Accommodation of Trade Measures for Environment Purposes on the WTO Rules (환경조치의 WTO체제 수용에 관한 연구)

  • This study attempts to make a constructive contribution to the debate on which WTO rules accommodate trade measures for environmental purposes. Does trade undermine the regulatory efforts of governments. However, the theoretical dimensions are partly addressed on the several key questions. For instances, is economic integration through trade and investment a threat to the environment? to control pollution and resource degradation? Will economic grow driven by trade help us to move towards a sustainable use of the world's environmental resources? The growing world economy has been accompanied by environmental degradation including deforestation, losses in bio-diversity, global warming, air pollution, depletion of the ozone layer, overfishing and so on. The sheer number of us obviously put pressure on natural resources and ecological systems, and this pressure will counting to rise as we grow towards 10 billion in the next century. What is more, there is no indication that consumption per capita is slowing. The perceived costs of acting alone in terms of lost investments and jobs often take the stream out of regulatory initiatives. In the worst case scenario environmental community is fearful that international trade will magnify the effects of poor environmental polices in the world Generally, economic growth drive by trade may speed up the process of environmental degradation unless sufficient environmental safeguards are put in place. Under these circumstances, this paper attempts to make a constructive contribution to the study on which WTO rules accommodate trade measures for environmental purposes.

  • To advance fisheries, we set developmental directions of fishery information by grasping present situations and analyzing maritime & fisheries issues. We promote various policies through effective systematical information data bases, based on both control and utilization of oceanic resources. For these puposes, it is imperative that we set up fisheries communication networks. There are satellite assisted informational networks to assist fishing vessels with their marine based movements. However, there's no hope for poorly equipped fishermen to adopt this network because of extravagant network call charges. So we think that using existing SSB communication system is the best plan. We organize fishery communication network by HF SSB communication which doesn't have operational costs. We build wireless transmitting and receiving stations that are basic systems of informnation, and equip wireless data communication systems by the use of wireless communication network protocols in coastal stations. It is necessary that a fish boat has a terminal device for wireless data communication. In this research we can conclude that if we transmit the location of a fishing boat in-real time through GPS channels then we propose that some methods be formulated to able terminal devices on fishing boats to collect various types of information, such as meteorological and oceanic conditions.

  • Existing research on international standardization has largely taken a qualitative approach focusing on comparative studies of national institutions and policies on standards or international rivalries from the perspectives of international relations or innovation studies. While there exists a handful of quantitative studies, they are mostly confined to simple numeric counts of essential patents, new work item proposals, or secretaries staffing international standards development organizations (SDOs). This study aims to contribute to our understanding of the dynamics of international standardization by the analysis of the data coding systematically national activities in the standardization process of the International Organization for Standardization (ISO), by far the largest international SDO. Our analysis of the four critical types of standardization documents generated in the Working Group 7 of the ISO/IEC Joint Technical Committee 1 reveals interesting dynamics among key players of global ICT standards regime. First, while the US takes a dominant share of the personnel as well as new work item proposals for standardization, its quality of activities rather falls behind as it mostly focuses on keeping in check other countries' standardization activities. Second, European countries tend to spread their effort evenly across different types of standardization activities. Finally, despite such differences between the US and European countries, both rely heavily on multinational companies to gain an advantage in the voting stage of standardization process.

An Optimal Adaptation Framework for Transmission of Multiple Visual Objects (다중 시각 객체 전송을 위한 최적화 적응 프래임워크)

  • With the growth of the Internet, multimedia streaming becomes an important means to deliver video contents over the Internet and the amount of the streaming multimedia contents is also getting increased. However, it becomes difficult to guarantee the quality of service in real-time over the IP network environment with instantaneously varying bandwidth. In this paper, we propose an optimal adaptation framework for streaming contents over the Internet in the sense that the perceptual quality of the multi-angie content with multiple visual objects is maximized given the constraints such as available bandwidth and transcoding cost. In the multi-angle video service framework, the user can select his/her preferred alternate views among the given multiple video streams captured at different view angles for a same event. This enhanced experience often entails streaming problems in real-time over the network, such as instantaneous bandwidth changes in the Internet. In order to cope with this problem, we assume that multi-angle video contents are encoded at different bitrates and the appropriate video streams are then selected or transcoded for delivery to meet such bandwidth constraints. For the user selective consumption of the various bitstreams in the multi-angle video service, the bitstream in each angle can be encoded in various bitrate, and the user can select a sub-bitrstream in the given bitrstreams or transcode the corresponding content in order to deliver the optimally adapted video contents to the instantaneously changing network condition. Therefore, we define the transcoding cost which means the time taken for transcoding the video stream and formulate a unified optimization framework which maximizes the perceptual quality of the multiple video objects in the given constraints such as the transcoding cost and the network bandwidth. Finally, we present plenty of the experimental results to show the effectiveness of the proposed method.

Analysis on the Factors Affecting the Satisfaction of Underground Shopping Center -From the cases in Busan Metropolitan Region- (지하도 상가 만족도에 영향을 미치는 요인 분석 -부산시 사례를 중심으로-)

  • There are many underground spaces available in an urban environment and they represent an important factor for efficient land use. Especially, underground shopping centers perform both physical and commercial functions at the same time and are frequently used as a means of achieving the revitalization of the city center. However, the underground shopping centers that were developed in the past sometimes led to recession due to their deterioration. This study was carried out for the purpose of proposing alternative methods for the (revitalization) of underground shopping centers. A survey was conducted on seven underground shopping centers in the Busan metropolitan area to understand the factors that determine their user satisfaction and future improvement. The survey data was analyzed using an ordered logit model. As a result of the analysis, service satisfaction, underground environment satisfaction and public facility satisfaction were selected as significant variables. It was concluded that it is necessary to take these factors into consideration, appropriately, when developing a new or renewing an existing underground shopping mall.

