Optimum Service Life Management Based on Probabilistic Life-Cycle Cost-Benefit Analysis (확률론적 생애주기비용-이익분석 기반 수명관리 최적화 기법)

  • Engineering structures including civil infrastructures require a life-cycle cost and benefit during their service lives. The service life of a structure can be extended through appropriate inspection and maintenance actions. In general, this service life extension requires more life-cycle cost and cumulative benefit. For this reason, structure managers need to make a rational decision regarding the service life management considering both the cost and benefit simultaneously. In this paper, the probabilistic decision tool to determine the optimal service life based on cost-benefit analysis is presented. This decision tool requires an estimation of the time-dependent effective cost-benefit under uncertainty to formulate the optimization problem. The effective cost-benefit is expressed by the difference between the cumulative benefit and life-cycle cost of a deteriorating structure over time. The objective of the optimization problem is maximizing the effective cost-benefit, and the associated solutions are the optimal service life and maintenance interventions. The decision tool presented in this paper can be applied to any deteriorating engineering structure.

  • An analysis of Life Cycle Cost (LCC) is to evaluate the system through the total cost accounting during the total life cycle. Railway system has problem that abundant capital has to be utilized efficiently because railway system is a combined system such as power supply, machines, electric signals. Especially, Magnetic Levitation Train needs high technique and more study about the Life Cycle cost by using the system being developed currently in Korea. Therefore, the Modeling of Life Cycle Cost for Magnetic Levitation Train is proposed considering the tendency of the studies in other countries.

  • 합리적인 교량 대안선정을 위해서는 설계 시 경제성, 경관성, 안전성 및 기능성, 유지관리 용이성, 시공성 등 다양한 속성을 고려하여야 한다. 이 중 경제성은 초기비용뿐만 아니라 공용수명에 걸쳐 발생하는 유지관리비용, 보수 보강비용, 해체 폐기비용 등의 합인 총 생애주기비용에 대해 최소의 비용으로 최상의 가치를 창출하도록 하여야 한다. 본 연구에서는 건설계획과정에서 대표적으로 고려될 수 있는 대안으로 세 가지 교량 형식(강상자형교, 소수주형교, PSC-I형 거더교)을 대상구조물로 선정하고 교량의 공용수명은 상태등급곡선으로부터 추정한 내하율 곡선을 사용하여 산정하였다. LCC최적설계를 위해 설계변수, 제약조건, 목적함수를 구성하였고, 총 생애주기비용을 공용수명으로 나눈 연간생애주기비용을 사용하여 하여 합리적인 교량의 경제성 분석을 수행하였다.

함정 경제수명 분석에 관한 연구

  • 함정은 수많은 장비 및 무기체계로 구성된 복합무기체계로서 장비유지비용이 타 무기체계에 비해 크며, 운용 및 교체시 막대한 국방예산이 소요된다. 본 연구의 목적인 함정교체를 위한 도태시기, 즉 함정수명 결정시 고려요소로서는 첫째, 전략, 전술상의 요소 둘째, 장비의 성능 요소 셋째, 운영유지비의 비용 요소 넷째, 군수지원상의 문제 다섯째, 예산상의 문제 등이 고려된다. 그러나 본 연구는 함정이란 복합무기체계의 수명을 결정하는 요소 중 정책적인 고려사항 등은 제외하고, 경제성 측면을 고려한 함정의 수명을 추정, 제시한다. 연구 절차는 무기체계 획득단계에서 경제성 평가를 수행하기 위한 방법으로 앞으로 도입될 장비에 대한 수명주기비용을 추정하고, 그 결과를 활용하여 장비의 경제수명을 결정할 수 있는 방법을 제시하였다. 즉, 현재 국방 분야에서 비용추정을 위해 널리 사용되고 있는 PRICE 전산모델을 이용하여 운영유지비용을 포함한 수명주기 전반에 대한 항목별 비용을 추정하는 방법을 제시하고, 이 자료를 바탕으로 경제수명 결정 모형 중 적합하다고 판단된 등가 연간 비용방법을 적용하여 등가 유지비용과 자본회수비가 최소가 되는 시점을 장비의 경제수명으로 결정한 것이다. 제시된 절차를 이지스 구축함(KDX-III)에 적용하여 경제수명을 결정한다. 본 연구에서 제시된 방법을 통해 보다 과학적이고 경제적으로 함정의 도태시기를 결정하는데 사용함으로써 국방예산 절감에 기여하게 될 것으로 판단된다.

