Evaluation on th e Wear Fit and Activity of Emergency Escape Breathing Devices for Ship Accidents (선박사고용 호흡구난장비의 착용성 및 활동성 평가 연구)

  • The use of emergency escape breathing devices (EEBD) is strongly required to protect against toxic gas or flooding caused by ship fires or accidents. Recently developed domestic EEBD products only satisfy the basic performance requirements, but no wear fit and activity performance evaluation has been done for real usage. In this study, the global level test requirements for wear comfort and activity of EEBDs were developed and the open and closed type of domestic EEBD products were evaluated. Poor visibility, longer wear time, breathing resistance, and hose obstruction in an open type and canister obstruction, weight unbalance, and an invisible black breathing bag in the closed type EEBD were estimated to be the main problems that need to be improved.

Risk Perception of Fire Fighters Responsible for Nuclear Power Plants : A Concept Mapping Approach (원자력발전소 관할 소방관의 위험인식 개념도 연구)

  • The perception of risk that firefighters have is closely related to their performance and emergency preparedness in nuclear power plant accidents. This study investigated the unique risk perception among firefighters working in nuclear power plants (NPPs) using a concept mapping method. Thirty three firefighters in NPPs participated in this study. Two core axes, "fear and control" and "coping resource", emerged in the firefighters' risk perception. In particular, the risk perception consisted of six clusters: fear of radiation exposure and low controllability; anxiety caused by the lack of control and authority; lack of trust and cooperation; lack of authority and professionals; lack of equipment, manual, and information; and lack of knowledge and training. Catastrophic expectation and a low sense of control caused by the lack of responsive resources were the main factors that increase the risk perception. The theoretical and practical contributions of this study were discussed.

Study on the Management and Improvement Methods of Fire Safety Shared Tax (소방안전교부세의 운영 및 개선방안에 관한 연구)

  • This paper examined the problems concerning recognition of business selection and operation, etc. and the presentation of the corresponding improvement measures. For this purpose, according to the results of a questionnaire survey on recognition of detailed business operation of the fire safety shared tax, satisfaction in business execution, financial operation measures for the subject of fire fighters, fire fighters have been shown to be indifferent to the detailed business field of fire safety shared tax, investment contents, etc. in the operation of fire safety shared tax. In terms of satisfaction after execution of the shared tax, reduction of the aging rates for firefighting equipment and improvement of dissemination rate was shown to be high with Fire Sergeant (M = 3.70) and a service duration of more than 16 years (M=3.64). To improve the measures of finance, there was considerable feedback saying that the reduction in state subsidy was inappropriate. In view of the diversification and development of the fire safety shared tax businesses being operated on a limited basis along with the overlap of most state subsidy businesses with safety field businesses, legal system improvement is needed for the stable securing of insufficient firefighting financial resources so that the full amount of shared tax can be invested in firefighting fields.

A Study on Methods for Capacity Building of Fire Cause Investigation in Fire Stations (소방기관의 화재원인조사 역량 강화 방안에 관한 연구)

  • In this study, strengths related with fire investigation of fire stations are analyzed and methods for the capacity building of their fire cause investigation are suggested. The methods for capacity building of fire cause investigation suggested are focused on using potential and strengths of current fire fighting and enhancing internal capacity rather than reinforcing investigation personnel, organization, and equipment and ensuring investigation power. The methods suggested in this study are as follows. 1) Because fire investigation results are the basis of fire administration, fire marshals should change their awareness of the need of fire investigation; 2) A fire investigation system should be established to ensure statements of people concerned systematically; 3) A substantial system of fire cause investigation should be established to investigate fire scenes more than twice; 4) A substantial system of fire cause investigation should be established to use such materials as CCTV; 5) Extinguishing should be made in consideration of fire cause investigation and a scene preservation system after extinguishing should be established; 6) A fire investigation system should be established in connection with 119 first-aid and rescue teams and 7) Steps to raise the morale of fire investigation staff should be taken.