Travel Patterns of Transit Users in the Metropolitan Seoul (서울시 대중교통 이용자의 통행패턴 분석)

  • The purpose of this study is to analyze the spatial characteristics of travel patterns and travel behaviors of transit users in the Metropolitan Seoul area. We apply the data mining techniques to explore the travel patterns of transit users from the T-money card database which has been produced over 10,000,000 transaction records per day. The database contains the information of locations and times of origin, transfer, and destination points for each transaction as well as the informations of transit modes taken via the transaction. We develop an data mining algorithm to explore traversal patterns from the enormous information. The algorithm determines the travel sequences of each passenger, and produce the volumes of support on each points (stops) of transportation networks in the Metropolitan Seoul area. In order to visualize the spatial patterns of travel demands for transit systems we apply GIS techniques, and attempt to investigate the spatial characteristics of travel patterns and travel demand. Subway stops located in the Gangnam area appear the highest peak for the travel origin and destination, while the CBD in the Gangbuk stands at the second position. Two or three sub-peaks appear at the densely populated residential areas developed as the high-rise apartment complex. Subway stations located along the Subway Line 2, especially from Guro to Samsung receive heavy travel demand (total support), while bus stops located at the CBD in the Gangbuk stands the highest travel demand by bus.

Effects of Enzyme Complex on Odor Emission from Swine Slurry and Swine Buildings (효소복합체가 양돈슬러리 및 돈사 악취발생에 미치는 영향)

  • This study was carried out to investigate the effect of enzyme complex on odor emission from swine slurry and the process of making swine liquid manure. Ammonia and hydrogen sulfide concentrations were significantly decreased by using the enzyme complex of liter per ton level of liquid swine slurry in the manure storage tank according to the time. Characteristics of liquid swine slurry were affected by the enzyme complex, total nitrogen and ammonia nitrogen contents were reduced compare with control. Ammonia and hydrogen sulfide concentrations in the finishing pig building and offensive odor compound on the boundary line of swine farm were significantly decreased by spraying in swine finishing building. In conclusion, the results obtained from this study suggest that using the enzyme complex of liter per ton level of liquid swine slurry for making liquid swine manure may improve the quality of swine liquid fertilizer and reduce odor emission. Also farm scale enzyme complex treatment may improve air quality in finishing pig building and deduce offensive odor compound of swine farm.

Air Quality Monitoring System Using NDIR-CO$_2$ Sensor for Underground Space based on Wireless Sensor Network (비분산적의선 CO$_2$센서를 이용한 무선 센서 네트워크 기반의 지하 공기질 모니터링 시스템)

  • In this study, a remote air quality monitoring system for underground spaces was developed by using NDIR-based CO$_2$ sensor. And the remote monitoring system based on wireless sensor networks was installed practically on the subway station platform. More than 6.5 million citizens commutate everyday by the Seoul subway transportation that is the most typical public transportation. They concern about air quality with increasing interest on public health or many workers in subway stations or underground shopping centers. Recently, the Korean Ministry of Environment has operated the air quality monitoring system in some subway stations for testing phase. However, it showed many defects which are large-scale, high-cost and maintenance of precision sensors imported from abroad. Therefore this research includes the reliability test and a theoretical study about the inexpensive commercialized CO$_2$ sensor for reliable measurement of air quality which changes rapidly by the surrounding environments. And then we develop the wireless sensor nodes and the gateway applied for remote air quality monitoring. In addition, web server program was realized to manage air quality in the subway platform. This result will be valuable for a basic research for air quality management in underground spaces for future study.

Development of the Traffic Signal Control Strategy and Signal Controller for Tram (트램 운영을 위한 신호제어 전략 및 신호제어기의 개발)

  • In recent years, tram has been the focus of a new mode of public transportation that can solve traffic jams and decrease public transit usage and environmental problem. This research is in the works to develop a tram signal controller and signal control strategies, and aim to resolve the problem of what could happen if a tram system was installed in general road. We developed the hierarchical signal control strategies to obtain a minimum tram bandwidth and to minimize vehicle delay, in order to perform a priority control to include passive and active signal priority control strategies. The strategies was produced for S/W and H/W, it is based in standard traffic signal controller. We conducted a micro simulation test to evaluate the hierarchical signal control strategies, which showed that the developed optimization model is effective to prevent a tram's stop in intersection, to reduce a tram's travel time and vehicle's delay.

  • A product classification scheme is the foundation on which product databases are designed, and plays a central role in almost all aspects of management and use of product information. It needs to meet diverse user views to support efficient and convenient use of product information. It needs to be changed and evolved very often without breaking consistency in the cases of introduction of new products, extinction of existing products, class reorganization, and class specialization. It also needs to be merged and mapped with other classification schemes without information loss when B2B transactions occur. For these requirements, a classification scheme should be so dynamic that it takes in them within right time and cost. The existing classification schemes widely used today such as UNSPSC and eCl@ss, however, have a lot of limitations to meet these requirements for dynamic features of classification. Product information implies a plenty of semantics such as class attributes like material, time, place, etc., and integrity constraints. In this Paper, we analyze the dynamic features of product databases and the limitation of existing code based classification schemes, and describe the semantic classification model proposed in [1], which satisfies the requirements for dynamic features of product databases. It provides a means to explicitly and formally express more semantics for product classes and organizes class relationships into a graph.