Cost-effective Reliability of RC structure in Korea under earthquake (철근콘크리트구조의 경제적인 내진 신뢰성)

  • 지진이 발생하는 환경에서 철근콘크리트구조의 신뢰성을 수명주기비용에 근거하여 체계적으로 평가하는 방법을 제시하였다. 구조물의 기능성과 경제적인 효용성을 나타내기 위하여 각각 손상확률과 평균수명 주기비용의 개념을 사용하였다. 생애주기 동안 발생할 수 있는 지진에 의하여 구조물이 입게 될 손상을 보상하기 위하여 소요되는 평균손상비용을 평균수명주기비용의 주요 항목으로 고려하여 분석하였다. 구조물의 다양한 손상상태에서 손상비용을 나타내기 위해 요구되는 비용함수는 Park-Ang 손상지수의 중앙값을 독립변수로 하는 함수로 가정하였다. 지진에 의한 구조물의 손상해석은 UCI에서 개발된 SMART-DRAIN의 시뮬레이션기법을 사용하여 그 불확실성을 고려하였다. 제시된 방법을 현행 규준에 의하여 설계된 7층 사무실 건물에 적용하여 그 가능성을 살펴보았다.

  • This study aims to identify the core life-cycle elements for archiving digital content through analyzing the existing digital content life-cycle models and suggest the remedies for management the digital content of KISTI after a comparative study. As a result, the 10 core life-cycle categories consisted of 31 small elements were defined. Furthermore, the recommendations that digital content archiving should be set as a critical mission and archiving policy should be prepared in KISTI were proved.

  • The main cause of DMSMS is the rapid replacement cycle and short life cycle of parts, according to the development of science, compared to the long life cycle of weapons systems. In particular, the problem of the supply and demand of such parts becomes even more acute during the operation maintenance phase after the mass production and power generation stage. To eliminate DMSMS problems that arise continuously from development to the operation of weapon systems and select the most cost-effective countermeasures to obsolescence, this paper suggests a standard to determine the appropriate time for quantitative performance improvement by conducting total life cycle cost analysis. For such purpose, this study examined the domestic and overseas cost analysis methods and applied it to single domestic weapon system to verify the research. This study responds to the issue of discontinuing components and helps reduce the total life cycle cost of military products.

A Study on Fatigue Characteristics and Economic Analysis of Discharged Nylon Fiber-Reinforced Asphalt Concrete (폐나일론을 이용한 섬유보강 아스팔트 콘크리트의 피로특성 및 경제성 분석)

  • In this study, discharged nylon fibers were added to asphalt concretes to be compared with fatigue life and analyzed in economic point of view. A four point bending fatigue test was conducted, and as a result, nylon fiber reinforced asphalt concretes that showed a 10percent increase in fatigue life compared to ordinary asphalt concrete. The economic analysis confirmed that the maintenance cost was decreased by 540 million won throughout the analyzing period. It is thought discharged nylon fiber reinforced asphalt will cause more economic and social effects than was shown by life cycle cost analysis.

Analysis of Life Cycle Costs of Railway Track : A Case Study for Ballasted and Concrete Track for High-Speed Railway (철도 궤도의 수명주기비용 분석 : 고속철도 자갈궤도와 콘크리트궤도 사례 연구)

  • In the decision-making, such as selection of structure, construction method, or time and scheme of maintenance, the evaluation of life-cycle cost(LCC) is of great importance. The maintenance cost occupy a large portion of the LCC of the railway track as well as the initial construction cost. Futhermore, the proportion of the maintenance cost is much higher in the ballasted track. Thus, the importance of the LCC evaluation is higher than in any other engineering structures. In this study, a LCC model that can consider various design parameters such as the type of track structure, annual traffic volume, axle load, train speed, and proportion of curve sections and engineering structures has been developed. Fundamental data for calculating costs also have been presented. Based on the model and data proposed, the trends in the variation of LCC according to the design parameters were examined and the most important design parameters in the LCC analysis of railway track were investigated. The results show that the proportion of renewal and operational costs is much higher in the ballasted track than in the concrete track, and the annual traffic volume and ballast taming period are most significant factors on the LCC of the ballasted track. On the contrary, it is revealed that the proportion of the initial construction costs in the concrete track is much higher, and the LCC of the concrete track is less sensitive to the traffic volume, train speed, and axle load.
