지난 '91년부터 2000년까지 환경분쟁조정위원회에 접수된 분쟁사례 가운데 소음ㆍ진동분야가 78％를 차지하였으며, 특히 2000년도에는 85％에 달하여 소음ㆍ진동문제가 심각해져 가고 있다. 소음ㆍ진동규제법은 '90. 8. 1 환경보전법에서 분리되어 개별법으로 정비되었으며, 소음ㆍ진동 발생원별로 합리적인 관리와 규제를 함으로써 모든 국민들이 정온한 환경에서 생활하게 하려는 취지아래 제정되었다. (중략)

인쇄업계의 현안이던 '소음 진동관리법 시행규칙'이 기존 50마력에서 100마력으로 상향 조정됐다. 이는 서울시인쇄정보산업협동조합(이사장 남원호)이 소음 진동관리법 시행규칙 개정을 위해 청와대, 환경부, 법제처 등에 건의서를 제출하는 등 각고의 노력을 한 결과다.

수차발전기 유지관리상 중요한 자료인 소음 진동을 주기적으로 측정하고 있는데 측정자의 전문성, 측정장비, 데이터 취득분석 등에 있어 일관성이 결여되어 과거 데이터를 현재 취득 값과 비교분석 할 수 없게 되었다. 그래서 수차발전기의 진동원인, 측정상의 주의점, 진동의 판정법, 수차발전기 이론진동수 조사, FFT Analyzer를 이용한 데이터분석의 실례를 보임으로서 보다 과학적인 설비관리의 기법을 보였다.

도로의 입체 정비제도 도입방안은 대도시의 교통난을 적극적으로 해결한다는 측면에서 새로운 시대의 교통대응 전략으로서 대두될 것으로 판단된다. 특히, 심각한 교통난을 겪고 있는 서울시로서는 이제도의 도입방안을 매우 긍정적으로 받아들일 수 있으리라 판단된다. 그러나 이 제도의 시행을 위해서는 관련법 제도의 검토와 구분 지상권 및 보상기준, 건설공사 및 유지관리를 위한 기준, 건설 후의 주변환경에 대한 고려 등 여러가지 문제점의 해결을 위한 대책 방안의 마련이 필요하리라 생각된다. 상기와 같은 관련법 제도의 검토와 관련하여 소음법규에 있어서도 개선이 이루어져야 할 것이다.

The road traffic noise has emerged major noise as the overcrowding of the urban population and the explosion of car storage capacity. There are limits for establishing the measures to meet noise standard because of the increase of high-rise building and insufficient distance between residential areas and road in urban center areas. Therefore, this study analyze the problem of the application of national road noise standard, and present the alternatives to achieve environmental standards in conjunction with the soundproofing measures. To reduce the population ratio exposed to road noise on seoul motorway, we suggest some action plane are as follows: i) Roadside noise standard of nighttime beside daytime is the first noise reduction goals ii) Noise standard of Noise and vibration control act is priority in case of existing area iii) Noise standard of basic environmental policy act is priority in case of new area.

The only law related to airblast and ground vibration control in Korea is the Noise and Vibration Control Act enforced by the Ministry of Environment. But this law mainly deals with the annoyance aspects of noises and vibrations in ordinary human life. Hence, the law defines the safety criteria of ground vibration as the vibration level (VL) of dB(V) unit. The ground vibrations produced from blasting, however, have the unique characteristics that can be shown in shock vibrations, and the duration is also very short compared to the vibrations from machinery, tools or facilities. Hence, vibration regulations for blasting operations usually define the safety criterion as the peak particle velocity (PPV) considering the effect of ground vibrations to structural damage. Notwithstanding, there are several attempts that predict VL from PPV or estimate VL based on the scaled distances (SD; in unit of $m/kg^{1/2}$ or $m/kg^{1/3}$) without considering their frequency spectra. It appears that these attempts are conducted mainly for the purpose of satisfying the law in blasting contracts. But, in principle there could no correlation between peaks of velocity and acceleration over entire frequency spectrum. Therefore, such correlations or estimations should be conducted only for the waves with the same or very similar frequency spectra.

현실과 동떨어진 구시대적인 소음 진동관리법으로 인해 서울 중구 필동에 위치한 인쇄인들이 '사업장 폐쇄'라는 극단적인 압박을 받고 있다. 필동경제인협의회(회장 박장선)는 지난 6월 21일 오전 10시 '소음배출시설 폐쇄명령 청문회'와 관련해 중구청 본관 입구에서 항의집회를 개최했다.
