Recently, domestic construction companies have increasingly engaged in international PPP projects a result of both uncertainties in the domestic construction market and low competitiveness in international EPC project business. These international PPP projects usually require long-term preparations and substantial sales costs, which make it important for decision-makers to select winning-award potential project in early stage of the projects. However, most previous research has analyzed success factors in terms of project development across all stages. Thus, this study investigated 28 success factors of 4 categories in the early stage of 31 international PPP projects. First, results indicate that unsolicited PPP projects require better implementation capabilities and financial conditions compared to solicited PPP projects. Second, implementation capability is important because it is not easy to improve as the project proceeds. Third, commercial conditions are identified as important even if conditions are not fixed in the early stage of PPP projects. Fourth, non-commercial conditions, strategy, and public interest are not found to be meaningful in the early stage of PPP projects because they can vary as the project proceeds. This study helps to improve selection criteria aimed towards more winning-award potential project in the early stage of international PPP projects.

2018 한국원자력연차대회(4.25~26/부산 벡스코)에 참석한 미할 메이스트릭 체코 상공회의소 의장(체코 Charles University 경제학과 교수)은 원자력산업회의와 가진 인터뷰에서 체코의 원전 건설 배경, 신재생에너지와 원자력의 공존, 한국의 원전 기술력, 한국의 체코 원전 수주 가능성 등에 대해 피력했다. 미할 의장은 체코에서 원전 수주에 큰 영향력을 가진 인사로 꼽히고 있다.

국내 조선소와 학교, 연구소에서 1990년대 중반 이전의 빙해선박에 대한 연구는 거의 이루어지지 않았다고 해도 과언이 아니다. 하지만 2000년대 초반부터 러시아가 St. Petersburg항을 통해 본격적으로 원유를 수출하기 시작하면서 내빙선 시장이 호황을 맞이하게 되었고 빙해선박 특히 내빙선박에 대한 관심이 집중되었다. 당시에 한국의 조선소들은 FMA rule 상의 엔진 출력이 과도한 것을 인지하고, 적정한 엔진 사양을 파악하기 위한 공격적인 연구개발로 ICE Class 1A, 1B, 1C의 선박을 상당히 많이 수주하여 선주에게 인도하였다. 또한 Ice belt의 구조적인 보강을 하기위한 설계와 연구가 활발히 진행되었다. 내빙선에 이어 쇄빙선의 연구에 관심을 집중시킨 선박은 최근 실해역에서 활동 중인 연구 조사선 "아라온"호 이다. 아라온호는 설계와 건조가 국내 조선소에서 이루어졌으며, 학계와 조선소 및 연구소에 쇄빙선에 대한 관심을 불러 일으켰다. 이와 비슷한 시기에 삼성 중공업에서 세계 최대 쇄빙선인 70K shuttle tanker를 수주 및 인도하면서 대형 쇄빙선 시장이 개척되어 국내외 조선소의 큰 관심을 불러일으키고 있다. 쇄빙 기술이 응용된 선박으로 Drill ship과 LNG FPSO등이 수주되어 현재 설계를 진행 중이다. 가장 최근에 현대중공업에서 수주한 원통형 FPSO의 경우 북해 지역에 투입을 목적으로 언론에 발표된 것과는 달리 발주처와 유럽의 관련 연구기관에서는 러시아 유전지역 투입을 염두에 두고 쇄빙관련 연구를 진행한 것으로 파악되고 있다. 본 기고에서는 이러한 빙해선박의 개발 및 건조 사례 현황을 기술하고, 향후 수주가능성이 있는 쇄빙선 분야와 조선소의 대응 전략 등에 대해서 정리해 보고자 한다.

The purpose of this study is to compare and contrast the amount of overseas construction orders of South Korea and China by using various time series models that measure the overseas construction orders. Based on the analysis we propose better specification (model selection) with much more predictive power and prove the universality of the model developed by applying our findings with respect to the prediction power of overseas construction orders from other countries viewpoints (verification of generalization). The input variables include Dubai crude oil and exchange rates by country from 1981 to 2019. The VAR model is proposed based on the prediction power test, with respect to MAPE, RMSE, and MAE between the estimates and actual measurements from 2016 to 2019. We also conclude the results of the prediction of overseas construction orders time series of China are again consistent with the actual numbers. These analyses suggest the possibility of developing a comprehensive model that predict the potential construction orders of other countries.

1996년도 건설공사 수주규모는 작년대비 $12.7{\%}$ 늘어난 67조 3,890억원으로 예측되었으나 증가세는 다소 둔화될 것으로 보이며 물가상승분을 제외한 실질성장률은 경제성장률보다 낮을것으로 추정된다. 건설공사 기성액은 작년보다 $19.6{\%}$ 늘어난 69조 8,100억원으로 추정되었으나 이월된 공사량의 변수가 매우 불안하여 동 금액보다 확대될 가능성이 크다 하겠다.

