리기본계획, 4대강별 유역물관리종합계획 등이 수립되거나 수립중에 있다. 2021년 6월에 수립된 국가물관리기본계획에서는 통합물관리 정량지표들을 물환경, 물이용, 물안전, 물산업, 거버넌스의 5개 분야로 구분하여 제시하였고, 4대강 유역물관리종합계획(안)에서는 국가기본계획의 지표들을 근간으로 유역별 특성을 고려한 정량지표를 설정하고 있다. 수자원장기종합계획부터 유역물관리종합계획까지 통합물관리 정량지표들의 변천 내용과 현황을 검토하였다. 수자원장기종합계획(2016~2020)의 전략과 목표는 "①맑은 물 공급: 급수보급율, 관망 복선화율, 댐 부족량 공급기준, 비상급수 피해인구, 스마트시티 음용률, 누수율 저감, 물 기본법 제정, ②홍수안전 기반구축: 하천기본계획, 하천정비, 수해금액, 도시하천 종합치수대책 수립, 국가하천 홍수예보 지점, 홍수예보시간 단축지점 비율, ③친수환경 조성: 하천유지유량, 하천 이용객, 어류종 및 철새종 증가, ④수자원산업 및 기술개발: 일자리, 수자원산업 육성제도, 해외수주액, 외국 MOU, 국제회의, 남북공유하천 협의"이었다. 물환경관리 기본계획(2016~2025)의 전략과 목표는 "①물순환 체계: 불투수면적률 25% 초과지역, ②깨끗한 물 확보: 상수원 수질달성, ③생태계 서비스 증진: 수생태계 건강성 달성, ④물환경 기반 조성: 산업폐수 유해물질 배출저감, 상수원 4대강 보의 총인 농도와 남조류 세포수, ⑤경제·문화적 가치 창출: 국민체감 만족도"이었다. 국가물관리기본계획에서는 "①물환경: 하천·호소 목표수질 달성률, 수생태계 건강성 B등급 이상 비율, ②물이용: 수돗물 만족률-직·간접 음용률, 노후 상수관로-하수관로 개량, ③물안전: 가뭄피해 인구, 홍수피해 인구-피해액, 댐안전성 강화율, ④물산업: 물관리 R&D 예산, 수량·수질·수생태 통합측정 중권역 비율, 물산업 매출액의 수출액 비중, 한국 주도 국제협력 의제, ⑤거버넌스: 미정"을 계획지표로 하였다. 유역종합계획에서는 4대강별로 거버넌스를 포함하여, "①물환경: 국가계획지표, 주요 상수원 수질, ②물이용: 노후 상하수관로 개량, 지방상수도 유수율, ③물안전: 한해 인구, 수해 인구-피해액, 하천정비율, ④물산업: 물산업 일자리 창출, ⑤거버넌스: 물포럼, 시민참여활동"을 정량지표로 고려하고 있다.

  • Construction companies require management system to increase efficiency and profit because of receiving competition and globalizing business environment. Since 1990s, construction companies have made various attempts to innovate business structure both internally and externally by means of BPR, 6 Sigma, PI, and Workflow. Some improvements were made, but most of them were temporary, and insufficient to provide the much-needed promptness of business process in responding to the changes. Furthermore, the recent methods of applying BPM and practical using are limited to the theory and method of other industries, and also the attempts of applying BPM in construction industry are at the stage of theoretical approaching and examining in a few construction companies. Accordingly, this study deduces the necessity of adopting BPM based on change of business paradigm for construction companies and limits of current researches, failure causes and problems of application attempts of BPM and process management. And also, we analyze Advance of BPM and suggest the application method of business process management model for construction companies.

  • In the construction industry, success or failure depends on the capability and role of the project owner's organization, which has an effect on the peoples' lives and national finance because of a lot of involvement from the project owner. Therefore, it is required that the project owner has the sufficient capability for the success of relevant industry and the further development of whole industry. Therefore, at the viewpoint of successful accomplishment of the construction industry, systematic and in-depth research that defines and evaluates the capability of the project owner's organization is necessary. As-Is and To-Be competency can be measured by the individual areas and elements through the survey. By evaluating these capabilities simultaneously, it is possible to assume not only the project owner's organizational competency but also constant other capabilities. It is become to make plans for strengthening the capabilities and to establish the strategy, by catching which capabilities are really necessary. It will result in positive effects on improving the capabilities of the project owner's organizational competency.

  • The Korean Government recently has been focused on strengthening competitiveness of order and stimulating construction market in the international construction industry. It has planned to extend the ODPs (overseas development projects) in order to diversifying the international construction market of which is domestic construction companies, placing too much emphasis on plant projects of the Middle East. However, literature review of risk analysis in the ODPs shows that the number of case study is several. Therefore, Authors asserted the necessity of risk analysis in the ODPs. The purpose of this study is to suggest a methodology that find KRFs (key risk factors) in the ODPs and analyze them, using AHP and Fuzzy theory. As a result, the 37 KRFs are selected and explained characteristics of them. A future direction of this study is to suggest a risk management model in the ODPs and prove feasibility of it.

  • According as acceptance an order results of plant industry increases, ability of plant project management is required and necessity about information technology is augmented. For required information technology, developing information present conditions that consist of partial or unit system of domestic plant companies by synthetic system, development of systematic plant information system that supply standard direction presentation, tools and know-how about information technology need. This study achieved basic research that set information strategy and target by reflect trend of such plant industry, analyze future IT technology trend, international information environment, policy trend etc. and execute SWOT analysis of plant information system through this and present confrontation ways. It is presented confrontation ways by SWOT analysis through this research; (1) Development of education contents that can come forth competent person of plant industry, (2) Practical use of communication means that can offer by real time about informations connected with plant, (3) Offer of knowledge contents that supply various and useful inside and outside of the country's plant knowledge
