우리 건설산업은 유례없는 변화의 소용돌이에 직면해 있다. WTO체제의 출범과 UR서비스무역협정 및 정부조달협정 체결로 오는 97년부터는 막강한 자본력과 기술력을 앞세운 선진 외국의 유수한 대형 건설업체들이 국내 시장에 진입할 뿐만 아니라 해외시장에서의 수주경쟁은 더욱 가열될 것으로 예상되고 있다. 국내 건설업체들은 시공분야에서는 대외 경쟁력을 갖추었지만 설계$\cdot$감리 및 건설관리 등 소프트웨어에서 아직도 취약한 실정에 있다. 따라서 건설업체의 합리적인 경영전략수립이 절실히 요청되고 있으므로, 이를 위해서는 사고의 전환과 아울러 대내외 관련정보의 수집$\cdot$분석이 선행되어야 한다. 이와관련 한국건설산업연구원(원장 홍성웅)은 외국의 최근 건설산업정책 및 업계의 동향을 우리 건설업계에 소개함으로써 기업의 경영전략수립에 도움을 주고자 일본$\ulcorner$건설산업정책대강$\lrcorner$을 역간했다. 지난 4월에 발간된 일본$\ulcorner$건설산업정책대강$\lrcorner$은 일본 건설성이 1986년부터 기초작업을 시작한 후 1994년 7월에 건설산업위원회를 구성하고 새로운 경쟁적 환경의 도래와 건설업계의 우려, 소비자의 신뢰 회복 등에 초점을 맞춰 이에 대한 대응책을 제시한 것이다. 본지는 이 내용을 발췌$\cdot$연재할 예정이다.

IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 중·소규모 건설현장 안전점검의 실태를 조사 분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다 현행 안전점검의 실태조사를 위하여 안전점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 안전점검대상 건설현장 관계자에게 각각 설문 조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근 년도인 1999년, 2000년도의 재해발생통계 및 안전점검실적 자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외국의 건설현장 안전점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 안전점검의 대상현장을 선정하는 기준과 위반사항에 대한 행정 및 사법조치 기준에 대한 문제점을 제시하고 이러한 문제점에 대하여 효율적인 개선대책을 제시하였다.

Classification and Coding(C&C) systems as a core of design information management have been accomplished by many studies in terms of design and manufacturing attribute based on Group Technology. Those are very difficult to apply in make-to-order(MTO) manufacturing because the environment of MTO has various characteristics of product, many licensors, engineering change, insufficiency of integrated management system for codes and so on. This paper presents a suitable C&C system to MTO manufacturing which consider management level and drawing. The steps of developing the C&C system are as follows: 1) analysis of existing coding system and drawing type; 2) design of C&C system; 3) practice of designed coding system to a field.

Since CM policies established in 1996, contracts of CM services are continuously increasing over the past years. As constant improvement of positive awareness about public/private owners and CM capabilities of domestic construction companies, a number of efforts were being made to acquire competitiveness of domestic and overseas CM market. However, there has been lack of quantitative and comprehensive research to investigate CM firms. The purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 16 years published in KISCON (Knowledge Information System of Construction Industry) in order to examine CM owner type.

Ultra-high voltage transformer industry has characteristic of small quantity batch production system by other order processing unlike general mass production systems. In this industry, observance of time deadline is very important in market competitive power security and company continued existence. The transformer winding is a process that rolls a coil is coated with an electric insulation material in order to generate the required voltage using the voltage fluctuation. The winding process is very important production process in the extra-high voltage transformer manufacturing industry because winding process is core process that occupy weight about half of whole process and is process that decide current ratio of transformer. This paper proposes a statistical calculation and control method of planned leadtime on the basis of real data and informations for the A company in transformer winding process. Moreover, we develop unit process scheduling system.

Turnkey contract system is an effective ordering system for the organizations that technical engineers are insufficient in their construction projects. It is possible to reduce project duration and to improve project Quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system in our country. The results includes various methods for improving the system based on the analysis of bid price nd selection procedure.

The oversea construction contract amount has sharply increased since 2003. The contractor's capability for EPC and project management is a key factor for a successful industrial construction project. Construction performance measurement and evaluation is needed to improve contractor's project management capability. Therefore, this paper proposes the construction performance benchmarking program for oversea industrial projects. Performance metrics consists of project cost, schedule, quality, and safety. Data from 10 oversea industrial projects were collected and analyzed. Also, this paper describes the process for development of the benchmarking program and lessons learned from industry are summarized. Finally, this paper recommends how sustainable benchmarking program should be established and implemented.