Since 2010, Korea's overseas construction orders have seen dramatic fluctuations. I propose causes and remedies for the industry as a whole. Orders have recorded an annual average of $63.8 billion dollars from 2011 to 2014, reaching its highest at $71.6 billion dollars(2010) which marked the peak of Korea's overseas construction. However, due to a decline in international oil prices, starting in the last half of 2014, Korea's overseas construction orders have followed suit recording $46.1 billion dollar in 2014, $28.2 billion dollars in 2016, and $29.0 billion dollars in 2017. Facing uncertainty in Korea's overseas construction market, caused by continued slow growth of the global economy, Korean EPC contractors are at a critical point in regards to their award-winning capabilities. Together with declining oil prices, the challenges have never been bigger. To mitigate the challenges, I would suggest policy direction as a way to grow and develop the overseas construction industry. Proper counterplans are needed to foster Korea's overseas construction industry. Forecasting total order amount for overseas construction projects is essencial. Analyzing contract award & tender structure and its changing trends in both overseas and world construction markets should also be included. Korea has great potential and global competitiveness. These measures will serve to enhance Korea's overall export strategy in uncertain overseas markets and global economy.

In the civil market, companies launch new products when the acquired innovations are ready, but in defense, customer requests the innovation applied weapon systems. The technology adoption cycle model takes unusual form of market like inverse chasm takes technology inversely. This thesis describes an inverse chasm from the perspective of technology adoption cycle, equipped product model, and technical progress S-curve. As a way to overcome the inverse chasm, considering factors like a self-investment demo model, customer needs, and the temporary chasm expanding phenomenon are derived. And order-effective relationship analysis and chasm marketing strategy are suggested. Especially securing the core technologies and possibility for equipped product by developing self-investment demo model are identified as a good marketing strategy of chasm. This analysis and strategy suggest the policy implications for preemptive advantage of market positioning in the procurement process of defense, discontinuous innovation technology applied on.

Construction companies do not take necessary steps for sudden change in the Construction market, In order to over come the problem, it is necessary to make Corporate Strategy through correct Market analysis. If construction companies want to secure continuance profits, they must prepare proper strategy to advance into plant market. This research performs both external and internal environment analysis, External environment analysis is for overseas construction market and advanced foreign companies, and internal environment analysis is the current status of domestic companies. The research identifies some of the Key points, growth in foreign plant market is huge, but domestic companies do not have abundant construction experience on the same field and also they lack in high value-added techniques. They are far behind the advanced companies; they don't have proper skills of Procurement, engineering and project management. This study suggests a strategy for domestic companies to take necessary step to advance into plant construction market.

국내 전력산업의 성장률 저하 및 민간부문 전력시장 참여 확대등으로 국내 전력산업은 성장동력 창출이 절대적으로 필요해졌고 매년 12%이상의 전력설비 증대에 필요했던 다양한 기술과 경험을 계승하기 위해서도 전력산업의 해외시장 진출은 시대적 과제가 되었다. 특별히 송변전 분야는 발전이나 배전부문에 비하여 상대적으로 투자규모가 작으나 다른 분야에 비해 경쟁력이 작고 손실률 저감 등 우리 산업계가 가지고 있는 강점이 우세하여 아시아, 중동, 아프리카, 남미 등 전력산업 발전 가능성이 높은 개발도상국가로의 진출 가능성이 매우 높다. 이에 단순한 프로젝트 개발이 아닌 전략적 접근을 통해 해외프로젝트 발굴에 나선다면 해외시장 개척에 우위를 점해 향후 블루오션을 꿈꿀 수 있을 것이다. 성공적인 송변전분야 해외프로젝트 수행을 위해서 그동안의 경험을 바탕으로 한 제1단계 교육사업 및 진단사업, 제2단계 기본설계등 컨설팅, 제3단계 건설 프로젝트 수주 및 자재 수출등으로 전략적 수행방안을 제시하여 송변전 분야 해외 프로젝트 진출 활성화에 도움이 되기를 기대한다.

Recently, construction companies have had difficulty in managing their business due to economic hardship domestically and abroad, decreased orders, and low profitability due to intensified competition. To address these issues, construction companies need to develop or introduce construction methods that improve productivity. The purpose of this study is to investigate a re-bar construction method that reduces the high expenses of transport by folding a pre-fabricated re-bar cage. It was concluded that the application of rebar pre-fabrication would be activated and the productivity of construction sites improved by adopting the folding rebar pre-fabrication method.
