Fire Safety Consciousness Indicators Development and National Fire Safety Consciousness Research (소방안전의식 지표개발 및 국민 소방안전의식 조사 연구)

  • The purpose of this study is to investigate national fire safety consciousness (FSC). A FSC survey would help with proper fire safety policy. Indicators to define and measure efficiently the FSC were broken down into five areas: prevention, alarm, evacuation, extinguishing, and damage expansion prevention. The indicators were developed using Parasuraman's method based on domestic and foreign research materials and meetings with experts. FSC was surveyed using the indicators on Gallup Korea. The results of the survey analysis show that evacuation is lowest, followed by extinguishing, alarm, prevention, and damage expansion prevention.

  • The purpose of this study is to offer the improvement for deployment of fire service force in Korea by settlement patterns on the basis of analysis for the present standard and deployment of fire service force. For the adequate deployment and operation of fire service force by settlement patterns, we carried out the analysis of the present standard calculated with allocation of the authorized strength. We also classified clusters for settlement pattern through the statistical methods. We proposed the standard for deployment of fire service force reflected with environmental and need factors through the introduction of standardized index.

  • This study intends to raise the fire safety awareness level which the teachers have in infant schools. The results of the study are as follows. The early childhood teachers consider the fire safety awareness level of our society low, though their fire safety awareness level be above the average. The education program for the fire safety is mapped out and the teachers prefer an observation class and a field trip for the program in almost infant schools. The early childhood teachers have difficulty acquiring the knowledge for the field experience and work and getting teaching aids for the fire safety. Therefore the early childhood teachers extremely much desire teaching aids for infants to be developed and diffused.

  • This study examined the efficient management of a fire protection system using spatial information, and basic data for the development of related firefighting industry were obtained. To overcome the problems of malfunction and management failure, which are the major issues of fire protection system management, this study analyzed the related laws and regulations on building spatial information of a fire protection system to introduce spatial information to the fire protection system field. For efficient management of the fire protection system, it is necessary to revise the related laws of the fire protection system, such as protection system-related laws including space information technology, and maintain the standardization, effectiveness, and consistency of fire protection system spatial information.

  • The purpose of this study is to supply basis data that can improve the recognition of Daegu citizens on fire safety through the investigation of their recognition on fire safety. To achieve the purpose, 553 Daegu citizens in Daegu city were interviewed from Oct. 2 to 15, 2003. The results of this study are as follows; Citizens had thought little the recognition of our society on fire safety and Daegu subway fire accident caused very big effect in citizens' fire safety recognition. Citizens did not trust about fire fighting facilities that is established in the building. Method to elevate recognition for citizens' fire safety recognition appeared by TV, newspaper, etc public information reinforcement (30.7%), establishment and operation of the fire safety experience center (24.6%), fire safety education reinforcement in school (20.8%).

  • 건축물의 다양한 설비는 내부 거주자의 안전, 쾌적, 위생 등 환경적 요구를 충족시켜주는 기능을 수행한다. 소방용 설비의 경우 화재발생시 인명과 재산피해를 최소화하기 위한 중요한 기능을 담당하며 평상시 자주 사용되지는 않지만 화재와 같은 사고 발생시엔 확실한 작동이 요구된다. 소방용 설비는 경년변화로 인한 기기의 성능저하 및 고장발생의 우려가 큼에도 그 특성으로 인해 고장 및 기기의 결함을 조기 발견하는 것이 어렵다. 이에 국내에서는 소방설비에 대한 점검 기준을 마련하여 이를 소방용 설비의 유지보수를 수행하고 있으나 형식적인 점검방법으로 인해 다음 점검주기까지의 성능보장이 불가능하다는 한계점을 가진다. 이러한 문제점을 개선하기 위해서는 공학적 근거에 의한 소방설비의 내구연한을 제시될 필요가 있어 국내에서도 현재까지 소방설비에 내구연한 산정에 관한 논의가 활발히 진행 중에 있으나 내구연한 산정방법과 기준에 대한 연구는 미비한 실정이다. 본 연구에서는 일본 공업회의 자주적인 대처로 산정된 소방용설비용 내구연한 사례를 분석 고찰하여 국내 소방설비 기기의 내구연한 및 교체시기 산정에 대한 기초연구를 진행하였다.

The Relationship Between Fire Service Demand and Project Budget (소방수요와 사업비예산과의 관계)

  • The environment of fire service is more uncertain as cities become complicated and new combustibles are used. If fire service's budget is not allocated sufficiently for fire facilities and equipment, fire service's quality and firefighter's safety are affected seriously. Therefore project budget must be increased to prevent fire and disaster effectively. This study investigate the change of fire service demands, the change and priority of fire service budget and project budget. And this study examined the relationship between fire service demand and project budget using correlation and regression analysis. Analysis showed that a number of rescue and emergency medical service were significant variable for project budget.

  • Japan has a very advanced volunteer fire brigade system as an interdependent organization by local residents due to frequent natural disasters. Japan has fostered and developed the volunteer fire brigade in the national level to response rapidly and appropriately to earthquake or natural disasters even in the urban area that has sufficient fire stations and fire officers. This study analyzes the situation of operating the volunteer fire brigade in Japan in detail and compares the result with Korean situation. Finally, this study suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

A Study on the Friction Loss Reduction in Fire Hoses Used at a Fire Scene (화재현장에서 사용하는 소방호스의 마찰손실 감소 방안에 관한 연구)

  • It was described the measured friction loss depending on pressure used and changes in water flow rates for a fire hose used at a fire scene on this study. As a result of actual measurement based on the result obtained by analyzing the use situation of a fire hose such as the kind, quantity, pressure used, etc. of a fire hose, the friction loss in a fire hose under the condition of using by a fire officer at a fire scene was measured as up to 56.8 %. This is much different from the equivalent length of a fire hose used to calculate the pump head in an indoor and outdoor fire-fighting facility. There is no related restrictive regulation on friction loss, there are even no data on friction loss measured by fire hose makers, and spreading a fire hose without considering friction loss at a fire scene can result in an increased length of hose used and a high-pressure water discharge from a fire engine, so this study aims to establish a standard for an equivalent length to friction loss in a fire hose and to propose a spreading method considering friction loss in a fire hose at a fire scene.

  • The system of The Volunteer Fire Brigade is the Civil autonomic one which was set up from The Chosun Dynasty and has been active. Having suffered from several dificulties from Japanese control in the Chosun Dynasty, The Volunteer Fire Brigade was established by the enactment 1958 Fire Law and we have had it up to this time. The Volunteer Fire brigade played an important role in the period of the past Fire fighting personnel and equipment which we did not have. It has carried out the assistance of the Fire extinction, the early extinction of a fire in the rural region, the extinction of the forest fire, and lots of social volunteering actions etc. but, today's Fire fighting system has made the surprising developments, such as the improvement of national economic power, the increase of knowledge about the safety of the people, the openness of The Fire Fighting Department of Korea. I will try to check out the role of The Volunteer Fire Brigade which filled up the lacking part the fire fighting in the past and make the measures which can activate in these days, looking for the new field of the movement.