A Study on Safety Policies Toward Aging Society (고령화사회를 대비한 소방방재정책에 관한 연구)

  • Korean society became an 'aging society' in 2000 years with a population of 65 years and over occupying $7.2\%$ of the whole population. And we expect that a population of 65 years and over will occupy $14.4\%$ in 2019 years, so Korean society will enter into an 'aged society' Older adults can't react correctly and rapidly to the disaster due to the decline of the physical function, therefore victims of older adults due to the disaster will increase as much as aging proceeds. For reducing sacrifices of older adults due to the disaster, 1 suggest that the propulsion of the disaster service policy for disaster week people like older adults, the policy of minimizing casualties due to fires, reinforcement of fire resources and enlargement of disaster services in rural communities, offering information about disaster services and reinforcement of functions of public relations, making new connection systems (e.g. educating welfare and post officials as volunteer fire officials), supplement of fire fighters, and the policy of lightening fire equipments.

  • Recently, new interfaces such as virtual reality and augmented reality are being developed by the development of IT technology. In particular, virtual / augmented reality technology is being applied to training equipment for members in special environments such as defense and fire fighting. In this paper, we implemented a display image processing board for HMD which is applicable to firefighter's helmet. We developed a technology to visually provide various information to firefighters in case of fire fighting.

A Study on Improvement of Disaster Response System in the Firefighting Organization - Focused on Landslide Case in Sinbuk-eup, Chuncheon-city - (소방의 재난대응체계 개선방안에 관한 연구 - 춘천시 신북읍 산사태 대응사례를 중심으로 -)

  • Regarding the landslide that took place around 00:08 on July 27, 2011, in a village in the city of Chuncheon (Sanjidanggol, Majeoksan, Cheonjeon-ri, Sinbuk-eup, Chuncheon-city, Gangwon-province), this paper surveyed fire-fighting officers who were injected into the site to rescue the disaster, thereby determining the problems surrounding the initial fire-fighting response and improvement measures. As a result, specialist education of volunteer fire-fighters and utilization, improvement measures included the early response ability enhancement of and cooperation between relevant agencies, the strengthening of specialist education about landslide response, the strengthening of situation management and field command system, the installation and operation of speedy field emergency infirmary, the operation of an appropriate volunteer waiting facility, the operation of an appropriate control lines, appropriate control of media, a sufficient securing of individuals' rescue equipment and fuel for heavy equipment, the provision of sufficient portable radios and chargers, the securing of fire-fighting budget thereof.

A Study on Korean University Students Perception of Fire Officers (소방공무원에 대한 대학생의 인식에 관한 연구)

  • The purpose of this study is to quantitatively examine the perception of fire officials for college students who need to prepare and choose fire officials, and to identify and present practical and specific improvement measures along with raising awareness of fire officials. In order to achieve the basic purpose of the study set above, we tried to find out whether there are differences in the general level of awareness of fire officials, the working environment of fire officials, and group welfare according to the gender, major, grade, family or relative of college students. The subjects of the study were 600 students enrolled in a four-year university in the Department of Firefighting, and 513 valid questionnaires were used. The survey contents were divided into three categories of perceptions of firefighting officials and consisted of 20 questions, and the frequency and percentage were calculated and compared using the SPSS/win (Ver10.0) program. As a result, first, compensation for awareness improvement and the expansion of safety facilities and equipment are necessary. Second, it is necessary to improve working conditions, such as guaranteeing appropriate working hours and raising and replenishing wages. Third, the results of the establishment of a national fire hospital and the need for psychological counseling were derived. Based on these results, we suggest that national-level laws and systems, and administrative and legislative support should be provided for firefighters.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

An Experimental Study on Mechanical Ventilation Using an Exhaust Engine in Corridor Fires (복도공간 화재 시 배연차를 활용한 배연에 관한 실험적 연구)

  • Ventilation fans utilized correctly can increase the effectiveness of fire fighters and survivability of occupants. It is possible to increase the pressure of a corridor to prevent the infiltration of smoke. In this study, experiments were carried out to evaluate ventilation effectiveness in corridor fires. Corridor used in the experiment was 20 m long. Heptane was used as a fuel. Temperature and visibility were measured in order to evaluate ventilation effectiveness according to the position of a vent. Vent distance ranged from 0 m to 4 m and height varied from 0 m to 1.5 m. When the vent was positioned 2 m long and 0.75 m high the result was most effective.
